Sioux City Council approves $5.95M housing grant application, $250K recreation contract

The Sioux City Council on Aug. 10 approved a consent agenda that included a $5,950,000 grant application for rehabilitation of 525 14th Street, a $250,260 contract for the Long Lines Family Recreation Center, and other items. The council also deferred a $73,051 reimbursement to F3 Marina due to a tie vote.

City Council actions

Coming up

The City Council will meet Aug. 24 at 5 p.m. in Council Chambers. The agenda includes a $1,000,000 grant from Missouri River Historical Development for 24 permanent supportive housing units at 525 14th Street, a $540,677 contract with RP Constructors for Bridgeport West Lift Station repairs, and a $1,829,043.97 contract with Knife River for Hamilton Boulevard resurfacing. Public hearings will be held on selling vacated land at 1904 South Rustin Street for $1,200 and selling an alley to Bishop Heelan Catholic Schools. The council will also hold a closed session on litigation and real estate.

Sioux City Council approves $1.83M Hamilton Boulevard resurfacing, terminates Kiewit contract

The Sioux City City Council on Aug. 3 approved a $1,829,043.97 contract with Knife River Midwest to resurface Hamilton Boulevard between West 15th and West 20th streets, voting 4-1. The council also terminated its contract with Kiewit Infrastructure for wastewater treatment plant preconstruction services and approved several other items.

Hamilton Boulevard resurfacing

The council awarded the contract to Knife River Midwest for the Hamilton Boulevard resurfacing project. Councilmember Berenstein voted against the measure. The project covers the stretch from West 15th to West 20th Street.

Other council actions

The council adopted its consent agenda unanimously, which included a $485,660 state transit grant and a $206,223 HUD Continuum of Care grant, along with street closures and personnel changes. It also passed second consideration of an ordinance vacating alley and street portions at 5305 and 5307 Correctionville Road, also unanimously.

The council approved the annual evaluation of the Art Center Director without opposition. It denied motions to negotiate with Ameriflex for HSA and FSA administration, each by a 1-4 vote, but approved a motion to negotiate with IBC for COBRA administration unanimously.

Coming up

Several meetings are scheduled in the next two weeks. On Aug. 17, the City Council will consider three rezoning requests, including one for 1308 South Cleveland Street where the Planning and Zoning Commission recommends a different zone than requested. The council will also discuss reimbursing F3 Marina $73,051 for repairs and dredging, and consider police grants totaling $38,744. A $63,755.50 purchase order to CDW Government for a data security platform is also on the agenda.

On Aug. 18, the Airport Board of Trustees will consider a $10,962,699.50 contract with Hulstein Excavating for a tanker warm-up and holding pad project, funded entirely by the Department of Defense. Also on Aug. 18, the City Council holds a public meeting on Lewis Park at the Seaboard Triumph Foods Expo Center.

On Aug. 20, the council will hold a joint study session with the Events Facilities and Tourism Advisory Board for its annual update, and a public meeting on the Morningside Avenue Corridor Study at the Morningside Branch Library.

Other upcoming meetings include the Active Transportation Advisory Committee on Aug. 19, which will consider sidewalk deferral requests, and the Library Board of Trustees on Aug. 19, which will hear a visioning presentation.

Sioux City Council approves rezoning, street vacations, off-road vehicle rules

The Sioux City Council on July 27 approved several zoning changes and street vacations, and adopted an ordinance regulating off-road utility vehicles on city streets. The council also held a closed session to discuss litigation strategy. All votes were unanimous except where noted.

City Council actions

The council approved rezoning 4302 Rustin Street from AG to NC.1 (unanimous) and rezoning 3800 Line Drive from PI to GC (4-1, with Scott voting no). It also approved vacating a 2.98-acre portion of Cone Park at 3800 Line Drive (4-1, Scott no), a 39,600-square-foot portion of Amanda Street (unanimous), and a 2,112-square-foot alley near 3111 Marshall Avenue (unanimous).

The council passed third consideration of an ordinance regulating off-road utility vehicles on city streets, including an amendment to tire requirements (unanimous). A proposed amendment to raise the restricted age from 18 to 21 failed (1-4).

The council also approved a lease of land in the Donner Park Urban Renewal Area to the Siouxland Youth Hockey Association (unanimous).

In a separate closed session on the same day, the council met to discuss litigation strategy with counsel. The session ran from 3:45 p.m. to 4:03 p.m., and the council returned to open session and adjourned without substantive public action.
