Enoch City Council authorizes $5M in bonds for park project

The Enoch City Council authorized the issuance of up to $5 million in sales tax revenue bonds to build a park, the most significant decision made in the past two weeks. The council also considered several other items, but no votes were recorded on those.

City Council

The council adopted a resolution authorizing the issuance of up to $5,000,000 in Sales Tax Revenue Bonds to finance the acquisition and construction of a park and related improvements. The bonds may bear interest up to 6.50% per annum, mature within 21 years, and be sold at a discount not exceeding 2.00%. Repayment is secured by the city's local sales and use tax revenues; the city currently has $2,169,000 in similar bonds outstanding. The estimated total cost of the bonds if held to maturity is $8,145,454. A 30-day public contest period begins after publication of the notice.

Other Council agenda

The council's agenda also included amending impact fees for Hub Pizza and LSelectric, appointing new members to the Wreaths Across America, Water Board, and Parks & Rec boards, and approving ordinances on arborist licensing (Ordinance 2026-08-19-A), personnel policies (Resolution 2026-08-19-A), and a water rate tier structure change (Ordinance 2026-08-19-B). The council also had a vote on a petition to annex Pidding LLC property, with a public hearing set for October 7, 2026, and a closed session for discussion of personnel, litigation, property, or security matters. No votes were recorded on these items.

Planning Commission

The Planning Commission met on August 11, but minutes have not been published. The agenda included a public hearing on amending Ordinance 16.100.180 regarding arborist licenses and bonds, and a consideration to recommend changes to the City Council. The commission also set a public hearing for August 25 to consider temporary amendments to allow workforce housing in the Research-Industrial Zone.

Canceled meetings

The Water Board meeting scheduled for August 13 was canceled. The Recreation Advisory Board meeting scheduled for August 20 was also canceled.

Coming up

The Planning Commission will hold a public hearing on August 25 at the Enoch City Office, 900 E. Midvalley Road, to consider amending Ordinance Section 12.1900 to allow temporary workforce housing as a conditional use in the Research-Industrial zone. The commission will also consider recommending amendments to city ordinances that would define and permit temporary workforce housing, and set a public hearing on proposed changes to water and sewer connection requirements limiting utility connections to properties within city limits.

Enoch officials weigh transient room tax, R-1-18 zoning changes, and park plans

Enoch city bodies met the week of July 14 to take up a proposed transient room tax, potential changes to residential zoning rules, and options for a 60-acre school district property. Minutes have not yet been published for any of the recent meetings, so only the items listed on each agenda can be reported; outcomes and vote tallies are not yet available.

City Council considers transient room tax ordinance

The Enoch City Council's July 15 agenda included Ordinance No. 2026-07-15, which would adopt a transient room tax. The council was also scheduled to discuss proposed membership in the Southern Utah Economic Alliance and fireworks limitations for the July 24 holiday. No minutes have been released, so it is not yet known whether the ordinance passed, what tax rate was proposed, or how members voted.

Planning Commission takes up R-1-18 zone and annexation policy

The Planning Commission met July 14 with two substantive items on its agenda. The first was a proposal to amend Enoch City Code sections 12.1400.1402-1403, which govern permitted and conditional uses in the R-1-18 residential zone. The commission was also scheduled to set a public hearing on that topic for July 28, 2026.

The second item was a review of proposed changes to the city's Annexation Policy Plan, along with a public hearing on a proposed amendment to the Enoch City Annexation Declaration Area. Procedural items on the agenda included approval of the meeting agenda and minutes from June 9, 2026, public comments, and commission and staff reports.

Because minutes are not yet published, the commission's recommendations and any votes on these items are not available.

Recreation Advisory Board reviews park complex and school district land

The Recreation Advisory Board met July 16 to discuss the city park complex and options for a 60-acre school district property located behind Rally Stop. The agenda also included a report on Arbor Day activities, a roundtable question-and-answer session, and approval of the meeting agenda.

No minutes have been released, so any recommendations the board made are not yet on the record.
