Noblesville councils weigh $1M BioLife loan, annexations, police HQ funding
The most consequential item on recent Noblesville agendas is a proposed $1 million forgivable loan to Sexton Biotechnologies, Inc., a BioLife Solutions subsidiary, for its relocation to Washington Business Park. The loan, which would support a $16 million capital investment and 30 jobs with an average salary of $85,000, was considered by the Economic Development Commission on Aug. 14 and the Council Finance Committee on Aug. 20. No votes have been recorded yet; minutes have not been published for any of the meetings below.
Economic Development Commission (Aug. 14)
The commission held a public hearing and considered Resolution 2026-01, which would approve the $1,000,000 forgivable loan to Sexton Biotechnologies for its facility at 15583 North Pointe Blvd. The project is expected to create or retain 30 jobs. The commission also elected officers for the year.
Council Finance Committee (Aug. 20)
The committee reviewed a proposed ordinance authorizing a taxable economic development revenue note of up to $1,000,000 for the same BioLife project. It also received the annual opioid settlement report, required by Aug. 31, and discussed 2027 budget preparation. The committee reviewed the claims docket and noted that second readings of ordinances #42-08-26 and #43-08-26 (police headquarters appropriations) were postponed due to a DLGF portal glitch.
Common Council (Aug. 11)
The council’s agenda included public hearings and ordinances to annex two planned developments: Encore at Linden Walk (about 59 acres at 15000-15400 E 156th St.) and Parks at Crossroads (about 60 acres at 11500-11800 E 181st St.). It also considered a rezoning of 18.7 acres at 1715 Division St. from I2/LB/R4/FH to DT-FH, and additional appropriations for the police headquarters project. A presentation covered a proposed Wawa fuel center at 10113 E 191st St. (Millers Crossing).
Board of Public Works & Safety (Aug. 11)
The board opened quotes for the Wellington Parkway storm sewer replacement and considered a consent agenda including sewer service agreements, a replat for the Hamilton County Judicial Center, a PILOT agreement with Calvary Apostolic Church of Noblesville, and temporary closures of an alley between 5th and 10th Streets, Olio Road near 156th Street, and Covered Bridge Way at Allisonville Road.
Plan Commission (Aug. 17)
This meeting was cancelled because no applications were filed.

Noblesville boards weigh 300-home rezoning, carousel move, and Habitat variances
Noblesville's Common Council, Board of Public Works and Safety, and Board of Zoning Appeals all met in the past two weeks, but none have published minutes yet, so no official decisions are known. The most consequential item on the agendas was a proposed rezoning of roughly 130 acres for a 300-home planned development.
Common Council (July 28)
The council considered ordinances that would authorize sewage works revenue bonds for sewer system improvements and pledge general revenues to lease rental bonds of the Noblesville Building Corporation. It also took up a major rezoning: Ordinance #37-07-26 would change about 130 acres in the 14300–14800 block of East 156th Street from A2 Agricultural to R3 Moderate-to-High Density Single-Family Residential. A companion ordinance, #38-07-26, would rezone the same land to R2/PD Residential Planned Development for the Woodcroft project, which calls for 300 residential lots.
Also on the agenda were a resolution approving financing for a public safety facility, annual tax abatement compliance forms, and authorization to demolish a structure at 1523 Conner Street.
Board of Public Works & Safety (July 28)
The board reviewed a consent agenda that included plat approvals and performance bonds for subdivisions. New discussion items included:
- Amendment No. 1 with American Structure Point for the Innovation Mile project
- A services agreement with Myers Construction Management, Inc. to relocate the Forest Park Allen Hershall Carousel
- A facade improvement grant for 20 North 5th Street
- A services agreement with Concrete Tailors, LLC for a concrete patio installation at Station 76
- A temporary closure of Mill Creek Road over Sly Run Creek for drainage structure replacement
Board of Zoning Appeals (August 3)
The board considered several variance requests. One sought a rear-yard setback reduction at 9615 Crescent Oaks Drive (R-2 district). Another involved five variances for a Habitat for Humanity project at 719 & 731 South 5th Street, covering corner lot area, lot width reduction to 49.28 feet, front-yard setback on Walnut Street, driveway setback to 7.5 feet, and no curb/gutter on South 5th Street frontage. A third request asked to reduce the front-yard setback at 15710 Allisonville Road (R-1/FH district). The board also reviewed minutes from October 2025 through July 2026 and findings of fact for properties on Riverwood Avenue and 398 South 9th Street.

Finance Committee advances Police HQ financing; Council set to weigh 300-home Woodcroft rezoning
The Noblesville Finance Committee recommended approval on July 23 of a resolution to finalize financing for the new Police Headquarters, the only item from the past two weeks with a confirmed outcome from official minutes.
Police Headquarters financing advances
The Finance Committee recommended approval of three items: a resolution for Police HQ financing, a resolution confirming tax abatement compliance, and the claims docket. The financing resolution relates to a new Noblesville Police Station proposed on approximately 18.7 acres at 1715 Division Street, which the Plan Commission was scheduled to consider on July 20 for a zoning change and preliminary development plan (Application No. LEGP 0088-2026).
