Shenandoah County Board of Equalization approves property value reductions

The Shenandoah County Board of Equalization on Aug. 11 unanimously approved reductions in assessed property values for two homeowners, according to official minutes. The board also continues to hear assessment appeals through late October. In other recent meetings, county boards discussed budget transfers, agricultural district renewals, and water resource recommendations.

Property assessment appeals

The board reduced the building value for John Miles (PID 21275) to $294,600, bringing the overall assessed value to $366,561. For Steve Hockman (PID 23773), the board reduced land value to $120,450 and building value to $104,700, for an overall value of $228,650. Both decisions were unanimous.

The board is scheduled to meet from Aug. 4 through Oct. 28, 2026, to hear complaints about property assessments, including errors in acreage. Taxpayers may request an increase, decrease, or affirmation of their assessments but must provide evidence that the assessment is not uniform with similar properties or exceeds fair market value. Meetings are held at the Shenandoah County Government Center, 600 North Main Street, Suite 102A, Woodstock.

Budget re-appropriations discussed

The Board of Supervisors on Aug. 11 discussed fourth-quarter re-appropriations for the FY 2026 budget totaling over $1.5 million, including $442,429.58 for Fire & Rescue and $574,024 for Parks & Rec. The board also considered appropriating federal asset forfeiture funds from the Sheriff's Office and funds for the Commonwealth's Attorney's Office. No public hearings or old/new business items were scheduled. The board also planned a closed session to discuss appointments to the Parks and Recreation Advisory Board. Appointments to the Library Board of Trustees included Susan Fream and the reappointment of David Frederick.

Agricultural and Forestal Districts renewal proposed

The Planning Commission and Board of Supervisors met jointly on Aug. 6 to consider renewing five Agricultural and Forestal Districts for another ten years: Coal Mine Hollow, Columbia Furnace, Lebanon Church, Liberty Furnace, and St. Luke. The Coal Mine Hollow district currently covers 508.306 acres, with 273.325 acres to be added. The districts remain subject to right-to-farm protections. A staff request to review and update the Zoning Code was also on the agenda.

• The Community Policy and Management Team met on Aug. 5 to review Children's Services Act items, including parental referrals, strategic planning, and June 2026 expenditures. A closed session was scheduled for IEP services approvals and case reviews.
• The Board of Supervisors held a closed session on Aug. 6 under Va. Code § 2.2-3711(A)(3) to discuss potential property acquisition for public educational purposes.
• The Water Resources Advisory Committee met on Aug. 12 to review draft recommendations on water use for future data center developments, including mandatory public utility connections and independent hydrogeologic assessments. The committee also received a drought status update based on monitoring wells in Maurertown, Basye, Berryville, and Blandy.

Coming up

• The Tourism Council meets Aug. 18 to review the FY26 year-end financial report, marketing updates (including 433,311 impressions from the FY27 campaign with $2,965 spent of a $125,000 budget), public relations updates (29 media placements year-to-date), and new business including the Clearbrook Welcome Center blitz and tourism socials.
• The Economic Development Authority meets Aug. 19 to consider engaging Robinson, Farmer, Cox Associates for the FY2026 audit and to discuss a small business grant program. A presentation by AD Engineering on the grant program is also scheduled.

Shenandoah County boards weigh AFD renewals, administrator evaluation

Over the past two weeks, Shenandoah County boards met to consider renewing five agricultural and forestal districts, review the county administrator's performance, and discuss children's services funding. Meeting minutes have not yet been published, so official outcomes are pending.

Planning Commission and Board of Supervisors joint session

On Aug. 6, the Planning Commission and Board of Supervisors met jointly to consider renewing five Agricultural and Forestal Districts (AFDs) for another ten years. The districts are Coal Mine Hollow, Columbia Furnace, Lebanon Church, Liberty Furnace, and St. Luke. On July 28, the Board of Supervisors considered approving minutes from its June 23 regular meeting. Community Policy and Management Team

On Aug. 5, the Community Policy and Management Team (CPMT) met to discuss the Children's Services Act. The agenda included a review of parental referrals, strategic planning, and a June 2026 expenditures financial report. The team also reviewed Administrative Memo #26-06 regarding Private Day Rate Caps and discussed recruitment for a CPMT Parent Representative. A closed session was scheduled for IEP services approvals and IFSP/case reviews.

Agricultural and Forestal Districts up for renewal

The Shenandoah County Agricultural and Forestal District Advisory Committee met July 16 to consider renewing five agricultural and forestal districts for 2026: Coal Mine Hollow, Columbia Furnace, Lebanon Church, Liberty Furnace, and St. Luke. The agenda also included approval of the meeting agenda, review of draft minutes from the January 12, 2026 meeting, and a public comment period. Planning Commission reviews Data Center Ordinance

The Planning Commission held a work session July 15 on the data center zoning ordinance approved June 23.
