Transit committee advances $2.5M Access to Transit program, other funding

The Oakland County Transit Ad Hoc Committee voted unanimously to refer a $2.5 million Access to Transit program for 2027, a $690,400 bus stop grant disbursement, and a $2.1 million SMART contract amendment to the Economic Development & Infrastructure Committee. The committee also amended the 2027 program funding from $2 million to $2.5 million before passing the referral. All votes were 4-0.

Transit committee actions

At its Aug. 19 meeting, the committee approved minutes from June 11, 2026, and the agenda as presented, both 4-0. It received and filed communications, including the SMART Q1 report, 4-0. The committee then referred the three items to the Economic Development & Infrastructure Committee, each by a 4-0 vote. The $2.5 million program represents a $500,000 increase over the originally proposed $2 million.

Budget hearings held, no decisions

The Finance Committee held informational budget hearings across three meetings in August. On Aug. 11, it heard from Parks & Recreation, Human Resources, and the Water Resources Commissioner. On Aug. 12, it heard from Indigent Defense, Facilities Management, Corporation Counsel & Risk Management, and the Board of Commissioners. On Aug. 13, it heard from the Clerk/Register of Deeds, Health & Human Services, and the Prosecuting Attorney's Office. No votes or decisions were recorded at any of these hearings.

Other recent meetings

The Aug. 13 Board of Commissioners meeting was scheduled to include public hearings on tax increment financing plans for the Lourdes Senior Community project in Waterford Township and the Lighthouse MI project in Pontiac, plus votes on budget amendments, grants, and a contract with Planned Parenthood of Michigan. Minutes have not yet been published, so no decisions are recorded.

The same day, the Transit Ad Hoc Committee and the Democratic Caucus held procedural meetings with no substantive agenda items. The Transit committee's agenda included only routine approvals and public comment periods.

Oakland County committees recommend $525K in road funds, advance health and debt relief measures

Oakland County's standing committees this week recommended a combined $525,222 in Tri-Party Road Improvement Program funds for six cities, the largest single allocation among recent actions. The Economic Development and Infrastructure Committee voted unanimously (4-0) to forward the road funding, along with two economic development project plans, to the full Board of Commissioners.

Economic Development and Infrastructure Committee

The committee recommended the following Tri-Party road fund appropriations, all by 4-0 votes:

• $110,427 for Farmington Hills
• $83,333 for Auburn Hills
• $203,733 for Farmington Hills (second allocation)
• $63,735 for Southfield
• $15,296 for Oak Park
• $48,438 for Berkley

The committee also recommended approval of project plans for Lourdes Senior Community in Waterford and Lighthouse MI in Pontiac, both unanimously.

Finance Committee

The Finance Committee recommended several items to the full Board, including a resolution to support preventative and reproductive health services through a contract with Planned Parenthood of Michigan (4-1). It also recommended acceptance of a $132,300 federal drug enforcement grant (5-0), a $1,989,300.22 IT appropriation transfer (5-0), and a $300,000 appropriation for the Student Debt Relief Initiative milestones (3-2). Two items drew dissenting votes from Commissioner Christine Long: the Planned Parenthood resolution and a package of contract extensions with Marsh & McLennan, Qualtrax, ESRI, Equature, and Ferguson (4-1).

Public Health & Safety Committee

This committee voted 6-1 to forward a resolution authorizing an appropriation for preventative and reproductive health services through a contract with Planned Parenthood of Michigan. It also recommended approval of several grant applications and agreements, all by 7-0 votes:

• $51,653.53 for Great Lakes Water Authority water main break reimbursement
• $75,818 from the U.S. Department of Justice for the Edward Byrne Memorial Justice Assistance Program
• $50,000 amendment to the Inland Lake Beach Monitoring Program
• $300,000 for the National Integrated Ballistic Information Network Modernization Program
• $132,300 for the High-Intensity Drug Trafficking Areas Program
• $796,037 for the Victim Rights Program
• Amendments to the Children's Village Shelter Care Program interlocal agreement

Legislative Affairs & Government Operations Committee

This committee voted 4-2 to forward a $300,000 appropriation for Milestone #2 and #3 of the Oakland County Student Debt Relief Initiative with SAVI Solutions PBC to the Finance Committee. It also recommended, all by 6-0 votes:

• A supplemental collective bargaining agreement with UAW Local 889 for the Prosecuting Attorney's Office
• A salary administration plan third quarterly report
• HDHP design and HSA funding parameters for non-union employees
• $28,582 for Oakland Park stormwater improvements
• $82,307 for Hazel Park's 55+ fitness program
• $30,000 for a Royal Oak picnic pavilion
• Reappointment of Sherrie Ross to the DHS Board

Other meetings

The Human Trafficking Prevention Task Force approved its June 24, 2026 minutes and agenda (4-0 each) and received updates on caseloads and labor trafficking from the Prosecuting Attorney's Office. The Materials Management Planning Committee meeting scheduled for July 28 was cancelled. The Finance Committee held informational budget hearings on Aug. 4 and Aug. 5 for eight departments; no votes were taken.

Coming up

The Finance Committee will hold budget presentations on Aug. 11, 12, and 13, each with a public comment period (three minutes per speaker). The full Board of Commissioners meets Aug. 13 with a procedural agenda. The Transit Ad Hoc Committee and the Democratic Caucus also meet Aug. 13, both with no substantive items listed.

County committees recommend sheriff training facility purchase, $500,000 forensic lab system, and road projects ahead of Board vote

Oakland County committees advanced a packed set of recommendations this month, including the purchase of a Sheriff's Office training facility, a $500,000 forensic laboratory system, road improvement appropriations, and a $460,000 brownfield redevelopment grant. The Board of Commissioners met July 16 to act on many of these items, but minutes from that meeting have not yet been published.

Finance Committee: Sheriff's Training Facility, Forensic Lab, and Grants

The Finance Committee, meeting July 8, recommended several funding and property actions to the Board of Commissioners, all on 6-0-0 votes unless noted:

• **Purchase of 3255 West Hamlin Road** for an Oakland County Sheriff's Office training facility (6-0-0).
• **$500,000** for a forensic laboratory system purchase (6-0-0).
• **$167,500 DNR grant** acceptance for the Marine Safety Program (6-0-0).
• **Abolition of the Brownfield Redevelopment Plan** for 26700 Wixom Road (6-0-0).
• **Amendment to the City of Pontiac law enforcement agreement** (6-0-0).

Also on July 8, a standing committee recommended several infrastructure and economic items to the Board, all on 7-0 votes:

• **$83,686** road improvement appropriation for South Lyon (Project No. 56331).
• **$28,239** road improvement appropriation for Brandon Township (Project No. 58622).
• **$460,000** brownfield redevelopment grant for HOPE Shelters Pontiac.
• **$288,234** airport grant acceptance for taxilane and hangar reconstruction.
• **Lourdes Senior Community** and **Lighthouse MI** project area approvals and director appointments.
• Several airport land leases.

The committee forwarded the abolition of the 26700 Wixom Road brownfield plan to Finance (7-0).

Public Health & Safety: Gun Buyback Funding

On July 7, the Public Health & Safety Committee recommended $10,000 for Disarmory Ministries gun buyback and disposal events (5-0-0). The committee also recommended an Emergency Management interlocal agreement and hazardous materials grant, several Health & Human Services grant applications and revenue acceptances, and forwarded the Circuit Court Child Care Fund budget to Finance — all on 5-0-0 votes. Members received and filed a Children's Village Media Campaign presentation.

Standing Committee: Constitutional Amendment, Museum Authority, Land Bank Appointment

A July 7 standing committee approved June 2, 2026, Board of Commissioners minutes (7-0-0) and forwarded the Equalization Division VESIP proposal to Finance (7-0-0). On split 5-2-0 votes, the committee recommended a resolution opposing a Michigan Constitutional Amendment and recommended approval of the Southeast Michigan Public Historical Museum Authority. The committee recommended reappointing Pam Hansen to the Land Bank Authority (7-0-0).

Audit Subcommittee

The Audit Subcommittee, meeting July 7, approved October 23, 2025, Board of Commissioners minutes (2-0-0) and received and filed Oakland County Audit Results dated September 30, 2025 (2-0-0).

July 16 Board of Commissioners Meeting

The Board of Commissioners met July 16 to act on many committee recommendations. The agenda listed the FY 2027-2029 recommended budget overview, the South Lyon and Brandon Township road improvement appropriations, the 3255 West Hamlin Road purchase, sponsorship of the 2026 Disarmory Ministries Gun Buyback Events, and a resolution opposing a Michigan constitutional amendment. A countywide drone oversight policy was also listed on the regular agenda. Minutes from this meeting have not yet been published, so outcomes are not yet available.

The Democratic Majority Caucus also met July 16, but the agenda listed only procedural items — no substantive decisions or proposals.
