Taylor City Council to weigh tax rate, water plan as budget season begins

No final decisions were made at Taylor city meetings over the past two weeks, but officials moved forward on water infrastructure planning and the upcoming budget. The City Council held a special meeting on water and parks infrastructure and a separate budget workshop, while advisory committees reviewed capital improvement plans, zoning changes, and historic preservation work. All recent meetings were agenda-only, with minutes not yet published.

Water and wastewater planning

At a July 27 special meeting, the City Council heard an update from the Brazos River Authority on long-term water supply projects and considered adopting the Water and Wastewater Master Plan update prepared by HDR Engineering. The council also received an update on the Parks Master Plan and Capital Improvement Plan. No vote was recorded.

The Capital Improvements Advisory Committee met Aug. 3 to discuss land use data and a proposed Water and Wastewater Capital Improvement Plan. The committee also reviewed minutes from its June 22 meeting and discussed future agenda items.

Budget and rates

The City Council held a budget workshop Aug. 6. HDR presented water and wastewater rate updates, and the council discussed the preliminary FY27 budget. No action was taken.

Historic preservation and zoning

The Historic Preservation Commission met Aug. 5 to review work plan tasks with Freese & Nichols, hear presentations on building inventory findings and definition findings, and consider action on work plan items. The commission also approved minutes from its July 1 meeting.

The Comprehensive Plan and Development Code Advisory Committee met the same day. Members welcomed new members, reviewed public feedback on draft amendments, and outlined Phase 1B code amendments. The committee discussed next steps for Phase 1B updates.

The commission will vote on whether to disapprove four preliminary plats:

• KMV Holdings Subdivision at FM 397/CR 364, 2.5 acres
• Shops of Potomac at 600 Potomac St, 2.5 acres
• Replat of Taylor EDC Addition at 1601 Martin Luther King Jr Blvd, 52.42 acres
• Castlewood Subdivision Phases 2&3 Block 9, Lots 1, 2, 3 at FM 973 and W Wesley Miller Lane, 4.5156 acres

The agenda also includes citizen communication, consent agenda approval of prior minutes, and discussion of City Council actions.

City Council — Aug. 13

The council will consider setting a proposed tax rate for Fiscal Year 2027 and schedule a public hearing. Consent agenda items include tax abatement agreements with Compal Technology (via PDC TP 01 LOT A LLC) and Soulbrain TX LLC, an Employment Center Plan for property at 3311 W 2nd Street (1.698 acres), and the purchase of two Echo Autonomous mowers from Professional Turf Products, L.P. The council will also hold closed executive sessions on legal matters and economic development negotiations, with possible action on an agreement with iMarket America Inc. An ordinance ordering a special election on Nov. 3, 2026, for City Charter amendments is also on the agenda.

Taylor boards and council met last week; outcomes pending as minutes not yet published

Taylor County area boards and the City Council held a series of meetings July 21–27, but official minutes have not yet been published, so outcomes of agenda items — including a proposed special election on City Charter amendments and a bank depository award — are not yet available. Here is what was scheduled for discussion and possible action.

City Council

Two council meetings were held. On July 23, the council was scheduled to consider Ordinance No. 2026-24 ordering a special election on November 3, 2026, for City Charter amendments; hold a public hearing on Ordinance 2026-25 regarding an Employment Center Plan at 3311 W 2nd Street; review a new Axon Taser Agreement for the Taylor Police Department; consider awarding RFP #2026-8 for bank depository services to Regions Bank; and discuss potential use of eminent domain for the Bull Branch Sanitary Sewer Improvement Project.

On July 27, a special called meeting focused on water and parks infrastructure. The Brazos River Authority was scheduled to give an update on long-term water supply projects. The council was to discuss and possibly adopt the Water and Wastewater Master Plan update by HDR Engineering, and receive an update on the Parks Master Plan and Capital Improvement Plan.

Zoning Board of Adjustment

The board was scheduled to hold public hearings and take action on three variances: PZ-2026-2708 (sign standards) for a 1.274-acre property at 103 NW Carlos G Parker Blvd.; PZ-2026-2709 (sign standards) for a 2.002-acre property at 3607 N Main St.; and PZ-2026-2710 (driveway standards) for a 5.48-acre property at 201 Battleground Circle. Approval of May 5, 2026 minutes was listed as a consent agenda item.

Public Arts Advisory Board

Items included approval of April 22, 2026 minutes; review of fund designations 100-100-603 (Music on Main), 100-592-813, and information on 119-520-813; consideration of the 2026 Music on Main Fall Schedule; review of the Taylor Public Arts Map; and preparation of art project proposals for a painted piano and Heritage Square for a council presentation.

Moody Museum Advisory Board

The board was to review reports from the Ned Trust (100-100-108) and Nancy Moody Fund (100-100-113), discuss development of a Taylor, Texas history room, coordinate a Salute to the Troops event for November 8, 2026, review the Governor Dan Moody Statue Unveiling, and plan fall and winter museum activities.

All recent meetings listed below are marked "agenda only (minutes not yet published)," so no votes, approvals, or other outcomes are available in the record. What follows is what was scheduled for discussion or action.

City Council (July 9)

The agenda included discussion and possible action on a citizen-initiated petition to amend the Land Development Code to prohibit data centers in all zoning districts (Item 7). Also listed: Charter Review Commission recommendations for potential November 2026 ballot amendments (Item 8); Ordinance 2026-21 for a Place Type change to P5:Urban Center at 1201 South Rio Grande Street (Item 4); Ordinance 2026-22 for an Employment Center Plan at 2700 and 2710 Davis Street (Item 5); and a Memorandum of Understanding between Taylor ISD and Taylor Police for School Resource Officer positions (Item 6).
