Salinas agendas: emergency plan, $947,100 recreation center contract, fire grants and a Soledad Street land question
Salinas boards and commissions published agendas for eight meetings over the past two weeks, and the heaviest list sat before the City Council: an updated emergency operations plan, a construction contract of up to $947,100, and the rejection of all bids for hazardous materials abatement at the former Police Department building. Minutes for these meetings have not been published, so none of the outcomes below is confirmed. What follows is what each agenda listed for consideration.
City Council, Oct. 13
The agenda listed adoption of the City of Salinas Emergency Operations Plan 2026, along with a training session on emergency operations. It also listed a contract award to Pro-Ex Construction Inc. for Firehouse Recreation Center accessibility improvements, not to exceed $947,100, and acceptance of the Sherwood Recreation Center Building Improvement (CIP No. 9535). Separately, the agenda called for rejection of all bids for Hazardous Materials Abatement at the Former Police Department Building (CIP 9612.03).
Planning Commission, Oct. 21
Commissioners were scheduled to consider Planned Unit Development Permit 2025-002 for a 3,337 square-foot vehicle washing building at 1340 Northridge Mall. The agenda also listed review of whether the proposed City acquisition of 43 Soledad Street, identified as the Victory Mission Facility, conforms to the General Plan.
Housing, finance and oversight bodies
The Finance Committee, meeting Oct. 13, was scheduled to consider a recommendation on City Street Sweeping to send to the City Council, and to receive a report from Probolsky Research on Measure G Tracking Poll results.
The Measure E and Measure G Oversight Committees each met Oct. 15 with parallel agendas: a financial report for each measure dated September 30, 2026, and approval of a 2027 meeting calendar. The Measure G committee was also asked to approve minutes from January 15, May 18, and July 30, 2026.
The Housing and Land Use Committee, meeting Oct. 20, listed updates on the Inclusionary Housing Ordinance and on FY 2025-2026 NOFA Multifamily Housing Projects, plus a 2027 committee calendar.
The Library and Community Services Commission, meeting Oct. 14, listed a staff report on Salinas Public Library Literacy Services and approval of its September 9, 2026 minutes.
Airport Commission meeting canceled
The Airport Commission meeting scheduled for Oct. 22 was canceled due to a lack of business, according to the notice.

Salinas roundup: $947,100 Firehouse contract ceiling, emergency plan on council agenda
Salinas boards and the City Council scheduled a nearly $1 million recreation center contract, a new emergency operations plan, a street sweeping recommendation and two ballot-measure financial reports over the past two weeks. One caveat applies to everything below: the city has posted agendas for these meetings but not minutes, so this roundup describes what was scheduled to be considered, not what was decided. Vote tallies and final outcomes were not available in the records provided.
City Council, Oct. 13: $947,100 contract ceiling
The council agenda listed four action items: adoption of the City of Salinas Emergency Operations Plan 2026; a contract award to Pro-Ex Construction Inc. for Firehouse Recreation Center accessibility improvements "not to exceed $947,100"; acceptance of the Sherwood Recreation Center Building Improvement (CIP No. 9535); and rejection of all bids for Hazardous Materials Abatement at the Former Police Department Building (CIP 9612.03). The agenda also listed a training session on emergency operations. The $947,100 figure is a proposed contract ceiling, not a payment.
Finance Committee, Oct. 13: street sweeping and Measure G polling
Committee members were scheduled to review City Street Sweeping for a recommendation to the City Council, receive a report from Probolsky Research on Measure G Tracking Poll results, and approve minutes of the Sept. 1, 2026 meeting.
Heritage Park and a possible MST transit center move
The Historic Resources Board on Oct. 5 was set to receive updates requiring no action on Heritage Park stakeholder activities — including feedback on possibly relocating the Monterey-Salinas Transit (MST) Salinas Transit Center to the Salinas Intermodal Transportation Center (ITC) — plus oral updates from Board Member Callender on a proposed Historic Resources Plaque Program and on the status of Chinatown neighborhood improvements. The consent item was approval of the Sept. 14, 2026 minutes (ID#26-456). The board's next meeting is Nov. 2, 2026.
Economic development plan, library literacy, oversight reports
The Planning Commission on Oct. 7 was scheduled for a presentation on the City's Economic Development Two-Year Work Plan (ID#26-461), with no action required, and approval of the Sept. 16, 2026 minutes on consent (ID#26-468).
