Quapaw Nation approves housing plans, grants, and equipment purchases
The Quapaw Nation Business Committee approved a series of decisions via electronic polls between July 20 and August 12, 2026, covering housing plans, federal grants, equipment purchases, and a consulting contract. The approvals were recorded in an agenda published for the committee's August 15 meeting, which also included items still pending discussion.
Housing and grants
The committee approved the Indian Housing Plan for fiscal year 2025 and an amended resolution for the corrected fiscal year 2027 plan. It also approved applications for the Rural Health Transformation Program Grant and the Department of Energy's Unleashing Tribal Energy Development Grant 2. These actions were taken through electronic polls and are listed as approved.
Equipment and contracts
Using Bureau of Indian Affairs (BIA) funds, the committee approved purchases of a tractor, hay baler, and freezer; a 2026 Chevrolet Tahoe K9 unit for the Marshal's office; and six patrol vehicles. It also approved a consulting services contract with Associates Inc. for litigation support in the case JS Consultants and Associates, LLC v. Oklahoma Flint, LLP.
Bison surplus request
The committee authorized a request to the Intertribal Buffalo Council for a donation of surplus bison.
Resolutions passed
Seven resolutions were adopted at the August 15 meeting, all passing with 6 yes votes, 0 no, 1 vacant, and 0 absent. The resolutions:
- Authorize Jesse Manz McKibben II, Linda Valliere Siegmann, and CFO Eric J. Bohn as bank account signatories, removing all previous signatories.
- Renew National Congress of American Indians (NCAI) membership for $12,000, designating McKibben as delegate and Valliere as alternate.
- Pay $25,000 for Indian Gaming Association (IGA) 2027 membership, appointing McKibben and Valliere as representatives.
- Authorize business with the Bureau of Trust Funds Administration and the Bureau of Indian Affairs for six named committee members.
- Establish signature authority on BIA Form 4432 and eagle parts applications for enrollment certification.
Regular meeting agenda
The Business Committee's regular meeting on August 15 included agenda items for approving the Indian Housing Plan, the Rural Health Transformation Program Grant, the Department of Energy Unleashing Tribal Energy submission, a Bison Surplus Resolution, and approval of a contract accounting firm for FY 25-26.
