Las Vegas boards review $12M storm drain, union contract, and more

Las Vegas city boards met this week with a range of items on their agendas, including a $12 million storm drain project, a new union contract, and several personnel actions. No decisions have been published yet; minutes from the meetings are not yet available. The most significant items were on the City Council's Aug. 19 agenda.

City Council

The City Council met Aug. 19 and considered:

• Approval of a $12,069,540 bid to TAND, Inc. for the Meadows-Charleston Storm Drain Via Olivero (Montessouri to Buffalo).
• Approval of a new two-year collective bargaining agreement with the Las Vegas City Employees Association (LVCEA), with a not-to-exceed amount of $17,784,058.
• Approval of new Non-Restricted Gaming Licenses for Boomer's Sports Book at Binion's Gambling Hall and Four Queens Hotel & Casino.
• Approval of a $400,000 grant from SAMHSA for drug and mental health treatment in specialty courts.
• Approval of a memorandum of understanding with Solar United Neighbors to expand rooftop solar access and education.

Recommending Committee

The Recommending Committee met Aug. 17 and took public input on three bills:

• Bill 2026-28: First Amendment to the Cooperative Campus Development Agreement with the College of Southern Nevada for the CSN Northwest Campus.
• Bill 2026-29: Allow restaurants with on-premise alcohol licenses to sell sealed to-go alcoholic beverages with meals.
• Bill 2026-30: Amend trash enclosure standards in the Downtown Las Vegas Overlay District.

Redevelopment Agency

The Redevelopment Agency met Aug. 19 and considered:

• A resolution consenting to a professional services agreement with AAA Municipal Services, LLC for financial services, with a not-to-exceed amount of $150,000 annually for up to six years.
• Two resolutions finding that food hall stall license agreements at The Good Word Food Hall (1122 D Street) are in the public interest.

Board of Civil Service Trustees

The Board of Civil Service Trustees met Aug. 12 and considered certifying eligible lists for positions including Alternative Sentencing Supervisor and Project Engineer, extending lists for 13 roles, abolishing the list for Accounting Technician II, and placing Spencer Brown on the rehire list for Firefighter/Paramedic.

City Parkway V, Inc.

The City Parkway V, Inc. Board met Aug. 20 and considered ratifying the Third Amendment to the Disposition and Development Agreement with the Las Vegas Museum of Art for a project at 302 South City Parkway in Symphony Park.

Planning Commission

The Planning Commission met Aug. 11 with only procedural items on the agenda.

Las Vegas City Boards Tackled Audits, Historic Preservation, and Downtown Redevelopment; Outcomes Pending

Five Las Vegas advisory bodies and commissions met between July 20 and July 28, 2026, but minutes have not yet been published for any of them, so final outcomes — including whether proposed expenditures were approved — cannot be confirmed. Here is what was on each agenda.

Audit Oversight Committee (July 20)

The committee was scheduled to discuss and possibly act on an audit of the Innovation and Technology Department's mobile communication device management (audit ID IT011-2526-03). Other agenda items included approving final minutes from the April 20, 2026 meeting, staff reports on current staffing and current audits with issued recommendations, and discussion of future agenda topics.

Board of Civil Service Trustees (July 22)

The board was set to consider certifying eligible lists for seven city positions: Business Licensing Supervisor (Promotional), Business Specialist (Open), Communications Specialist Supervisor (Promotional), Contracts Specialist (Open), Fire Engineer (Promotional), Pool Technician (Open), and Sr Signing & Marking Technician (Open). The board also planned to approve minutes from its July 8, 2026 regular meeting.

Historic Preservation Commission (July 22)

The commission was scheduled to hear a status report on the Huntridge Theatre at 1208 East Charleston Boulevard (Ward 3), which is in abeyance. Funding actions on the agenda included $15,950 for Kautz Environmental Consultants for new and revised historical signs at Floyd Lamb Park at Tule Springs (9200 Tule Springs Road), a $200 membership renewal with the National Alliance of Preservation Commissions, and a $250 membership renewal with the National Trust for Historic Preservation. Commissioners also planned to discuss which historic preservation projects to fund in Fiscal Year 2027.

Commission for the Las Vegas Centennial (July 27)

The largest dollar item across the recent meetings was on this agenda: a possible action to fund $95,856.45 for rooftop safety guards at the Historic Fifth Street School (401 South 4th Street). The commission was also scheduled to review final reports on the 2026 Home + History Event by the Nevada Preservation Foundation, the 2026 Helldorado Days Parade, and the documentary film premiere "The City of Las Vegas: The 1980s." An election of commission officers was also listed.

Citizens Advisory Committee to the Redevelopment Agency (July 28)

The committee was set to hear an update on the establishment of Redevelopment Area 3 and a proposed Request for Proposal for redeveloping approximately 11 acres of city- and agency-owned land downtown, bounded by Las Vegas Boulevard, Interstate 11, the 7th/8th Street alley, and Stewart Avenue (Ward 5). No final decisions were expected on these discussion items; the only action item was approval of previous meeting minutes. The committee also planned to discuss the ULI Nevada Placemaking Awards for Excellence program nomination process and timeline.

Coming Up

• **Recommending Committee — August 3, City Hall.** The committee may discuss Bill No. 2026-27, which proposes adopting a redevelopment plan for Redevelopment Area 3, bounded by Owens Avenue, Nellis Boulevard, Charleston Boulevard, and 21st Street. It may also approve final minutes from the June 29, 2026 meeting.
• **Las Vegas City Council — August 5.** The council will review a $5,595,615 construction contract for Las Vegas Museum of Art tenant improvements at 355 Promenade Place, a proposed ordinance allowing licensed restaurants to sell alcoholic beverages as to-go items in sealed containers, cannabis cultivation facility licenses for NEVCANN LLC at 2310 Western Avenue, a $298,400 contract for a historical documentary film on the Jewish community in Las Vegas, and multiple restricted gaming licenses for Green Valley Grocery locations.
• **Las Vegas Senior Citizen Advisory Board — August 6.** The board will hear an AARP presentation on livable communities and services for seniors, a report on senior issues from Management Analyst I Gregory Gray, and present a Senior Recognition Award to Camille Franklin.
