Monona boards preview $7.1M parks plan, pedestrian safety rules

Over the past week, several Monona boards and committees met to review budgets, safety measures, and routine items. All meetings were agenda-only; no final decisions were made. The most consequential item was the Parks and Recreation Board's review of a $7.1 million five-year capital plan.

Parks and Recreation Board

Ordinance 8-26-810 would replace signs on Schluter Road, Maywood Road, and Greenway Road with "No Standing, Stopping or Parking" language. The council also considered a new 2026/2027 Class "B" fermented malt beverage license for Monona Lodging LLC DBA AmericInn, 101 W. Broadway, and approved minutes from August 3, 2026.

Library Board

The Library Board considered approving the 2028 Capital Budget, which includes $55,000 for an electric vehicle charger and $30,000 for Schluter Road parking design, totaling $85,000. The board also reviewed July 2026 expenditures of $18,387.93, including $15,583.70 operating and $2,804.23 donations. The HVAC project is underway, with lower-level meeting rooms and restrooms closed until completion. A library merchandise sale runs August 16–30, and a circulation supervisor position is open.

Mass Transit Commission

Monona meetings: $4.6M TIF request, development agreement, and park budgets on recent agendas; minutes not yet published

Community Development Authority — Owen Road TIF request

On July 28, the CDA was scheduled to continue reviewing a development proposal and Tax Increment Finance request for 112-208 Owen Road, submitted by Slinde Realty and MSP Companies. The developer is seeking $4.6 million in Pay-Go TIF assistance for a 143-unit first phase of a planned 259-unit project. Extraordinary costs cited for Phase 1 include a $640,000 stormwater system and a $503,000 excavation cost increase. The agenda also listed a possible closed session under Wis.
