Seaside boards weigh rail support, art funds, parking rules

In the past two weeks, Seaside's city council and advisory commissions met to consider a range of items, from a resolution supporting passenger rail during the 2028 Olympics to a $2,675 budget transfer for art competitions. City Council

The City Council met Aug. 20 and took up a resolution supporting pilot passenger rail service connecting Los Angeles, San Luis Obispo, and the SF Bay Area during the Summer 2028 Olympics. The council also held a public hearing on the second reading of an ordinance modifying the city's Conflict of Interest Code (Municipal Code Chapter 2.42). Other items included a $3,000 Mayor's Youth Fund contribution to Seaside Raiders Youth Football, a $196.88 fee waiver for Sustainable Seaside's use of Laguna Grande Hall for a candidate forum, and a 2026 Joint Public Safety Fireworks After Action Report.

Commission on Jobs, Opportunities, and Businesses

The C-JOBS commission met Aug. 10 to select the September 2026 Business of the Month, continue discussion of the draft Economic Development Action Plan, and consider authorizing the chair to sign a letter of support for the city's Opportunity Zones 2.0 nominations.

Art and History Commission

On Aug. 11, the Art and History Commission considered a $2,675 budget transfer from the Art Commission budget to the Community Center budget to fund the 2026 Fall Art Competition and 2027 Youth Art Competition. The commission also received a status report on the Seaside Archives and considered approval of minutes from July 15, 2026.

Parks and Recreation Commission

The Parks and Recreation Commission met Aug. 17 to review a draft Recreation Department Uniform and Professional Appearance Policy, adopt a priority list for upcoming parks tours, receive a presentation from Friends of Seaside Parks Association, review the Boards, Commissions & Committees Handbook, and discuss city events for commission tabling opportunities.

Traffic Advisory Committee

The Traffic Advisory Committee met Aug. 18 to consider installing permit or 4-hour parking at 1280 Fremont Blvd. The committee also considered approval of minutes from April 21, 2026.

Community Safety Advisory Commission

On Aug. 19, the Community Safety Advisory Commission discussed the process to review and score applications for the 2026 Youth Opportunity Grant Program, with a recommendation to determine funding allocations for City Council consideration. The commission also considered approval of minutes from July 15, 2026.

Seaside roundup: Council pay raise, rail service on agendas

Over the past two weeks, Seaside's boards and commissions met to discuss park maintenance, homeless programs, and a proposed pay raise for the mayor and council. While minutes from those meetings have not yet been published, the agendas show the council was set to vote on a compensation increase and several spending items. Looking ahead, the council will consider supporting passenger rail service for the 2028 Olympics.

Recent meetings

City Council (Aug. 6) — The council's agenda included a vote on an ordinance increasing compensation for the mayor and council members. Also on the agenda were approvals for $2,935,903.61 in city accounts payable and payroll for May 30–June 12, 2026, and $345.39 in Successor Agency checks for the same period. The council was set to approve a $44,700 amendment to a soil sampling services contract with Geosyntec Consultants, Inc., and a $5,762.75 fee waiver for the Monterey County POPS! Labor Day Concert at Seaside City Hall Lawn. A closed session on labor negotiations was also listed.

Neighborhood Improvement Commission (Aug. 4) — The commission reviewed landscaping maintenance at all Seaside parks, including Sabado Park, and discussed maintenance of the Soper Field Community Center. A presentation from GreenWaste and updates to the citywide clean-up flyer were also on the agenda.

Homeless Commission (Aug. 5) — The commission received progress reports from the Challenge Coin Subcommittee and the Youth Focus and Holiday Donation Subcommittee, and considered approving minutes from the July 1, 2026, meeting.

Seaside commissions and council tackle budgets, development, and community priorities in busy two-week stretch

Seaside's advisory bodies and City Council held a packed schedule of meetings from July 7 through July 17, 2026. Because minutes have not yet been published for any of these sessions, the items below reflect what was on each agenda — not confirmed outcomes.

City Council: Compensation, Contracts, and Cannabis Transfer

The City Council met July 16 and July 17. The July 16 agenda included an ordinance to increase compensation for the Mayor and Council members, with a plan for repayment of overpayments. Also on the agenda: amending the Kimley-Horn and Associates agreement for the Campus Town Project by $65,000, bringing the total to $295,000; a contract with Carmel Fire Protection Associates for up to $50,000.00; transfer of a cannabis dispensary development agreement for 1440 Canyon Del Rey Boulevard; and installation of traffic calming measures along Trinity Avenue. The agenda also listed amendments to the municipal code regarding personnel administration and water service connections.

The July 17 meeting was primarily informational, with a presentation by City Manager Greg McDanel on the city's strategic priorities and key projects, legislative updates from Congressional Representative Jimmy Panetta and state legislative offices, and discussion of potential funding opportunities for Seaside. No formal actions were listed.

Seaside County Sanitation District

On July 14, the Sanitation District Board was scheduled to consider a second reading of an ordinance amending Section 4.15.010 to authorize proportional capacity fees for accessory dwelling units. The agenda also included re-adoption of the Fiscal Year 2026-27 Budget to clarify Capital Improvement Program appropriations and receipt of the June 2026 operations report.

Planning Commission

The Planning Commission met July 8 to consider Architectural Review AR-2026-002 and Minor Use Permit MUP-2026-001 for 1828 Yosemite Street. The proposal sought to add a second story, balcony, and deck to an existing one-story dwelling, with a request to allow the new structure to encroach into required side setbacks.

C-JOBS Commission Reviews Economic Development Plan

The Commission on Jobs, Opportunities, and Businesses in Seaside met July 13. The agenda included review of Sections B, C, and D of the draft Economic Development Action Plan, an update on Opportunity Zone 2.0 regarding Census Tract 06053014108, and selection of the August 2026 Business of the Month.

Laguna Grande Regional JPA

Also on July 13, the Laguna Grande Regional JPA Board was scheduled to receive updates on a trail and vegetation maintenance strategy, including two grant applications from the City of Monterey for phase one funding, regulatory relief provisions from the Monterey Peninsula Park District, and California Conservation Corps availability. The Board was to establish a priority list for Fiscal Year 26/27 trail maintenance items.

Other Commissions

The Neighborhood Improvement Commission met July 7, welcoming Commissioner Davene Meyers and selecting the House of the Month for August and September 2026, with an update on Fiscal Year 25/26 completed projects.

The Art and History Commission met July 14 to review a project featuring artist Maria Schoettler with Seaside attractions and businesses, and discuss marketing plans for the Seaside Archive.

The Community Safety Advisory Commission met July 15 to make assignments for National Night Out on August 4, 2026.

The Seaside City Council was scheduled July 2 to hold a public hearing on the 2026-2027 Comprehensive User Fee Schedule, which sets charges for city services in the coming fiscal year. The agenda also listed approval of city checks totaling $2,299,038.46.

Other items on the agenda included a $3,000.00 Mayor's Youth Fund contribution to Boys & Girls Clubs of Monterey County, a media relations agreement with Voler Strategic Advisors at up to $4,000.00 per month, and a $29,430.00 amendment for the Placer.AI software subscription.
