Travis County approves burn ban, $3.9M SAP contract

Travis County Commissioners Court approved an outdoor burning prohibition through Sept. 29 and a $3.9 million software contract at its Aug. 11 meeting, the only meeting with published minutes in the past two weeks.

Burn ban and software contract

The court unanimously approved a prohibition on outdoor burning effective until Sept. 29, 2026. No other details were provided.

In a separate consent action, the court approved a $3,931,410 contract with Phoenix Business Consulting to migrate the county's SAP system to S/4HANA. The contract was approved as part of a consent motion.

Other decisions

The court approved a consent motion covering 25 items, including budget amendments, interlocal agreements, and election-related licenses, unanimously. It also:

• Approved a proclamation recognizing Prairie View A&M University's 150th anniversary.
• Appointed Kristy Quigley to ESD Board #8.
• Approved advertising for proposed FY2027 elected official salary changes.
• Approved a non-binding letter of intent for a potential property acquisition in North Austin.
• Authorized the Transportation and Natural Resources department to negotiate for five parcels needed for Juniper Trail improvements.

All votes were unanimous.

Meetings without published decisions

Three other meetings occurred but minutes have not yet been published:

• **Aug. 12:** Budget hearing for the FY2027 preliminary budget, with presentations and discussions scheduled for eight departments, including Community Supervision and Corrections, Health & Human Services, the District Attorney's Office, and the Public Defender's Office. The meeting could go into executive session for legal, security, or IT security matters.
• **Aug. 13:** A second budget hearing covering the same departments, including Facilities Management and Axon technology operations for the Sheriff and Constable offices.
• **Aug. 20:** A special voting session with two items: appointing a member to the Strategic Housing Finance Corporation Board of Directors and receiving a quarterly briefing from Central Health on budget actuals, performance review implementation, and a draft FY2027 budget proposal. The appointment may be discussed in executive session.

Travis County raises development fees, approves land sale and PID plans

Travis County Commissioners Court approved a 15% increase to all Transportation & Natural Resources development review fees, authorized the sale of roughly 7.9 acres of excess right-of-way land in Precinct 4, and signed off on service and assessment plans for the Lagos Reserve Public Improvement District at its July 28 meeting. All three items passed unanimously.

July 28: Fees, land, and capital projects

The Court voted unanimously on several items:

• **Development review fees**: A 15% increase to all Transportation & Natural Resources development review fees. This affects what developers pay the county to review subdivision plats, site plans, and related applications.
• **Lagos Reserve PID**: Approved service and assessment plans and assessment rolls for Lagos Reserve PID Improvement Areas #1A and #1B. A Public Improvement District is a mechanism allowing property owners in a defined area to fund infrastructure or services through special assessments.
• **Land sale**: Approved the sale of approximately 7.8982 acres of excess unused right-of-way land in Precinct 4.
• **Exposition Center Arena**: Approved $1.25 million for HVAC replacement and repairs at the Exposition Center Arena – Skyline Club.
• **Outside counsel**: Approved hiring Miller & Chevalier as outside counsel for the District Attorney, not to exceed $60,000.
• **FY 2027 budget hearings**: Approved scheduling for upcoming budget hearings.
• **Public comments**: Approved a reduction of public comments to 2 minutes.
• **NexWaste LLC**: Directed staff to obtain additional mitigation and neighbor communication information from NexWaste LLC.

July 21: EMS funding and contracts on the agenda

Minutes from the July 21 meeting have not yet been published, so only the agenda is available. Items listed for consideration included:

• A $600,000 interlocal agreement with the City of Pflugerville to fund ambulance transport services.
• A budget amendment reallocating $54,000 for Travis County Correctional Complex flooring repairs.
• A $681,992 contract with United Way for Greater Austin for the Small Business Grant Program.
• A $1,486,196.40 contract with CyrusOne, LLC for data center lease space.
• An interlocal agreement with the City of Manor for Old Kimbro Road improvements.

Because minutes are not yet available, it is not confirmed which of these items were approved.

July 23: Legal services work session

The Court held a work session to receive updates on two legal programs: a quarterly report from the Community Legal Services Department and an update on Counsel at First Appearance (CAFA). Minutes from this session have not been published.

The Commissioners Court meets August 4 to consider several items, including:

• A contract award of $1,150,654.00 to Packsaddle Management, L.L.C. for Ledgestone Terrace at Pen Creek Tributary Drainage Improvements.
• A budget request to establish $1,311,528 for property sale revenue and tree mitigation.
• A transfer of $1,802,289 to cover indigent criminal defense fees for Community Legal Services.
