Parlier Council considers $4M engineering contract, federal grant agreement

The city requested a noncompetitive award finding because only one firm responded to the request for qualifications. The RFQ was advertised March 18, 2026, and the city received a single statement of qualifications by April 20, 2026.

Also on the agenda were consent items, including a construction contract with Yanez Construction, Inc. for a citywide water meter transmitter replacement project, an ordinance forming a Planning Commission, an ordinance adding restaurants as a permitted use in the C-5 (General Commercial) zone, and a check report totaling $567,840.58.

Federal grant agreement

The council also held a special meeting to consider Resolution No. 2026-85, approving a joint powers agreement with Fresno County for participation in the Urban County Program. The agreement would allow Parlier to receive CDBG, HOME, and ESG entitlement funding for federal grant years 2027–2029. The resolution would authorize the city manager to execute the agreement and related documents. The meeting was held at 1100 E. Parlier Avenue.
