Santa Ana agendas: West Fifth Street townhomes, $8.1 million grant application and a $3.5 million outreach contract await action
No decisions are recorded from Santa Ana's two most recent public meetings. The supplied records for the Oct. 12 Planning Commission and the Oct. 20 City Council and Special Housing Authority meeting are agenda-only, with minutes not yet published. Everything below is a proposal scheduled for consideration, not an outcome. No vote tallies are available for any item.
Planning Commission, Oct. 12: West Fifth Street townhomes
The commission was asked to review a for-sale townhome development of 20 units, including one affordable unit, and to approve two related agreements:
- Tentative Tract Map No. 2026-0010 for 3317, 3319, 3321, 3327, and 3401 West Fifth Street.
- Density Bonus Agreement No. 2026-02 for the 20-unit townhome development.
- A request for one concession and four waivers or reductions of development standards.
- Approval of minutes from Sept. 28, 2026.
A density bonus agreement is a deal between a city and a developer that allows extra units or relaxed building standards in exchange for affordable housing. The agenda does not state what the requested waivers cover.
City Council and Special Housing Authority, Oct. 20
The largest dollar figure on the agenda is a resolution to apply for FY 2025 Homeland Security Grant Program funding in the amount of $8,147,580. The record describes an application for funding, not an award.
Other items listed:
- An agreement with Kingdom Causes, Inc. (dba City Net) for unhoused outreach and substance abuse services at $3,500,000 per year.
- A Density Bonus Agreement for a 40-unit residential townhouse development at 2030 E. Fourth Street.
- An agreement with End Result Services, LLC for public space maintenance at the Civic Center and Regional Transportation Center.
- Mills Act historic preservation agreements for properties at 1123 N. Lowell Street, 2339 N. Valencia Street, and 915 W. Riviera Drive.
The Mills Act is a state law that lets cities grant property tax reductions to owners who restore and maintain historic buildings.
Two figures for the same maintenance contract
The English-language and Spanish-language versions of the Oct. 20 agenda, as supplied, describe the End Result Services maintenance contract differently. The English version lists an estimated $504,541 annually. The Spanish version lists a $2,522,705 contract. The records provided do not reconcile the two figures, and neither is identified as a final approved amount.
The Spanish-language version also lists two items that do not appear in the English version supplied:
- A $300,000 shared contract with Harris & Associates, Inc., Keyser Marston Associates, Inc., and RSG, Inc. for affordable housing consulting.
- A $75,000 annual joint contract for police psychological evaluation and counseling services.
That version's summary also states the session includes a closed-door meeting on litigation and labor negotiations. Closed sessions are not open to the public, and the record does not describe what was discussed.
What the record does not show
Neither meeting's minutes have been published in the material provided, so there is no record of what was approved, denied, continued or pulled from either agenda. Readers should check the published minutes and the linked official agendas for outcomes.
Coming up
The supplied data lists no upcoming meetings for Santa Ana in the next 14 days. No dates, agendas or locations can be reported from this record; residents should check the city's meeting calendar for postings.

The applicant also requested one concession and four waivers or reductions of development standards. Approval of minutes from Sept. 28, 2026 was on the agenda as well.
