No final decisions were made at Dennis town meetings over the past two weeks, as all sessions were agenda-only with minutes not yet published. Boards reviewed and advanced several significant items, including a $560,505 golf department contract, a smart water meter project, and a slate of articles for the fall Special Town Meeting.

Town Meeting articles take shape

The Select Board on Aug. 11 reviewed 11 draft articles for the Fall 2026 Special Town Meeting, including a zoning bylaw amendment, a proposed ban on cryptocurrency ATMs, and multiple Community Preservation Committee grants. The board also held public hearings on a new outdoor entertainment license for Wychmere Franks LLC d/b/a Doghouse at 1 Glendon Road and on proposed fee changes for the Golf, Fire, Planning, and Natural Resources departments.

The Finance Committee on Aug. 19 reviewed 18 articles for the same meeting, covering FY2027 budget supplements, a general bylaw amendment on fees, a ban on cryptocurrency ATMs, and a zoning bylaw change to encourage affordable housing. The committee is preparing recommendations; no final votes were taken.

Housing and water projects

The Dennis Affordable Housing Trust on Aug. 17 considered funding up to $1,000 for housing coordinator training, up to $18,000 for shared regional housing services, and up to $15,000 for asbestos abatement at 187 Depot St. The trust also received updates on the Housing Production Plan and a CPC grant agreement. A previously scheduled Aug. 10 meeting was canceled.

The Dennis Board of Water Commissioners on Aug. 13 reviewed responses to a request for proposals for smart water meters for the Advanced Meter Infrastructure project and considered a contract award. The board also reviewed a proposal from Callahan Consulting for groundwater modeling, discussed August 2026 water billing, and considered a purchase and sales agreement for 329 Old Chatham Road, South Dennis.

Other board activity

The Barnstable County Assembly of Delegates committees met on Aug. 10, 12, and 17 to consider resolutions on FY2028 budget guidelines, a proposed charter study commission, and a home rule petition for a year-round mortgage assistance program. The full Assembly met Aug. 19 to consider the charter study commission resolution and FY2028 budget guidelines.

The Board of Health on Aug. 13 heard 17 action items, including variance applications, show cause hearings for septic and rental violations, and appeals. The Old King's Highway Committee on Aug. 12 reviewed 18 applications for certificates of appropriateness, including demolitions and new single-family homes. The Planning Board canceled its Aug. 17 meeting due to no regulatory items.

The Select Board meets Aug. 25 to review draft Special Town Meeting articles, hold a public hearing on a liquor license transfer to Players Market at 1592 Main Street, and authorize a $560,505 contract with Coastal Custom Builders for the Golf Department. The Zoning Board of Appeals meets Aug. 24 to hear six special permit requests, including three flood-zone rebuilds. Dennis boards to weigh housing funds, Town Meeting articles as decisions loom

No final decisions were made at Dennis town meetings over the past two weeks, as all recent agendas were published without minutes. However, several key votes are scheduled in the coming days, including a decision on up to $34,000 in housing trust funding and a review of 18 articles for a fall Special Town Meeting.

Recent meetings: agenda-only, no votes

All meetings held between Aug. 3 and Aug. 14 were agenda-only, meaning no votes or final actions were recorded. Among the items discussed were demolition and preservation updates (Historical Commission), a Housing Production Plan update (Planning Board), a proposed Energy Manager position (Alternative Energy Committee), and 11 property projects before the Conservation Commission. The Select Board reviewed draft articles for the fall Special Town Meeting, including a zoning bylaw amendment and cryptocurrency ATM regulation, but took no action.

Two meetings were canceled: the Dennis Affordable Housing Trust meeting originally scheduled for Aug. 10, and the Planning Board meeting scheduled for Aug. 17 (no regulatory items were presented).

Upcoming: Housing trust to consider $34K in funding

This week's Dennis town meetings covered a wide range of items, from the Sesuit Harbor project to housing and zoning, but no final votes were taken. All recent meetings were agenda-only, with minutes not yet published, so decisions remain pending.

Select Board reviews Special Town Meeting articles

The Select Board met July 28 to review three articles for a future Special Town Meeting. Article 13 concerns the Sesuit Harbor West design and construction project. Article 14 is a labor union agreement with DACU MassCOP 532. Article 15 would amend the Finance Committee bylaw on filling vacancies. The board also received updates on the West Dennis Beach Building project and discussed the Wixon Building and grounds. Administrative items included special event applications for two cycling events (Dirt and Gravel Challenge on Oct. 24 and Road Challenge on Oct. 25) and appointments to several positions, including Deputy Harbormaster and Deputy Plumbing Inspector.

Zoning Board to hold hearings on seven special permits

The Zoning Board of Appeals met July 27 to schedule public hearings on seven special permit requests. These include a dining room and covered porch at 99 Siasconset Avenue, a three-season porch on a non-conforming lot at 43 Perry Lane, demolition and new construction at 25 Horsefoot Path and 225 Beach Street, and a bulkhead addition at 50 South Street.

Planning Board hears Housing Production Plan update

On Aug. 3, the Planning Board heard a presentation from Barrett Planning Group on the Housing Production Plan update process and outreach. The board also received updates on the Local Comprehensive Plan and a Zoning Bylaw recommendation (Section 4.9). An upcoming ANR review for 352 Route 6A, Tobey Farm, was noted for Aug. 17.

Conservation Commission reviews 11 property projects

The Conservation Commission held a public hearing Aug. 6 on 11 notices and requests. These included a proposed addition and accessory dwelling unit at 196 South Street, East Dennis; elevation of a dwelling onto a flood-compliant foundation at 74 Merchant Avenue, West Dennis; a septic system upgrade at 165 Shad Hole Road, Dennisport; and an amended order for revetment repair at 66 Jericho Road. An enforcement order discussion was scheduled for 39 Indian Pond Road, West Dennis.

Other meetings

Other recent meetings included the Tourism Committee (July 27), which heard a presentation from QI Media on a possible advertising partnership and discussed the Tourism Photo Contest; the Cemetery Advisory Committee (July 28), which discussed headstone repairs and fence work; and the Substance Use Disorder Advisory Council (July 30), which planned recovery events including the ROAR Ride on Sept. 13 and a Patriot Square Ceremony on Aug. 31. The Alternative Energy Committee (Aug. 6) discussed creating a paid Energy Manager position, and the Historical Commission (Aug. 3) reviewed demolition applications and updates on endangered buildings.

Dennis Select Board appoints two police officers; CPC set to vote on $2.49M park project

The Dennis Select Board appointed two officers to leadership positions in the police department at its July 21 meeting, the only meeting in the past two weeks with published minutes confirming decisions. Christine Hornby was appointed Police Lieutenant by a 3-0-0 vote, and Krista Plante was appointed Patrol Sergeant by a 3-0-0 vote. Both appointments carry full police powers and a one-year probationary period.

Community Preservation Committee funding votes

The Community Preservation Committee was scheduled to vote July 23 on seven Fiscal Year 2027 funding requests. The largest is $2,490,000 for Portside Community Park under recreation. Other requests include $485,000 for restoration of the Pond-Senn Shop at the Cape Cod Center for the Arts, $268,000 for preservation of the Cape Cod Museum of Art, $154,000 for a Bass River-Indian Lands Phase I feasibility study, and $100,000 for housing assistance from the CC Assistance Resource Center. Minutes were not yet published, so outcomes are not confirmed.

Water District discusses Eversource substation and rate changes

The Board of Water Commissioners was set to discuss Eversource's March 2026 proposal to construct a substation on District property, including review of a State Ethics Commission letter on potential conflicts of interest and alternative sites. The board also planned to consider a tiered water rate structure based on a usage analysis by Waterworth, and whether to discontinue paper newsletter mailings in favor of a digital four-page newsletter. An executive session was scheduled to discuss the potential purchase of a parcel at 329 Old Chatham Road.

Planning Board reviews Local Comprehensive Plan and 645 Main Street

The Planning Board's July 20 agenda included an overview of the Local Comprehensive Plan update process with consultant BSC Group and a mid-season operational review of a seasonal outdoor entertainment garden at 645 Main Street. The board also planned to act on a request to release a second lot at 648 Setucket Road, a Dolphin Way ANR request to reconfigure parcels into two building lots, and election of Planning Board officers.

Old Kings Highway Committee reviews historic district applications

The Old Kings Highway Committee was scheduled July 22 to review solar installations at 27 Farm Hill Road and 25 Pilot Drive, home additions at 12 Renas Way, 69 Mayfair Road, and 39 Cedar Hill Road, and EV charging stations at 812 Route 134.

Zoning Board of Appeals holds special permit hearings

The Zoning Board of Appeals planned public hearings July 27 on five special permit requests, including demolitions and new construction at 25 Horsefoot Path and 225 Beach Street, additions at 99 Siasconset Avenue and 50 South Street, and a 3-season porch at 43 Perry Lane.

The School Committee held a July 20 workshop on 2026-27 goals and superintendent evaluation. Joint Select Board, Finance Committee, and Sewer Commission

The most consequential agenda of the period belonged to the July 14 joint meeting of the Select Board, Finance Committee, and Sewer Commission. The agenda included a Woods Hole Group presentation on the Haigis Beach Project and a review of wastewater financial subgroup recommendations. Also on the agenda: a Boston Gas Company grant of easement for pump station service at 485 Main Street, South Dennis; appointment of Neil Behrend as Local Building Inspector effective June 22, 2026; a Community Preservation Committee application from Friends of Bass River for the Indian Lands Restoration Project; and endorsement of a Fire Department United States Coast Guard grant application.

The Board of Health scheduled a vote on a proposed amendment to the Town of Dennis Hawker & Peddler/Transient Vendor Regulations on July 9. The agenda also included variance applications for new construction at 250 New Boston Road and an addition/alteration at 65 Miramar Avenue, Dennis Port; appeals of in-house variance conditions for 185 Corporation Road and 90 Coles Pond Road; and show cause hearings for noncompliance with septic system orders at multiple properties.

Cape Cod Commission

The Cape Cod Commission's Committee on Planning and Regulation was scheduled July 9 to consider a Minor Modification Type #2 for Sencorp Systems at 400 Kidd's Hill Road, Barnstable, involving conversion of a 155,000-square-foot building to warehousing/retail use for F.W. Webb Company. The same day, the Commission's Executive Committee agenda included discussion of a potential purchase of an office building at 1330 Phinney's Lane, Hyannis, plus updates on the Cape Cod Bridge replacement and open space planning.

Dennis Affordable Housing Trust

The July 13 agenda included review of shared regional housing services for FY27, updates on the Church of the Nazarene, Depot Street, and Bob Crowell Road projects, status of a CPC Grant agreement, a proposal to the Select Board, and consideration of rescinding funding for the DHA Rental Subsidy Program.

Finance Committee

County Assembly to vote on $4 million borrowing rescission, new emergency department

The Barnstable County Assembly of Delegates scheduled a July 1 session to vote on several ordinances, including one that would rescind $4,000,000 in borrowing for the Cape Cod Commission building and instead fund it through the CCEPF. Additional financial items on the agenda included rescinding $150,000 in borrowing for the Dredge Enterprise Fund CAT engine — with $76,613.01 to be repurposed — and rescinding $6,634.25 in borrowing for a Cooperative Extension AmeriCorps vehicle. The Assembly also planned to hold public hearings and vote on Proposed Ordinance 2026-19, which would establish a Department of Emergency Management and amend Health and Environment duties. Select Board previews Special Town Meeting articles

The Dennis Select Board scheduled two June 30 meetings. County Assembly set to vote on $4M Cape Cod Commission building funding shift; Dennis boards weigh contracts, rates, and zoning

The Barnstable County Assembly of Delegates was scheduled to vote on rescinding $4,000,000 in previously authorized borrowing for the Cape Cod Commission building and funding it instead from the Cape Cod Environmental Protection Fund (CCEPF), according to a June 22 finance committee agenda. Minutes from that meeting and the full Assembly's July 1 session have not yet been published, so outcomes are not confirmed.

County Assembly of Delegates

The Standing Committee on Finance had four ordinances before it on June 22:

The committee was also set to discuss long-range financial projections for FY 2027-2036, and on June 29, guidelines for preparing the FY2028 operating and capital budgets.

The full Assembly was scheduled July 1 to hold public hearings and vote on Proposed Ordinance 2026-19, which would establish a Department of Emergency Management and amend the powers of the Department of Health and the Environment. Also on that agenda: Proposed Resolution 2026-06, supporting a voter-approved audit of the State Legislature.

The Standing Committee on Governmental Affairs and Rules was set June 24 to consider Proposed Resolution 2026-05, amending the Manual of Governance Section 14 on ordinance procedure, and Proposed Resolution 2026-06 on the legislative audit.

Dennis Housing Authority

The Housing Authority was scheduled June 23 to award a door closure upgrade contract to FMG Enterprises for $51,667.31. Two change orders were on the agenda: $2,585.93 for CSV drain replacement and $10,409.04 for Scattered Site Building Envelope. The board was also set to consider writing off $5,499.50 in vacated tenant balances for FY26 Q4 and adopting the FY27 Fair Housing Affirmative Action Goal and Language Access Plan.

Dennis Water District

The Board of Water Commissioners held a June 24 workshop with the Waterworth financial modeling platform to review expenditure and revenue trends and capital project funding scenarios. No votes were expected at that workshop.

On June 25, the board was scheduled to consider a $33,850 reserve fund transfer for extraordinary repairs, new water rates effective July 1, 2026, and an amendment to District Bylaws Article 5, Section 9. An Advanced Metering Infrastructure Project update was also listed.

Zoning and Historic District Reviews

The Zoning Board of Appeals had six special permit requests June 22, including a proposal to convert a shed at 1 Glendon Rd into an ice cream shop with entertainment, and a demolition and rebuild at 97 Uncle Rolf Rd.

The Old Kings Highway Regional Historic District Committee had 13 applications June 24, including demolitions and new single-family homes at 25 Horsefoot Path, 43 & 49 South Street, and 14 Judith Ann Road. A commercial addition at Dennis Pines Golf Course, 50 Golf Course Road, was listed with a request to move it to the July 8 meeting.

The Conservation Commission was set June 25 to review Notices of Intent for raze-and-replacement projects at 43 & 49 South Street and 46 Buckley Road, among others, and to discuss an enforcement order at 13 Dunes Road.

Barnstable Assembly weighs $4M funding shift; Dennis boards review contracts, demolitions

The Barnstable County Assembly of Delegates was scheduled to vote this week on a proposal to rescind $4 million in borrowing for a Cape Cod Commission building and redirect funding through the Cape Cod Capital Expenditure Program Fund. The measure was part of a July 1 agenda that also included creating a new Department of Emergency Management and supporting a voter-approved audit of the state legislature.

The finance committee first considered the borrowing rescission on June 22, alongside three other proposed ordinances that would cancel a total of $156,634.25 in previously authorized debt for a dredge engine, an AmeriCorps vehicle, and IT salaries. The committee also reviewed long-range revenue and expenditure projections for fiscal years 2027–2036.

Housing Authority contract and other recent actions

The Dennis Housing Authority was slated to award a $51,667.31 door closure upgrade contract to FMG Enterprises at a June 23 meeting. The agenda also included two change orders totaling $12,994.97 for drain replacement and building envelope work, as well as writing off $5,499.50 in vacated tenant balances.

The Dennis Water District board gathered June 25 to discuss budget issues: an update on an Advanced Metering Infrastructure project, a request to transfer $33,850 to the reserve fund for extraordinary repairs, and new water rates set to take effect July 1, 2026. Bylaw amendments were also on the table. The board held an earlier June 24 workshop with the financial modeling platform Waterworth to review capital project scenarios and future rate projections. On June 25, the Community Preservation Committee discussed potential funding for three projects after reviewing legal opinions: a Housing Assistance Cape Cod resource center, ADA improvements for the YD Redsox baseball field, and a Friends of Bass River conservation project. The Substance Use Disorder Advisory Council that same day explored financial support for ROAR sober living tuition and planned outreach at the Health Fair and National Night Out.
