Garland City Council adopts CAPSA development agreement, utility impact fee plan announced

Impact fee plan for utilities

On Aug. 19, the city gave public notice that it intends to prepare an independent Impact Fee Facilities Plan and Impact Fee Analysis for culinary water, wastewater, and storm drain utilities. The fees would be charged to new development to offset capital facility costs. The service area covers the entire Garland City boundaries.
