Tyler City Council to weigh budget, tax rate; fire station design contract on table

Tyler city officials are set to consider a new city budget and property tax rate, along with a $740,470 design contract for a new Fire Station No. 2, in a series of meetings over the next two weeks. Budget and tax rate

The Tyler City Council will hold a public hearing on Aug. 26 on the proposed fiscal 2026-27 budget and a property tax rate of $0.242063 per $100 valuation. The agenda also includes a voluntary annexation of 1.77 acres along Crow Road with C-1 zoning, a zone change for Hiland Dairy properties on East Locust and East Line Streets to C-2, settlement of two lawsuits totaling $350,000 (Monsivais $275,000, Thompson $75,000), and an $85,000 bid for lighting at Rev. Ralph Caraway Sr. Field at Fun Forest Park.

Fire Station No. 2 and other contracts

The Half Cent Sales Tax Corporation Board on Aug. 11 will consider a $740,470 professional services contract with BRW Architects for the design of Fire Station No. 2 Replacement. The board also will consider a reconciliation change order decreasing a contract by $17,207.06 and releasing final payment and retainage of $16,047.63 to Striping Technology, LP for the Old Jacksonville Highway and Capital Drive Traffic Signal. A presentation on the 2026 Pavement Condition Assessment Report is scheduled.

The City Council on Aug. 12 also considered the same $740,470 design contract, along with a $295,000 bid to Schumacher Construction for Stewart Park development, a $632,410 contract with A.E. Shull for the Group 4 Private Lateral Program, and an order for a special election for the District 1 vacancy on Nov. 3, 2026.

Other recent meetings

The Main Street Board on Aug. 13 reviewed the Downtown Strategic Plan and heard director's reports on downtown improvement and reinvestment projects, plus subcommittee updates.

The Airport Advisory Board on Aug. 17 considered recommending a new lease for Sky's The Limit Diner, a revised hangar lease for the Historic Aviation Memorial Museum, and Work Order #7 amendment #1 to KSA Engineers, Inc. for the Runway 13-31 Rehabilitation Project, increasing cost by $124,520 to $273,820.

The Neighborhood Revitalization Board on Aug. 18 considered civil penalties for 12 properties (ranging from $1,000 to $2,000 each), demolition or removal for 4 properties, voluntary demolition for 2 properties, initial public hearings for 7 properties, and a consent agenda for 60-day tables on 14 properties.

The Zoning Board of Adjustment on Aug. 20 considered a variance request from Parker Empire LLC for an 84-square-foot sign area variance (100 square feet total) at 3913 Brookside Drive, in the RPO district.

Tyler County-area boards weighed $935,251.50 road change order, zoning changes in recent meetings

The Half Cent Sales Tax Board was scheduled to consider a $935,251.50 change order for reconstruction of Old Bascom Road, the largest dollar item among recent Tyler County-area government meetings. Half Cent Sales Tax Board (July 21)

The board was set to consider ratifying a $935,251.50 change order with Reynolds and Kay for reconstruction of Old Bascom Road as part of the 2026 Asphalt Enhancement Project. Also on the agenda: approving a $39,172 reconciliation change and releasing $92,693.60 retainage to Watson Commercial Construction for the Police Department Training Center renovation; receiving a presentation on the Capital Improvements Program funded by the Half Cent Sales Tax; holding a public hearing on that program; and adopting the 2026–2027 Annual Work Program with the 2026–2027 Corporate Budget.

City Council (July 22)

Council was scheduled to review several zoning requests, including a zone change to Planned Unit Residential District for 5555-5701 Plantation Drive and 5290 Tyler Park Drive, and a Special Use Permit for alcohol sales within 300 feet of a school at 5106 Old Bullard Road. A temporary speed limit decrease from 55 mph to 50 mph on a portion of FM 756 (Paluxy Drive) was also listed. Purchases and contracts up for consideration included a bucket truck for the Traffic Department at $213,072.35 and a three-year contract renewal with NewEdge Services, LLC for $119,040.

MPO Transportation Policy Committee (July 23)

The Tyler Area MPO Transportation Policy Committee was set to consider adopting the East Grand Boulevard and Old Omen Road Route Study prepared by HDR Engineering, Inc. The agenda also included approval of prior minutes and staff updates on upcoming meetings.

TIRZ #4 Board (July 23)

The Tax Increment Reinvestment Zone #4 board was scheduled to approve minutes from its May 28, 2026 meeting and discuss a five-year forecast and budget priorities. Trent Petty was listed to present an amended Project & Finance Plan. Updates on downtown city projects and board liaison matters were also on the agenda.

Tyler's recent government meetings featured major construction contracts, a large residential development proposal, and zoning changes — but because minutes have not yet been published for any of the three meetings held in the past two weeks, outcomes are not yet confirmed. Here is what each body was scheduled to consider.

City Council — July 8

The City Council was set to authorize an $8,763,841.39 contract with J&L Construction for Consent Decree Capacity Work Group 3 Basin 14 Improvements — the largest dollar item on the agenda. A second construction contract, $1,764,082.86 with WM Miller Construction for Basin 17 Implementation, was also scheduled for a vote.

The council was slated to hold a final public hearing and approve the FY 2026–2027 Community Development Block Grant and HOME Investment Partnerships Program action plans and budgets. Other items included an ordinance updating weed, grass, and debris regulations with agricultural exceptions, and a measure raising the flat towing rate from $175 to $200 per vehicle for the remainder of the wrecker contract.

Planning and Zoning Commission — July 7

The commission was scheduled to consider recommending a zone change and final site plan for a gated duplex development of 170 units at 5555–5701 Plantation Drive and 5290 Tyler Park Drive, requesting a change to a Planned Unit Residential district.

Other items on the regular meeting agenda included a special use permit for a data center at 1101 and 1105 West Erwin Street in the M-1 Light Industrial District, a zone change from M-1 to INT for a medical facility with overnight stay at 1820 South Southwest Loop 323, a special use permit seeking to reduce the distance for alcohol sales near a school from 300 feet to 73 feet at 5106 Old Bullard Road, and a zone change from R-1A to C-1 for a convenience store with fueling stations at 4511 University Boulevard.

A worksession was scheduled to discuss annexation, a commercial development height increase, and a food truck park, with no votes planned. Minutes have not been published.

Zoning Board of Adjustment — July 16

The board was set to hold a public hearing on a variance request from ACM Capital LLC to reduce front and corner-side yard setbacks for a home at 1103 Academy Avenue by 2 feet and 9.75 inches.
