Rolling Hills Council to weigh $38,497 ALPR budget increase; Planning Commission to review two zoning cases

• **Zoning Case No. 2026-40**: A site plan review for a remodel and additions to a single-family residence, plus a variance for a stable and corral set-aside in the front yard at 7 Outrider Road. Resolution No. 2026-15 covers this approval.

Rolling Hills officials had a busy late July, with the Planning Commission, Traffic Commission, and City Council all convening to weigh zoning changes, variance requests, and infrastructure plans. City Council — July 27

The City Council's agenda included several consequential items. Ordinance 390 proposed a zoning code amendment setting height limits for single-family homes on Williamsburg Lane. Resolution No. 1419 would place Republic Services solid waste charges on the FY 2026-27 Los Angeles County Tax Roll.

Council members were also scheduled to discuss proposed locations for two new outdoor emergency sirens on Portuguese Bend Road and Saddleback Road. A Memorandum of Agreement for the Peninsula Coordinated Integrated Monitoring Program was on the agenda, including an optional task costing $70,577.

The council also planned to review nuisance abatement status and further action for 6 Saddleback Road.

Planning Commission — July 21

The Planning Commission met twice on July 21, with agendas covering overlapping items.

The commission was set to open public hearings on two variance requests on Eastfield Drive. The first would waive the stable and corral set-aside requirement for 87 Eastfield Drive. The second would allow a front-yard setback and waive the stable and corral set-aside for 29 Eastfield Drive. Both projects were found exempt from CEQA, the California Environmental Quality Act. The hearings were scheduled to receive public testimony and continue to the evening session.

The commission also considered two zoning case extensions: Zoning Case No. 24-017, a two-year extension for a pergola and pool variance at 9 Outrider Road, and Zoning Case No. 24-016, a two-year extension for a stable and grading project at 1 Morgan Lane.

Routine items included approving the affidavit of posting for the special field-trip meeting and minutes from the June 16, 2026 Planning Commission meeting.

Traffic Commission — July 23

The Traffic Commission agenda featured a proposal for a driveway apron and driveway for a new single-family home at 1 Storm Hill Lane, under Zoning Case No. 26-02. Commissioners were set to forward recommendations to the City Council.

The commission also planned to receive and file a traffic statistics report for May–June 2026 from the Los Angeles County Sheriff's Department, Lomita Station. Routine items included approving the affidavit of posting and minutes from the May 28, 2026 meeting.

Commissioners were also scheduled to consider moving the November meeting to Thursday, November 19, 2026, or another date.
