Sutton Assessors Keep 4% Second-Home Tax Rate Through FY2030

The Sutton Board of Assessors voted unanimously on August 11 to keep the 4% of replacement cost new rate for second homes until the next audit in Fiscal Year 2030. The board noted there is no local option to eliminate the second-home personal property tax under Massachusetts law (MGL 59, Section 5, Clause 20). The board also discussed changing the exemption limit from $3,000 to $5,000 but took no action, as that would require Town Meeting approval.

Board of Assessors

Sutton boards address housing funds, PFAS, and site plans in recent meetings

Over the past two weeks, several Sutton boards held meetings covering a $239,034.57 housing contract amendment, PFAS updates, and a site plan review for 24 Oakhurst. All meetings were agenda-only as of this writing; minutes have not yet been published, so no decisions are reported.

Housing Authority

At its August 6 meeting, the Housing Authority considered approval of Amendment #12 to the Contract of Financial Assistance Work Plan 5010 with the Executive Office of Housing and Livable Communities (EOHLC) in the amount of $239,034.57. The agenda also included approval of June 22, 2025 meeting minutes, a monthly and quarterly financial update, and an update on the Bathroom Fan Project.

Board of Health

The Board of Health met July 28 to reorganize the board and review department updates. Discussions included PFAS updates for the Transfer Station and Wilkinsonville Water, an update on Blackstone Relaxology, and the Dudley Gendron update.

Planning Board

On August 3, the Planning Board held a continued hearing on a site plan review and special permit for 24 Oakhurst. On August 5, the Conservation Commission held a public hearing and discussed board business. Agenda items included an Abbreviated Notice of Resource Area Delineation (ANRAD) at 11 Cote Lane and a Notice of Intent (NOI) for a single-family home at 354 West Sutton Road. The board also considered approving minutes from 7/8/2026, paying MACC FY27 dues of $642.00 and MSMCP dues of $50, and reviewing Certificates of Compliance for Manchaug Road and 355R Boston Road.

Zoning Board of Appeals

The Zoning Board of Appeals met August 6 at 7:00 PM in Town Hall Meeting Room 1A and virtually via Zoom. The board held public hearings on a special permit for a plumbing contractor’s yard at 185 Wore. Prov. Trpke and a variance for frontage at 38 and 26R Oakhurst Road. Board of Assessors acts on property items

The Board of Assessors met July 14 and approved the June 23, 2026 minutes by a unanimous vote. The board reviewed a building permit for 12 Beechwood Drive and updated the sketch for 16 Carr Street following a site visit. Discussion also occurred regarding the potential rescheduling of the Fall Town Meeting. No vote on that rescheduling is recorded in the minutes.
