Red Bank boards take up parking ordinance, Broad Street apartments, street design this week

Red Bank's Municipal Council, Zoning Board of Adjustment, and Complete & Green Streets Advisory Committee all met over the past two weeks, with agendas covering a parking ordinance, a major Broad Street apartment proposal, and street design reviews. Minutes have not yet been published for any of the three meetings, so no final decisions are confirmed.

Municipal Council (Aug. 13)

The council's agenda included final adoption of Ordinance 2026-23, which would amend Chapter 680 (Vehicles and Traffic) to eliminate duplicate no-parking locations on West Street, Wharf Avenue, and other streets.

Also on the agenda were three resolutions:

• Resolution 26-166: Authorizing a cooperative pricing agreement with Gov Movement for Amazon Business Marketplace.
• Resolution 26-167: Authorizing payment certificate #4 for Linden Place Improvements (NJDOT FY24) to Black Rock Enterprises, LLC.
• Resolution 26-168: Awarding a professional services contract to Artheon for a preliminary assessment of Johnny Jazz Park.

Council members also discussed eight proposed block parties and street fairs, including the Basie Center Block Party (Aug. 21) and the Red Bank Community Block Party (Aug. 22).

Zoning Board of Adjustment (Aug. 20)

The board's agenda included votes on two resolutions and hearings on three applications.

Resolutions:

• Approval Z16518: 195 Bridge Avenue; Block 75.03, Lot 45.
• Dismissal Z15870: 240 Shrewsbury Avenue; Block 78, Lots 12-14.

Applications:

• Z15711: 44 Haddon Park — reconstruction of a non-conforming accessory structure (bulk variance).
• Z16601: 44 Irving Place — 2.5-story addition, garage expansion, and interior renovations (use and bulk variances).
• Z16087: 199 & 205 Broad Street — major site plan, lot consolidation, a new 6-unit apartment building, and a bridge connection (use and bulk variances).

Complete & Green Streets Advisory Committee (Aug. 21)

The committee reviewed engineering design plans for Bridge Avenue (Monmouth to Chestnut), Chestnut Street, Carmen Place, and Clifford Place. It also discussed a Safe Routes to School (SRTS) audit report and prepared for an SRTS grant application with Engineering and Traffic Safety. Ongoing business on various borough streets was also on the agenda.

Environmental Commission — Sept. 1

The commission will review minutes, hear public comment, and discuss current initiatives. Agenda items include Sustainable Jersey certification efforts (community outreach, Green Fair, Green Challenges, and up to three Innovative Projects), a potential $20,000 Sustainable Jersey grant for an optional compost program, and a gas-powered leaf blower reduction initiative. The commission will also receive updates from liaisons and subcommittees. Public comment is scheduled, including a statement from Phil Blackwood regarding NP-23-33. The waste pickup contract is unchanged through 2031.

Red Bank Roundup: Rent Control Vote, Community Energy Plan, and Tree Decisions on July Agendas

Red Bank's boards and committees covered rent control, a community energy plan, tree management, and summer programming across five meetings in late July. All five meetings are listed as agenda-only with minutes not yet published, so the items below reflect what was scheduled for action or discussion, not confirmed outcomes.

Municipal Council — July 23

The council agenda included several consequential items. A final adoption vote was scheduled for Ordinance 2026-22, which would amend the borough's rent control regulations. The agenda also listed adoption of the Red Bank Community Energy Plan under Resolution 26-159.

Mayoral appointments on the agenda were Louis Almerini (Class C), Matthew Cummings (Class A), Carolyn Robertshaw, and John Connolly (Alternate No. 1).

A shared services agreement with Monmouth County for tax map conversion was listed, along with a $250,000 State grant for senior wellness programming. The agenda also included awarding professional engineering services for three projects: Count Basie bleachers renovation, Bridge Avenue improvements, and lead service line repaving.

Borough Council — July 21 (Trees and Development)

The council discussed tree maintenance, removals, and replacements at several locations. A White Oak in Eastside Park was removed due to contaminated soil. The New Jersey Department of Environmental Protection proposed replacing it with a Red Oak, but the Shade Tree Commission recommended a Black Tupelo instead.

A development application at 240 Shrewsbury Avenue proposes 14 two-bedroom garden apartments and a 28-stall parking lot. The STC recommended planting Linden or Zelkova trees rather than Red Maples, citing salt tolerance concerns.

Other tree items on the agenda: a damaged memorial tree in Eastside Park was repaired by Tree Surgeon Brooks; a resident requested two shade trees at 64 Locust Avenue after sidewalk construction damaged a Pin Oak; and a property owner at 62 Washington Street requested trimming of branches touching a house and power lines.

Planning Board — July 22

The board scheduled a public hearing for application P16569 at 64 Locust Avenue (Block 39, Lot 4), involving a minor subdivision and construction of a new single-family residence. The board was also set to receive a presentation on the Red Bank Community Energy Plan, developed through the New Jersey Board of Public Utilities' Grant Program.

Community Education and Engagement Committee — July 22

The CEEC agenda included reviewing nominees for a Community Service Award and planning programming for Fall 2026 through Spring 2027.

Parks & Recreation Committee — July 28

The committee reviewed summer programs and discussed upcoming fall events. Agenda items included a Summer Camp update, a Green Acres grant update, and a free rowing class by Navesink Rowing scheduled for August 15 at 8 a.m. Westside Jazz concerts are listed for August 9, 16, and 23 at 4 p.m. A Westside Gardens discussion was also on the agenda. No formal decisions were listed.
