Seabrook council to weigh tax rate, $135K design contract; budget hearings set for Sept. 15

The Seabrook City Council is set to consider a proposed property tax rate of 0.464152 per $100 valuation at a special meeting on Aug. 19, a rate that would increase the average homestead tax bill by about $114.16 compared to the no-new-revenue rate. City Council

At its regular meeting on August 18, the council is scheduled to consider several resolutions and contracts:

• **Resolution 2026-15**: Approve the City of Seabrook Investment Policy.
• **Resolution 2026-16**: Approve an interlocal contract with the Texas Department of Public Safety for the Texas Conviction Reporting (TXCR) system.
• **Resolution 2026-17**: Increase the suggested voluntary monthly donation to the Public Safety Fund from $3 to $5.

Joint discussion on Ruth Hanssen property

Economic Development Corporation

At its August 13 meeting, the Seabrook Economic Development Corporation (SEDC) will hold a public hearing on the proposed FY 2026-2027 budget and consider renewing an administrative staffing services agreement for up to $268,381. The board will also vote on renewing contracts with the Clear Lake Area Chamber of Commerce ($10,000) and the Bay Area Houston Economic Partnership ($20,000). Presentations from both organizations are scheduled.

Planning & Zoning Commission

On August 20, the Planning & Zoning Commission will hold public hearings and consider amendments to the city's zoning code to define and regulate a "Nonprofit Therapeutic Service Dog Training and Wellness Campus," including where it is allowed and parking requirements. The commission will also consider a conditional use permit for a bar at 2900 E. Nasa Parkway, Suite 250. It will take action on these items, approve minutes from prior meetings, and receive a report on actions sent to the City Council. The agenda also includes the oath of office for new commission member Robert Zeller.

Civil Service Commission

On August 17, the Civil Service Commission will consider approving the Promotional Eligibility List for the rank of Sergeant, based on a written exam (March 7, 2026) and an assessment center (August 12, 2026). Seabrook council agendas include $95,000 in contracts, warehouse project; decisions pending

Seabrook city officials met last week on a busy slate of agenda items, including $95,000 in design contracts, a $40,000 facade improvement agreement, and a preliminary planned unit development for a 669,600-square-foot warehouse. City Council (Aug. 4)

The council's agenda included five items:
