Ephraim City Council to hear proposed property tax increase, budget at Aug. 19 hearing

This week's Ephraim government meetings were largely agenda-setting, with no final decisions taken. City Council: Property tax increase and budget

If approved, the owner of a $415,000 residence would pay $244.91 per year, up from $221.40 — an increase of $23.51. For a $415,000 business, the annual tax would rise from $402.55 to $445.30, an increase of $42.75. The increase would generate an additional $45,022 in annual revenue.

The second hearing will present the final Fiscal Year 2026-2027 budget. The council could adopt Resolution ECR 26-17 (final property tax rate) and Resolution ECR 26-18 (final budget). Both hearings are open to the public and available via Zoom. The meeting is at 7:00 PM at City Hall Council Chambers, 5 S Main St.

Planning and Zoning: 44-unit apartment complex

The Planning and Zoning Commission held a public hearing on Aug. 12 for a Conditional Use Permit (CUP-44) to allow a 44-unit rental apartment complex. The meeting took place at 5 South Main. No decision was made; minutes have not yet been published.

Recreation Board: New website and fall sports

The Recreation Board met Aug. 10 to discuss the rollout of a new recreation website on the Nooqbook platform, outreach for board applications (due Aug. 15), and promotion of fall sports programs including tumbling, flag football, pickleball, girls' volleyball, and cross-country. The board also received a fall soccer progress report and reviewed remaining season schedules.

Library Board: Expansion and animal policy

The Library Board met Aug. 18 to discuss library expansion plans, a community survey on expansion, and a policy regarding animals in the library. The board also noted an upcoming vacancy for Rachel Butterfield and discussed acquisition of materials.

Airport Board: Closed session on property

The Sanpete County Regional Airport Board met virtually on Aug. 13. The agenda included approval of June 11 minutes and a closed session to discuss the purchase, exchange, or lease of real property, as allowed by Utah Code. The next meeting is set for Sept. 10 at 5:00 p.m. at the Sanpete Event Center, 520 N 100 E, Manti.

Ephraim City Council adopts moratorium on multi-family development

The Ephraim City Council adopted Ordinance ECO 26-11 on July 16, 2026, establishing a temporary moratorium on multi-family subdivision development and building activity on specific lands within the city.
