County committees approve $2.1M traffic signal contract, animal abuse registry law
Monroe County committees wrapped up July with a flurry of approvals, including a $2.1 million contract to replace traffic signals in Greece, a new animal abuse registry law, and a $1.5 million border security grant. All actions came from official minutes of meetings held July 27–28.
Traffic and Infrastructure
The Transportation Committee approved a $2.1 million contract with M.L. Caccamise Electric Corp. to replace traffic signals at Ridgeway Avenue/Lee Road/Latona Road in the Town of Greece. The vote was 6-0.
The Environment & Public Works Committee approved nine items unanimously (6-0), including design contracts with Passero Associates for canopy lighting revitalization and an electrification/carbon reduction project at Frederick Douglass-Greater Rochester International Airport, a grant for airport fire department equipment, and design services with Colliers Engineering for fleet maintenance building improvements. The committee also approved property acquisitions and SEQR classifications for the Klem Road Culvert Replacement project in Webster, and an amendment to the solid waste collection agreement with the City of Rochester.
Public Safety
The Public Safety Committee approved a new local law creating the Monroe County Animal Abuse Registration Act (26-0244) by a 9-0 vote. It also accepted multiple state and federal grants, including a Raise the Age grant for Probation, a DNA Capacity Enhancement grant, and a Discovery Reform grant, all 9-0. A contract for Conflict Defender's Office recruitment planning passed 7-1-1, and the Operation Stonegarden grant with intermunicipal agreements passed 5-4.
The Intergovernmental Relations Committee voted 3-2 to accept a $1.5 million state homeland security grant for Operation Stonegarden and authorize agreements with Greece, Irondequoit, and Webster. It also unanimously approved amendments to the solid waste agreement with Rochester and a fuel purchase agreement with Fairport Central School District for Sheriff's Office vehicles.
Health and Human Services
The Human Services Committee voted 9-0 on all eight agenda items, including contracts for design and construction management of the Medical Examiner Ames Building Expansion, acceptance of additional state mental health funding, a contract with United Way for an Age Friendly Implementation Plan, and a contract with Villa of Hope for mental health therapy and medication services. The committee also amended the capital budget for a dialysis unit at Monroe Community Hospital, enacted a local law authorizing a lease negotiation with the University of Rochester for dialysis space, and accepted proceeds from the sale of the hospital's equity share in Pandion Optimization Alliance.
The joint Recreation & Education and Ways & Means Committees approved dozens of items, including design contracts for Henrietta County Park, grant acceptances for snowmobile trails and a New York 250-themed fall festival, and local laws authorizing the dialysis unit lease and a tax exemption for permanently and totally disabled veterans. Two items passed with split votes: a Conflict Defender recruitment planning contract (8-2) and the Operation Stonegarden grant (8-2).
Other Actions
The Planning & Economic Development Committee held a public hearing on additions to the Monroe County Consolidated Agricultural District #5 with no speakers and approved minutes from June 22, 2026. No other substantive decisions were made.
The Agenda/Charter Committee met but its minutes are not yet published; its agenda included the dialysis unit lease, a veterans tax exemption, designation of official newspapers, and appointments to the Recycling Advisory Committee.
