Minneapolis committees approve $2.98M sewer lining, $2.23M crisis response increase

City committees meeting Aug. 3–6 approved a $2.98 million sewer pipe lining contract, a $2.23 million increase for behavioral crisis response services, and a $1.94 million convention center concession remodel, among other items. All actions were referred to the full City Council for final approval on Aug. 13, 2026.

Climate & Infrastructure Committee

The committee accepted a low bid of $2,984,589.50 from Visu-Sewer, Inc. for large-diameter cured-in-place pipe lining. It also approved a $1,069,392 contract amendment with Z Companies for Northside Greenway Phase 1 and 2 engineering and design, and increases for the 38th St & Chicago Ave (George Floyd Square) reconstruction: $380,554 for Bolton & Menk and $232,200 for Alliant Engineering. An $825,000 contract increase with Saint Paul was authorized for the EV Spot Network Project, including the EVIE carshare fleet. A public hearing was set for Oct. 8, 2026, on 2027 services and charges for eight Special Service Districts (Legacy Districts).

The committee accepted a $1,939,000 bid from Jorgenson Construction to remodel concession stands 132–138–140 at the Minneapolis Convention Center. It approved a $245,000 Ownership and Opportunity Fund loan to La Gerencia LLC for commercial property at 5554 34th Ave S, and a rezoning of 2941 Chicago Ave from CM3 to CM4 Destination Mixed Use. A contract amendment with Jorgenson Construction for the Convention Center Mill City Pizzeria was increased by $29,585.47 to a total of $777,506.13. Public Health, Safety & Equity Committee

The committee approved a $2,230,685 increase to Canopy Roots, LLC’s contract for behavioral crisis response, bringing the total not to exceed $28,325,685. It also approved increases for the BCA human trafficking task force: $276,397.34 for a crime analyst (total $416,325.25) and $10,000 for investigators overtime (total $13,025). Public hearings were set for Aug. 19 on noise ordinance amendments (Title 15) and on an ordinance removing pet ownership restrictions for certain felony convictions.

Enterprise & Labor Relations Committee

The committee approved a resolution authorizing Minneapolis as a host city for the LA 2028 Olympic flame and torch relay, committing in-kind services and future funding. It also approved a contract amendment with Rochon Corporation for the Police Department Training Annex Buildout, increased by $24,068.01 to $460,068.01, and a reduced revenue contract with Hennepin Healthcare for CAD support, decreased by $63,472.50 to $1,186,213.65. A $150,000 workers’ compensation settlement for Heather Beightol was approved, and Ken Dahler was established and appointed as Assistant City Clerk for Legislative Support.

Minneapolis City Council accepts $4.09M sewer grant, approves $2.57M Convention Center contract

The Minneapolis City Council accepted a $4,091,061 Metropolitan Council grant for sewer repairs and pipe lining and approved a $2,569,098.96 contract to replace floor boxes in Convention Center Exhibition Hall E during its July 30 meeting.

City Council (July 30)

The Council also accepted two State of Minnesota grants for employment and training services: $1,252,963 and $500,463. Members approved an interim use permit for an emergency shelter at 219 4th St S and advanced rezoning and an alley vacation for properties at 3000 Minnehaha Ave and 3033 Snelling Ave.

The committee approved a $1,400,000 three-year contract with Hennepin Technical College for police cadet training. It also approved a $300,000 contract amendment with A Mother's Love Initiative and a $3,000 amendment with Center for Multicultural Mediation, both for trauma response services. A $21,000 amendment was approved with GovWorx, Inc. for 911 quality assurance software, and a $150,000 grant from the Minnesota Department of Health was accepted for family home visiting services.

Enterprise & Labor Relations (July 20)

The committee approved a $1,369,100 contract with Ebert, Inc. for the Fire Department Training Apparatus Expansion Project. It established a Director Environmental Health position with a salary range of $131,575 to $155,971. A $290,000 contract increase was approved with Saba Software (Canada), Inc. for performance management system support. Legal settlements totaling $120,000 were approved for Cameron Cecchini ($35,000) and Terrence Floyd ($85,000). The body approved a state-mandated food hall license law and sent forward a $300,000 U.S. Department of Justice grant application for the NIBIN Modernization Program. It also approved a directive to analyze legislative budget processes and received tracking and reform reports.
