The largest items now on the calendar are a proposed allocation of $27,419,988 in General Fund surplus, a $1,487,678 sand replenishment contract for West Newport Beach, and a resolution proclaiming a local emergency over King Tides — all listed on agendas for Monday, October 19.

Finance Committee to weigh $27.4 million surplus

Staff recommends allocating a $27,419,988 unrestricted General Fund surplus to the FFP for infrastructure or neighborhood capital improvements, according to the October 19 Finance Committee agenda. The committee is also scheduled to review the 2026-27 Budget-In-Brief and approve minutes of its May 14, 2026 meeting. The committee's October 15 meeting was canceled; the notice states no reason.

What was on the October 13 council agenda

The council was scheduled to hold a public hearing on Ordinance No. 2026-17 regarding a 78-unit residential development at 1 Clubhouse Drive. Contract awards listed were $847,324 to International Line Builders, Inc. for traffic signal rehabilitation and $352,500 to Elegant Construction Inc. for Crean Mariners Branch Library fire line replacement. Purchase orders for city vehicles and equipment totaled $1,244,961 plus a $62,000 contingency, and a resolution would set a public hearing for commercial solid waste franchises for OC Construction & Clean Up Corp. The agenda also listed a study session on sand loss at ocean-facing beaches and the presentation of a $12.5 million check for Witte Hall. A separate public notice for the same date references a public hearing tied to 2700 Cliff Drive but does not describe its subject.
