Nahant boards tackle zoning, budget, and library project; decisions pending

Over the past two weeks, several Nahant town boards met to discuss a range of items, from zoning and subdivision rules to the library capital project and tax bills. All meetings were agenda-only, and minutes have not yet been published, so no official decisions or vote tallies are available. The most consequential items on the table were the Planning Board's review of the FY2026 budget and a proposed overhaul of subdivision regulations, along with a joint Select Board–Library Board session on the next phase of the library project.

Planning Board reviews budget, zoning, and subdivision rules

At its July 28 meeting, the Planning Board took up the FY2026 Budget Summary report, an update to Zoning By-law Section 13 (WCF) that is awaiting Attorney General approval, and plans for sidewalk and road modifications on Castle, Gardner, and Goddard Roads. The board also reviewed the building permit status for Crown Castle and discussed a major overhaul of the Rules and Regulations Governing the Subdivision of Land (1995). No votes were reported.

Zoning Board hears special permit for 10 Fallon Way

Also on July 28, the Zoning Board of Appeals held a public hearing on a special permit application from Luigi and Maria Acierno, represented by architect Jeanne Allen, to demolish and reconstruct a single-family home at 10 Fallon Way. The building permit had been denied on December 10, 2025, because the project violates Section 7.03 of the Zoning Bylaws. The board was to review an updated certified dimensional table and consider possible removal of a bulk-ed, as well as approve prior meeting minutes.

Assessors to vote on FY2027 tax bills

The Board of Assessors met via Zoom on July 29 to vote on approving FY2027 preliminary tax bills and vouchers for FY2026 and FY2027. The agenda also included a public records request regarding prescriptive easements, private/public rights-of-way, and paper streets for Fallon Way and 250 Wilson Road, plus a review of FY2027 exemption information for seniors and veterans and CPA household income limits.

Other meetings: open space, housing, cultural council, library

• The Open Space & Recreation Committee met July 27 to discuss ecological restoration of Lodge Park and Bailey's Hill, as well as state funding opportunities. The committee also planned to approve June meeting minutes and set the next meeting date.
• The Nahant Housing Authority met August 3 to consider approval of a bathroom exhaust fan project scope and payment schedule, accounts payable warrants for June and July 2026, an Affirmative Action Goal, and minutes from the June 29 annual plan meeting.
• The Nahant Cultural Council held its annual meeting August 3 to develop FY2027 guidelines and priorities.
• On August 5, the Library Board of Trustees and Select Board held a joint meeting to hear a presentation on the next phase of the Library Capital Project. The agenda also included votes on appointments of two full-time police officers and one reserve officer, early voting hours and the warrant for the September 1, 2026 State Primary Election, and an Assistant Treasurer/Collector appointment. Discussions were scheduled on the Lynnway Multimodal Project, Castle Road redesign and sidewalks, and parking policy.

Coming up

The Zoning Board of Appeals will hold a public hearing on August 24 for a proposed residential project at 55 Castle Road. The petitioners are seeking relief for building coverage (38.2% proposed vs. 25% allowed) and an 8-foot left-side setback (10 feet required) to accommodate a roof replacement, second-floor extension, and porch/stair modifications.

Board of Assessors: FY2027 preliminary tax bills

The Board of Assessors met via Zoom on July 29 with a scheduled vote on approving FY2027 preliminary tax bills and vouchers for FY2026 and FY2027. The agenda also included a public records request regarding prescriptive easements, private and public rights-of-way, and paper streets for Fallon Way and 250 Wilson Road. The board was set to review FY2027 exemption information for seniors and veterans, CPA household income limits, and the Jesmond ATB case.

Zoning Board of Appeals: Two home project hearings

The Zoning Board of Appeals held hearings on two Nahant property petitions over two meetings.

On July 22, the board scheduled a public hearing on 93 Fox Hill Road, where the applicants appealed a building permit denial for a new four-season sitting room. The request sought a variance for 27.8% lot coverage (maximum allowed: 25%) and a 3-foot-4-inch front setback (minimum required: 25 feet). The same meeting included a continued hearing for 10 Fallon Way.

On July 28, the board held a public hearing on a special permit application to demolish and reconstruct a single-family home at 10 Fallon Way. The Nahant Public Library Board of Trustees met July 20 to approve June minutes, hear the director's report and building report, and discuss old business including Nahant Historical Society books. New business was listed but unspecified on the agenda.
