Milford school committee approves $99,979 in Jonathan Law project amendments

The Milford Permanent School Facilities Building Committee approved two contract amendments totaling $99,979 and three payment requisitions totaling $65,470.02 for work at Jonathan Law High School at its Aug. 13 meeting. All votes were unanimous.

School project spending approved

The committee approved Amendment #001 to the Silver Petrucelli agreement for $96,459.00 and Amendment #002 for $3,520.00, both for hazardous materials assessment and additional engineering services. Milford aldermen approve Stowe Avenue lease, $512,885 grant; P&Z OKs housing

The Board of Aldermen approved a 25-year lease for 68 Stowe Avenue and a $512,885 community development grant application at its Aug. 3 meeting. The Planning and Zoning Board approved a six-unit affordable housing project and other permits at its Aug. 4 meeting. Both boards acted on items that will affect city property, housing, and funding.

Board of Aldermen

The Board of Aldermen unanimously approved a 25-year lease for the property at 68 Stowe Avenue. A public hearing on the lease was held earlier that evening; seven speakers testified in favor, with no opposition, and no vote was taken at the hearing. The board also unanimously approved a $512,885 community development grant application (after an amendment) and a state early voting grant. Budget Memo Transfers #7 and #8 were approved unanimously.

A resolution to impose a temporary moratorium on Flock and other cameras was added to the agenda and then tabled to the September meeting by an 8-6 vote.

Planning & Zoning Board

The Planning and Zoning Board approved three applications on Aug. 4:

• A special permit for a yoga studio at 13 River Street (unanimous).
• A site plan for a 6-unit affordable housing development at 21-29 Meadowside Road (7-2).
• A special exception with coastal site plan review for a golf performance center at 130 Coram Lane (unanimous, with conditions).

Other decisions

The Inland Wetlands Agency on Aug. 5 approved an addition and deck at 944 Milford Point Road with conditions, including erosion controls, stormwater treatment, and a construction bond. It also issued a jurisdictional ruling for a 32-foot bog bridge at Solomon Woods (Ricci abstaining). No action was taken on a proposed playground and parking project at 0 Old Point Road, and an application for 460 Bic Drive was withdrawn.

The Veterans, Ceremony & Parade Commission on Aug. 13 set the 2026 Veterans Day Parade for Nov. 8 at noon (rain date Nov. 15), the Veterans Day Ceremony for Nov. 11 at 10:45 a.m. at the Doughboy Monument, and the Victory over Japan Day Ceremony for Sept. 2 at 9 a.m. at the WW2 Monument. Milford roundup: Sewer Commission approves yoga studio sewer access; Fair Rent Commission elects leaders

This week, Milford's Sewer Commission approved public sewer access for a yoga studio at 13 River Street, and the Fair Rent Commission elected new leadership and adopted a monthly meeting schedule. The Board of Finance considered budget transfers, and the Board of Aldermen held a public hearing on a property lease.

Sewer Commission

The Sewer Commission met July 29 and approved a request to change the use of 13 River Street from a restaurant to a yoga studio, granting public sewer system access. The vote was unanimous. The commission also approved Wastewater payments of $49,008.19 and Sewer Commission payments of $25,473.70, both unanimously, and approved the June 24, 2026 meeting minutes.

Fair Rent Commission

The Fair Rent Commission held an organizational meeting July 28. Members unanimously elected Jane Byrnes as Chair and Nancy Forvil as Vice Chair. They also voted unanimously to direct staff to establish a recurring monthly meeting schedule, replacing the previous on-demand format. The commission discussed pending hearing dates and the need to recruit alternate members.

Board of Finance

The Board of Finance met July 27 with two budget transfer memos on its agenda for fiscal year 2026. Fire Commission

The Board of Fire Commissioners unanimously appointed Adam Hansen as Assistant Chief of the Milford Fire Department. It also approved the June 16, 2026 meeting minutes (unanimous).

Economic Development Commission

The Commission unanimously voted to recommend that the Mayor and City engage with the Connecticut Main Street Center to assist with revitalization, specifically in the Devon neighborhood. Members also discussed strategic priorities including business outreach, waterfront connectivity, and the need for additional department staffing. The Commission approved its July 22, 2026 agenda (unanimous) and the June 24, 2026 meeting minutes (unanimous).

Fair Rent Commission

Milford roundup: Aldermen authorize lead line replacement at City Hall, pension board approves 3% COLA for retirees

The Milford Board of Aldermen voted 13-2 on July 6 to authorize the Regional Water Authority to replace lead service lines at City Hall, part of a busy two-week stretch that also saw the Pension & Retirement Board approve a 3% cost-of-living adjustment for retirees.

The Board of Aldermen met July 6 and took several unanimous votes: appointing Nancy Forvil and Mary Jane Byrnes to the Fair Rent Commission, appointing Meghan Doyle to the Regional Water District Policy Board, approving a State Emergency Management Performance Grant, and approving refunds of $14,781.44.

The Board approved compensation ordinance amendments for non-represented employees 11-4 and entered executive session unanimously to discuss the Fire Chief employment agreement.

Ordinance Committee

The Ordinance Committee forwarded two ordinances to the full Board. The first amends compensation for city officials and employees, reflecting collective bargaining agreements with an aggregate increase of $242,852; it passed 4-1. The second amends Chapter 19 to set Fire Chief health and dental insurance benefits by employment contract; it passed unanimously.

Pension & Retirement Board

On July 16, the Pension & Retirement Board unanimously recommended a 3% cost-of-living adjustment, with a minimum of $120 per year, for all retirees who retired in 2024 or earlier. The adjustment would be effective Jan. 1, 2027.

The board also unanimously approved pension calculations for Mark Demchak at $61,596.50 annual and Anthony Fabrizi at $150,087.83 annual. It approved withdrawal refunds of $5,919.19 for Sean Coubrough and $205.38 for Carol Kane, and authorized vendor payments of $117,312.77 to Beirne Wealth Consulting and $6,000.00 to Michael J. Paolini, CPA. All votes were unanimous.

Historic District Commission

Milford Historic District Number 2 South of the Green approved a Certificate of Appropriateness for Scott N. Koschwitz and Ingeborg C. Loff-Koschwitz covering front entry work, 6-over-6 window replacements, aluminum siding removal, basement hopper windows, a Bilco door, and garage gutters. The commission determined that five other residential projects did not require a Certificate of Appropriateness: James Ferrara at 68 High St (roof, gutters, siding); Brian and Alexandra Wachtner at 19 Reed St (fencing replacement); Michael and Dana Shaheen at 26 Reed St (window replacement); Timothy and Jacqueline Casey at 59 Green St (window replacement); and Pieter Moen at 59 High St (roof and gutters). Animal Shelter Commission

The Animal Shelter Commission unanimously approved a $345.17 payment from its Other Med Fees and Services account to cover a VCA Shoreline veterinary invoice on July 13. The commission also unanimously approved its meeting minutes and the warden's monthly report.

The Permanent School Facilities Building Committee met July 7 but adjourned at 7:20 p.m. without action because no quorum was present; the meeting was rescheduled to July 14. Milford Board of Aldermen approves lead line replacement at City Hall, forwards $242,852 compensation increase

The Milford Board of Aldermen authorized the Regional Water Authority to replace lead service lines at City Hall in a 13-2 vote on July 6, 2026, the most consequential decision in a busy two-week stretch of city meetings. Inland Wetlands Agency

Conservation Commission

The Conservation Commission conducted a site visit at Caswell Cove Open Space on June 30, using a standardized Open Space Assessment Form to record ecosystem health observations. Commissioners noted the parcel consists mostly of mown grass with extensive invasive species along the shoreline. Commissioners also collected picnic litter and fishing debris found along the shoreline.

Milford Roundup: Sewer Contracts Adjusted, Chick-fil-A Cleared for Barnes & Noble Lot, Boys & Girls Club Design Advanced

Milford's Sewer Commission approved a maintenance agreement and several contract change orders totaling net reductions to pump station upgrade contracts at its June 24 meeting, making it the most consequential financial action of the past two weeks. The commission unanimously approved the Wheeler's Farm Road Maintenance Agreement and accepted multiple change orders, including a $218,359.36 decrease to the VMS ARPA contract and a $70,000 decrease to the VMS Bonded contract. A discussion on sewer connection fees was tabled.

Sewer Commission — June 24

The commission acted on six change orders, all approved unanimously. The VMS ARPA Change Order #7 decreased the contract by $218,359.36, and VMS Bonded Change Order #2 decreased that contract by $70,000. A Weston & Sampson ARPA purchase order was reduced by $5,115.50, while a Weston & Sampson Bonded purchase order was increased by the same $5,115.50. The Kovacs Change Order #3 increased the Rogers Avenue contract by $12,117.84. The commission also approved Weston & Sampson Additional Construction Engineering Services. The sewer connection fee discussion was tabled unanimously.

Economic Development Commission — June 24

The commission was informed that Chick-fil-A was approved to move into the Barnes and Noble parking lot with two drive-thru lanes. The commission unanimously approved its April 2026 meeting minutes and set July 22, 2026 as its next meeting date. Discussion included hotel conversions and possible engagement with Connecticut Main Street.

Boys & Girls Club Building Committee — June 24

The building committee reviewed and approved multiple design directions for the Tudor Road Boys & Girls Club renovation. The committee approved using the existing Spectrum contractor for demolition work, with all changes requiring committee approval. It approved adding EV parking spaces with pay stations, with solar options to be explored. The basketball court will use asphalt paving with full color painting as the base bid, with a sport court as an alternate. Cameras were removed from the base bid and made an add alternate with pan capability for exterior use. A playground water fountain, pergola/shade, and additional plantings were approved as add alternates. The committee approved acoustical sealant at all walls and selected interior finishes described as brighter, blue with teal accents, with no green. Conference room furniture for up to 30 board members with mobile tables was approved.

MRHP — June 23 (Agenda Only)

The Milford Redevelopment & Housing Partnership discussed retaining independent legal counsel for the Executive Director's retirement and transition. A resolution would authorize the Chairman to negotiate an engagement letter with legal services up to $50,000. Minutes have not yet been published.

Chick-fil-A approved for Barnes & Noble parking lot in Milford; building committee advances Boys & Girls Club design

The Milford Economic Development Commission learned last week that Chick-fil-A has received approval to open a restaurant with two drive-thru lanes on the Barnes & Noble parking lot. The news was reported during the commission’s June 24 meeting, according to official minutes. The decision was among several notable actions and discussions across city boards and commissions over the past two weeks.

Boys & Girls Club renovation takes shape

The Tudor Road building committee approved a series of design decisions for the Boys & Girls Club renovation at its June 24 meeting. Members voted to use the existing Spectrum contractor for demolition work, with all changes requiring further committee approval. The committee also signed off on adding electric-vehicle parking spaces with pay stations, while directing that solar options be explored, and selected asphalt paving with full-color painting as the base bid for the basketball court — a sport-court surface will be an alternate. Cameras were removed from the base bid and made an add alternate with pan capability for exteriors. Other approvals included playground water fountain, pergola/shade and additional plantings as add alternates; acoustical sealant at all walls; interior finishes in brighter blue with teal accents; and conference room furniture for up to 30 board members with mobile tables.

Sewer Commission signs off on contract changes

The Sewer Commission, meeting June 24, unanimously adopted a maintenance agreement for the Wheeler’s Farm Road pump station and accepted multiple change orders. The votes included a $218,359.36 decrease to the VMS ARPA contract, a $70,000 decrease to the VMS bonded contract, a $5,115.50 reduction on a Weston & Sampson ARPA purchase order offset by an equal increase to a bonded purchase order, and a $12,117.84 increase to the Kovacs Rogers Avenue contract. Commissioners also unanimously approved additional construction engineering services from Weston & Sampson. A discussion on sewer connection fees was tabled on a unanimous vote.

In other recent actions

The Board of Finance canceled its June 29 meeting due to a lack of quorum and will resume its regular schedule in July. The Conservation Commission held a June 30 site walk at Caswell Cove Marina to assess trees, invasive plants, wildlife and trash, and discussed enlisting neighbors for a cleanup and adding signage to deter illegal dumping. The Park, Beach & Recreation Commission met July 1 for a routine agenda that included golf course operations and a bench dedication program update; no votes were scheduled. The Milford Redevelopment & Housing Partnership’s June 23 agenda included a proposed resolution to retain legal counsel for the executive director’s retirement, authorizing expenditures up to $50,000; minutes from that meeting are not yet available.

The Board of Aldermen meets July 6 to consider appointments to the Fair Rent Commission — Nancy Forvil (landlord vacancy) and Mary Jane Byrnes (tenant vacancy) — and to name Meghan Doyle as Milford’s representative to the South Central Connecticut Regional Water District Policy Board. The same day, the Ordinance Committee holds a public hearing on changes to city compensation and public-safety employee benefits. On July 7, the Permanent School Facilities Building Committee discusses selecting an architect for the Foran High School pool renovation and reviews HVAC, roof and hazardous-material projects at several schools. The Planning & Zoning Board also meets July 7 to weigh applications for 61 Milford Point Road, 430 North Street and 34 Buick Avenue. On July 14, the Zoning Board of Appeals reviews submitted materials for property appeals at 39 Westland Avenue, 1 and 3 Chestnut Street, and 71 Lafayette Street. The Tudor Road building committee convenes July 15 to finalize project scope and timeline ahead of the bid package release.
