Raytown board approves animal ordinance, denies vehicle repair permit
The Raytown Board of Aldermen on Aug. 11 approved an ordinance updating animal control rules and denied a conditional use permit for a vehicle repair facility. The board also approved a $44,200 contract for an asset management system.
Animal restraint ordinance
Ordinance 5807-26, which amends animal control regulations and adds a section on feral and community cats, was approved by an 8-0-2 vote. The ordinance updates existing rules and establishes provisions for free-roaming cats.
Vehicle repair permit denied
The board denied a conditional use permit (Bill 6713-26) for a vehicle repair facility at 10000 E. 350 Highway by a 5-3-2 vote. The permit would have allowed the repair shop to operate at that location.
Asset management system
A resolution authorizing an agreement with Tyler Technologies for an asset management system was approved 8-0-2. The contract is not to exceed $44,200.
Other board actions
The consent agenda, which included minutes from the July 7 and July 21 meetings, was approved 8-0-2. The board also held a public hearing and first reading for a residential care facility at 11200 E. 63rd Street, but no vote was taken.
Committee of the Whole
The Committee of the Whole met earlier that day and approved minutes from the Aug. 19, 2025 meeting by a 6-0-4 vote. The committee also heard a presentation from Joe Lauber of Lauber Municipal Law. No other substantive decisions were made.
Coming up
The Board of Aldermen will hold a public hearing on the impeachment of Alderman Latrice Thomas on Aug. 25. The board will sit as a Board of Impeachment, with opening statements, witness testimony, closing arguments, and a vote on articles of impeachment. A closed session may follow for legal matters.
