No decisions in past two weeks; McAllen boards to vote on tax rate, $14M in reimbursements
No city board has taken a final vote in the past two weeks. All recent meetings were agenda-only or discussion workshops, and minutes have not yet been published. The most consequential decisions are scheduled for today, Aug. 24, when the TIRZ #1 Board will consider more than $14 million in developer reimbursements and the City Commission will take a record vote on the 2026 tax rate.
Recent meetings
- **Aug. 10 – City Commission workshop**: The board discussed the upcoming regular meeting agenda and authorized executive sessions for legal consultation on contracts, real property, personnel, and economic development. No votes were taken.
- **Aug. 10 – City Commission regular meeting**: The agenda included public hearings and votes on rezoning more than 40 properties to the new Unified Development Code, adoption of the 2024 International Fire Code, and conditional use permits for a smoke shop and a bar. Minutes have not been published.
- **Aug. 12 – City Commission budget workshop**: Discussion-only meeting on the Fiscal Year 2026–2027 city budget, with an executive session. No votes.
- **Aug. 18 – City Commission budget workshop**: A second discussion of the same budget, also with an executive session. No votes.
Upcoming meetings (Aug. 24)
- **TIRZ #1 Board**: The board will consider three developer reimbursement requests totaling $14,003,032.08 (request #49: $1,911,988.02; #50: $6,258,844.80; #51: $5,832,199.26). It will also appoint a board chair for 2027 and receive a status update on the Tres Lagos Project.
- **Tres Lagos PID Board**: The board will vote on the 2026–2027 Service and Assessment Plan and Assessment Roll, which include debt service, maintenance, and technology assessments. It may also accept donations of real property and request board member appointments from the City of McAllen.
- **City Commission**: The commission will hold a public hearing on rezoning and conditional use permits, then take a record vote on the proposed 2026 tax rate and schedule a public hearing. The consent agenda includes a financing agreement with the Texas Water Development Board for a brackish groundwater treatment plant, an interlocal contract with McAllen ISD for Quinta Mazatlan, and removal of uncollectible tax accounts. Tabled items include an airport firefighting foam contract and a sidewalk variance request.
- **City Commission workshop**: The commission will discuss the proposed FY 2026–2027 budget and review the 2026 Community Survey results. No votes are scheduled.
Coming up
All four meetings are scheduled for today, Aug. 24. The TIRZ and PID boards meet in the morning, and the City Commission meets in the afternoon and evening. The tax rate vote and the $14 million reimbursement package are the most consequential items on the agenda.
