Mashpee boards prepare for October Town Meeting; no decisions in past two weeks

No decisions were made by Mashpee boards during the past two weeks; all recent meetings were agenda-only, with minutes not yet published. The most consequential item on the horizon is the Select Board's review of a property revaluation contract and the draft October Town Meeting warrant at its meeting today, Aug. 24.

Recent meetings

The Select Board on Aug. 10 held public hearings on an Eversource right-of-way petition and common victualler licenses, and reviewed proposed cemetery fees, a dog bylaw amendment, and the draft third of the October Town Meeting warrant. The board also discussed housing rehabilitation cases and entered executive session on litigation.

The Zoning Board of Appeals on Aug. 12 continued a 40B comprehensive permit hearing for a 65-unit rental development with 17 affordable units at Route 28 and Jobs Fishing Road, and heard a special permit for a garage with living space at 9 Tuspaquin Road. The board also considered a written finding for additions at 45 Nehoiden Road and a variance for a dwelling in a flood zone at 24 Seconsett Point Road.

The Planning Board on Aug. 12 was scheduled to vote on a requested continuance for a Verizon Wireless special permit for a 130-foot monopole tower at 524 Great Neck Road North. The Finance Committee met on Aug. 13 and Aug. 20 to review and act on warrant articles for the October Town Meeting, including articles on hold and new articles.

The Conservation Commission on Aug. 20 reviewed 12 Notices of Intent, including septic upgrades, house reconstructions, and coastal work. The Housing Authority on Aug. 13 reviewed FY2026 financials and capital projects, including the Homeyer Village roof, windows, doors, and siding project and an EMG fire alarm panel replacement. The Board of Health on Aug. 19 considered two septic system variance requests and discussed, without voting, proposed changes to nitrogen removal standards.

The Upper Cape Regional Transfer Station board held an executive session Aug. 12 to negotiate a final contract with Cavossa Disposal Corp. for reuse of the facility. The Community Preservation Committee attended the Select Board meeting on Aug. 10 but took no action.

Upcoming meetings

Today, Aug. 24, the Select Board will review amended policies for athletic field and building use, Community Preservation Act financials, a recommendation to award a contract to PK Valuation Group for the FY2027-FY2028 revaluation update, and Draft #4B of the October 2026 Annual Town Meeting Warrant. The board will also consider appointments to the Waterways Commission and the Economic Development Industrial Corporation, and sign a proclamation for Mary Kinder Day.

On Aug. 25, the Community Preservation Committee will review account balances and prepare for its annual public hearing on Sept. 22. The Conservation Commission on Aug. 25 will discuss water quality, receive updates on restoration projects, and review a Notice of Intent for a new single-family dwelling at 190 Monomoscoy Road. The Economic Development and Industrial Committee will meet Aug. 25 to review the Guide to Doing Business in Mashpee and the Community Kitchen project, with a guest speaker from Barnstable County.

The Zoning Board of Appeals on Aug. 26 will continue the 40B comprehensive permit hearing for the 65-unit rental development, and also consider a written finding for an addition at 63 Monahansett Road and a special permit to raze and replace a home at 68 Waterway. The Finance Committee on Aug. 27 will continue its review of warrant articles and finalize explanations.

Mashpee boards tackle subdivision, hiring, and cemetery plans; decisions pending

Over the past two weeks, Mashpee town boards met on a range of topics, including a proposed subdivision, new firefighter hires, cemetery expansion, and lake management. All meetings were agenda-only, and minutes have not yet been published, so no final votes or decisions are recorded.

Planning Board

The Planning Board met twice. At its July 27 meeting, it interviewed Teresa Ronhock for an associate member vacancy, with a possible vote to fill the seat through May 8, 2027. On August 5, the board discussed a request to subdivide a 2.71-acre lot at 333 Rock Landing Road into five lots. It also considered approving a bond release for Silver Leaf Lane and funding engineer invoices for Ed Pesce projects on Willow Circle, Chipotle, and Silver Leaf Lane. The board discussed proposed amendments to subdivision regulations covering attractive nuisances, applicant-funded peer review accounts, and site inspection procedures.

Select Board

The Select Board met jointly with the Planning Board on July 27 to interview a candidate for the Planning Board vacancy. It also reviewed one-day liquor license applications for concerts at The Listening Room of Cape Cod (August 6 and November 6, 2026) and a comedy show at the Cape Cod Children's Museum (November 17, 2026). The board discussed pickleball court operations and certified the hiring process for two entry-level firefighters/EMTs, Gabriel Tellez and Joshua Vinitsky. It entered executive session to discuss negotiations with Deputy Police Chief Thomas Rose.

Community Preservation Committee

The Community Preservation Committee met on July 28 to reconsider prior votes on a Ponds Diagnostic Study, Shared Regional Housing Services, and Friends of Mashpee National Wildlife Refuge. It also voted on setting 10% of FY27 estimated revenue into reserves and re-organized by electing a chair, vice chair, and clerk.

Other notable meetings

The Cemetery Commission reviewed a draft master plan for the Great Neck Woods Cemetery expansion, discussed designating a Muslim section, reviewed plot fees, and considered a letter from Jennifer Hagan regarding disinterment for burial. The Upper Cape Regional Transfer Station Board of Managers met entirely in executive session to negotiate a final contract with Cavossa Disposal Corp. for reuse of the facility; no public session was held. The Waterways Commission interviewed applicants Michael Zafiropoulos and Larry Travers, discussed Ockway Bay dredging and marina updates, and reviewed proposed mooring rule changes. The Conservation Commission reviewed water quality issues, a project at 61 & 67 Shoestring Bay Road, and updates on Red Brook Road Culvert, Upper Quashnet Restoration, and Johns Pond Milfoil removal. The Finance Committee interviewed a candidate for a vacant seat and reviewed draft articles for the October Town Meeting warrant. The Historical Commission finalized commissioner roles and reviewed the 2026 Local Comprehensive Plan.

Mashpee boards weigh 65-unit Route 28 housing proposal, budget transfers, and cemetery expansion plans

Mashpee's boards and committees turned their attention to housing, budget transfers, and water quality in a busy stretch of late-July meetings. Because minutes have not yet been published for any of the sessions covered below, the items reflect what was scheduled on each agenda rather than confirmed outcomes.

Zoning Board weighs 40B rental proposal on Route 28

The Zoning Board of Appeals scheduled a continued public hearing on a comprehensive permit under M.G.L. 40B for 65 rental units — 17 of them affordable — on 1.86 acres at Route 28 and Jobs Fishing Road. The agenda also listed written findings for nonconforming structures at 63 Monahansett Road and 14 Little Neck Lane, both continued to September 9, 2026; a special permit to raze and replace a garage at 9 Tuspaquin Road; and an appeal of the building commissioner's failure to act on building permits for 22 and 26 Oyster Way.

Finance Committee takes up end-of-year transfers

The Finance Committee met July 22 to consider and approve requests for end-of-year budget transfers, with no other substantive items listed. A second Finance Committee meeting on July 30 was set to interview a candidate for a vacant committee seat, review Draft #1 of October Town Meeting Warrant articles, and approve minutes from July 9 and July 22.

Select Board and Planning Board to interview Planning Board candidate

The Select Board and Planning Board held a joint session July 27 to interview Teresa Ronhock and possibly vote to fill an associate member vacancy on the Planning Board through May 8, 2027. The Select Board agenda also included one-day liquor license applications for concerts at The Listening Room of Cape Cod on August 6 and November 6, 2026, and for a "Ships and Giggles" comedy show at Cape Cod Children's Museum on November 17, 2026. The board planned to discuss pickleball court operations, certify the hiring process for two entry-level firefighters/EMTs (Gabriel Tellez and Joshua Vinitsky), and enter executive session to discuss negotiations with Deputy Police Chief Thomas Rose.

Transfer Station contract negotiation set

The Upper Cape Regional Transfer Station Board of Managers scheduled an executive session to negotiate a final contract with Cavossa Disposal Corp. for reuse of the transfer station. The meeting was held entirely in executive session, with no public session scheduled.

Cemetery Commission reviews expansion and fees

The Cemetery Commission agenda for July 27 included review of a draft master plan for the Great Neck Woods Cemetery expansion, discussion of designating a dedicated Muslim section, review of cemetery plot fees, and review of a letter from Jennifer Hagan regarding disinterment of remains for burial at Great Neck Woods Cemetery.

Conservation and water quality discussions

The Conservation Commission met July 23 to reorganize, including a vote for vice chair, and discuss water quality issues and initiatives. The agenda also listed Christine Froehlich's application to join the commission, Teresa Ronhock's property transfer at 136 Degrass Road to a conservation restriction, and Red Brook Road Culvert project updates.

The Freshwater Ponds Committee scheduled a presentation on the state of the ponds by Water Quality Coordinator Ashley Fisher and a conservation update by Assistant Conservation Agent Dan Kent, plus public Q&A.

The Mashpee Wakeby Lake Management Committee planned to accept June 23 minutes, discuss lake measurements taken every two weeks, review a July 21 informational meeting on fresh water ponds at Mashpee Library, and review Mashpee and Wakeby boating regulations.

Community Preservation Committee to reconsider prior votes

The CPC agenda for July 28 included reconsideration of prior votes on a Ponds Diagnostic Study, Shared Regional Housing Services, and Friends of Mashpee National Wildlife Refuge; a vote on setting 10% of FY27 estimated revenue into reserves; and reorganization by electing a chair, vice chair, and clerk.

Other committee activity

The Inclusion and Diversity Committee agenda listed discussion of the MIDC budget, a decision to skip the August meeting in favor of homework, a new member update for Nawal Macedo, a survey follow-up, and an Enterprise Column update.

The Economic Development and Industrial Corporation planned to approve June 30 minutes, discuss a Guide for Business, review a resume from Bill Russell of Island Pickle for appointment to the EDIC Board, and hear a treasurer's financial report.
