Montgomery council weighs tax rate, budget, and development incentives

The Montgomery City Council held three meetings in the past two weeks to discuss the proposed FY2027 tax rate and budget, a residential development at 900 Caroline Street, and a new Unified Development Ordinance. No votes were taken at these meetings, and minutes have not yet been published. The council was scheduled to consider approving the tax rate and budget at its Aug. 11 meeting, but the outcome is not yet known.

Budget and tax rate

At an Aug. 10 workshop, staff presented a proposed FY2027 tax rate of $0.4000 per $100 valuation. That compares to a no-new-revenue rate of $0.3921 and a voter-approval rate of $0.4649. The proposed General Fund budget is $9,449,171, a 15% increase over the FY26 adopted budget. The police department budget is proposed at $3,036,277, up 15%, and Public Works at $2,562,933, up 55%. The Municipal Complex project budget was presented by Tellepsen. No votes were scheduled for this workshop.

The Aug. 11 meeting agenda included consideration of the tax rate and budget, along with a presentation on the Municipal Complex interior design and a commercial trash collection modernization. The agenda also listed a resolution requesting Montgomery County street construction, repair, and maintenance, and a Change Order No. 1 for the Town Creek Wastewater Treatment Plant Demolition.

Development at 900 Caroline Street

The Aug. 11 agenda included a proposed residential development at 900 Caroline Street. The items cover a lot split, rezoning from R-1 to R-2, a setback variance, and two two-family dwellings. No decision has been recorded.

Unified Development Ordinance

On Aug. 18, the City Council and Planning & Zoning Commission held a special meeting to receive a presentation on the proposed Unified Development Ordinance from consultant Bret Keast of Kendig Keast Collaborative. The agenda included public comments limited to three minutes per speaker, council inquiry, and a possible executive session. No votes were scheduled.

Coming up

The council will meet Aug. 25 to consider an ordinance establishing a Chapter 380 Economic Development Program, which would offer incentives such as loans, reimbursements, and tax rebates. The agenda also includes an application for incentives, creation of one Police Captain, three Public Safety Officer, and one Police Records Clerk positions effective Oct. 1, 2026, a service agreement renewal with Rick Hanna CBO Partners, LLC, and a consent to encroachment with Cruz Real Estate Venture LLC.

An Aug. 31 meeting has no agenda available.

Montgomery Officials Weigh Solid Waste Rates, Special Use Permits, and FY2027 Budget

Montgomery city boards and commissions held a series of meetings in the past two weeks covering the proposed FY2027 budget, potential solid waste rate changes, special use permits for two businesses, and a downtown improvements presentation. All meetings listed below are agenda-only — minutes have not yet been published, so no outcomes or vote tallies are available.

Planning & Zoning Commission — July 7

The Planning and Zoning Commission was scheduled to approve minutes from its June 2, 2026, meeting and consider a replat for Cornerstone Community Church (Dev. No. 2510). The agenda also included a commissioner refresher training session, public comments, and an executive session for attorney consultation, real property, and personnel matters.

Community Public Meetings — July 9

Two public meetings were noticed for July 9. The first was a procedural notice that a quorum of the City Council and the Montgomery Economic Development Corporation may attend the McCown Public Meeting. No specific items were listed.

The second meeting featured two presentations. Kimberly Gonzalez, Assistant Director of Economic Development, presented Business Improvement Grant Guidelines outlining a grant program for local businesses, with applications opening October 1, 2026. A second presentation on the Downtown Improvements Project was given by Buckson Landscape Architecture, WGA Consulting Engineers, and City Staff, describing planned improvements with a timeline from later this year to spring 2027. No formal actions or decisions were taken.

City Council Budget Workshop — July 13

The City Council held a workshop to discuss the FY2027 Annual Budget by fund and department and review the city's five-year Capital Improvement Projects. The agenda included presentations of an Impact Fee Deposit summary, a 2026 CO Bond summary, and one-year project exhibits.

City Council Regular Meeting — July 14

The City Council was scheduled to consider several items with direct impact on residents and businesses:

• A proposed special use permit for a Wells Fargo financial institution with drive-through at Corner John, TRACT 2-B.
• A proposed special use permit for the expansion of The Village Play Cafe at 15363 Summit Park Drive, Suite 204.
• A proposed ordinance amending solid waste collection service rates.
• A public hearing for a 150-foot flagpole height variance at 20025 Eva Street (HEB).
• An agreement with TxDOT for installation and maintenance of Automated License Plate Readers (ALPRs).

Montgomery Economic Development Corporation — July 21: The MEDC is scheduled to discuss its proposed FY 2027 budget and consider approval of Business Improvement Grant Guidelines, with $25,000 allocated for FY 2026-2027. The board will also discuss the relocation status of the Rabon Fullen House (Garrett House), deliberate on real property at 213 Prairie Street, and review the FY 2026 third-quarter finance report.
