Russellville boards, council take up airport bid, park funding, rezonings

The Russellville City Council met Aug. 20 with an agenda that included a construction bid for the municipal airport apron, park improvement appropriations, and several rezoning ordinances. The Planning Commission and Board of Adjustment met Aug. 13, and the Oakland Cemetery Commission met Aug. 18. Minutes have not yet been published for any of these meetings, so no decisions are reported. The Airport Commission is scheduled to meet Aug. 25.

City Council (Aug. 20)

The council's agenda included a resolution to award the Russellville Municipal Airport apron construction bid to Blackstone Construction, LLC. It also included two appropriations from the Parks & Rec One Cent Sales Tax Fund: $85,288.63 for the Illinois Bayou Park boat dock replacement and $652,000 for Shiloh Park restroom wastewater and renovations. A resolution for an engineering services agreement with I & S Group, Inc. was also listed.

The agenda further included an ordinance rezoning (ZONE-0326-000742) that the Planning Commission recommended for denial, along with several other rezoning ordinances, private club permit approvals, and a feasibility study for streetlight infrastructure.

Planning Commission (Aug. 13)

The Planning Commission's agenda included one large-scale development application at 89 SR 331 (LSDV-0726-000805), two right-of-way vacations (one tabled by staff), and five rezoning requests. Among the rezonings were a request to change from R-1 to C-4 at 150 S Tulsa Ave (ZONE-0626-000791), a change from R-2 to C-2 at 2802 W Main St (ZONE-0726-000806), and a zone text amendment to adopt changes to the Russellville Zoning Code (ZONE-0726-000807). Board of Adjustment (Aug. 13)

The board considered two variance requests. One was for signage height and width at 303 W Main Street, submitted by VEC Properties Inc. The other was for parking space dimensions at 211 E Harrell Dr, submitted by Dewberry Engineers Inc on behalf of Tesla and Cracker Barrel Old Country Store. The board also had on its agenda approval of minutes from June 4, 2026.

Oakland Cemetery Commission (Aug. 18)

The commission's agenda included approval of minutes from July 21, 2026, a financial report for July 2026, and a discussion of the overall condition and operations of Russellville Oakland Cemetery. Two new items were also listed: a request to install a lectern and urn display stand in the Memorial Garden, and a request to install two metal benches similar to one in the Rye-Campbell Addition.

The Russellville Airport Advisory Commission meets Aug. 25. Russellville boards review airport fuel sales, zoning, variances; no decisions recorded

No decisions were recorded at three Russellville board meetings held in late July and early August. The Airport Commission, Planning Commission, and Board of Adjustment each met on agendas that included airport fuel sales and hangar occupancy, a large-scale development proposal, rezoning requests, and two variance applications.

Airport Commission (July 28)

The Airport Advisory Commission received the manager's report, which included June fuel sales: 6,604 gallons of Jet-A ($33,864.29) and 3,681.16 gallons of AVGAS ($21,296.57). Accounts receivable aging showed $17,290.43 in the 0–30 day category, $13,066.68 in 31–60 days, $3,128.91 in 61–90 days, and $0 over 90 days. Hangar occupancy was reported at 100% for enclosed and private hangars, and 65% for shade hangars, with a waiting list of 31 aircraft. Old business included an update on the KRUE project.
