Macomb County Board approves $7.9M in senior meal contracts, road work, security system

The Macomb County Board of Commissioners approved $7.9 million in senior meal contracts, a $425,960 access control system for the Sheriff's Office, and a $794,777 road rehabilitation contract at its Aug. 13 meeting. The board also approved a $1.5 million budget amendment for the Public Defender's Office and adopted a brownfield plan for a Shelby Township property.

Full Board of Commissioners

The board approved five food service contracts for Senior Services totaling $7,954,799: Elite Catering ($2,253,565), JA FoodService ($158,670), TRIO Community Meals ($2,235,843), Variety FoodServices ($3,246,721), and Catlin Enterprises ($60,000 for pest control). It also approved the $425,960 purchase and budget amendment for the Sheriff's Office Avigilon Access Control System Phase 2, and a $794,777 contract with Pro-Line Asphalt Paving Corp. for pavement rehabilitation on 32 Mile Road.

The board adopted Resolution 2026-15801 approving a brownfield plan for 50770 Birch Drive in Shelby Township and Ordinance 2026-10 amending the FY 2026 budget. It also adopted a proclamation commending James O. Sawyer IV, Ed.D.

Several items were postponed to the Sept. 16, 2026 meeting: the $900,930 Juvenile Justice Center Avigilon Video Surveillance project and the $504,258 purchase of 458 HP Probook laptops.

Committee recommendations

Three joint committee meetings in August produced recommendations that now go to the full board.

On Aug. 10, the Joint Finance/Audit/Budget and Internal Services Committees recommended approval of a $75,000 capital outlay budget amendment (10-1), a $55,250 land survey contract with Spalding DeDecker Associates (11-0), the Sheriff's Office access control system (11-0), the Juvenile Justice Center surveillance project (11-0), $308,234 in IT maintenance agreements with Karpel and Trace3 (11-0), and the $504,258 laptop purchase (11-0).

On Aug. 11, the Joint Government Oversight and Health and Human Services Committees recommended a 3.65 FTE increase for Head Start Teacher Aides (12-0), the five senior meal contracts (all 12-0), and a $60,000 pest control contract with Catlin Enterprises (12-0). A $116,640 Veterans Services budget amendment and media purchase was postponed to Sept. 15 (8-4).

On Aug. 12, the Joint Public Services and Records and Public Safety Committees approved (11-0) the $794,777 road contract, a $200,000 food service agreement with Variety Food Services for the Juvenile Justice Center, and a $1.5 million budget amendment for the Public Defender's Office. They also received and filed a Blue Water Conservation District presentation and a $38,208,556.94 grant agreement for the Rosso Highway Project.

Other recent meetings

The Community Mental Health Board's Program and Budget Committee met Aug. 12 but minutes are not yet published. Its agenda included pursuing NCQA accreditation (not to exceed $65,000), a FY 27-29 Substance Use Department Strategic Plan, marketing materials (not to exceed $12,000), an advertising budget (not to exceed $88,000), and a three-year internet contract with WOW! Internet.

The Macomb County Election Commission met Aug. 20 to review recall petitions against Lenox Township officials; no decisions are published yet.

Civil Service Commission approves four Sheriff's Office hires; county committees to weigh millions in contracts

The Macomb County Civil Service Commission approved four hires for the Sheriff's Office and denied one candidate after a failed psychological evaluation, according to minutes from its Aug. 5 meeting. All votes were 2-0.

Civil Service Commission

The commission approved five eligibility lists for Corrections Deputy, Dispatch, Deputy, Dispatch Operations Manager, and Captain positions. It then approved the hires of Michael Belloli, Brendan Catlin, Noah Jarbou, and Michael McPhillips. Kathryn Przystup was denied a hire after a failed psychological evaluation. The commission also approved payment to Harold J. Love for psychological evaluations. All votes were 2-0.

Older Adult Advisory Committee

The committee met July 28 and approved its agenda and the minutes from May 26, 2026, with location corrections. It also received and filed monthly updates from the Board of Commissioners for June and July 2026, an action item tracker, and information about the Macomb County Health and Wellness Fair. All votes were 10-0.

Recent meetings without published minutes

Two other county bodies met Aug. 5, but their minutes have not yet been published. The Substance Use Disorder Oversight Policy Board was scheduled to vote on the proposed FY27 PA2 budget and the FY27-29 strategic plan, and to hear updates from the SUD director. The Board of Canvassers was scheduled to canvass and certify the results of the Aug. 4, 2026 election and to consider approval of minutes from its May 5 meeting.

Macomb County committees advance $38.2M Rosso Highway grant; Board approves vehicle purchases and budget amendments

Macomb County's joint committees recommended a $38,208,556.94 grant agreement for the Rosso Highway project and a $24,782,639.94 contract with Dan's Excavating, Inc. for the highway's realignment, both on 12-0-0 votes. The full Board of Commissioners separately approved several vehicle purchases and budget amendments at its July 23 meeting.

Rosso Highway and road projects

The Joint Public Services and Records and Public Safety Committees on July 22 recommended the Rosso Highway grant agreement and realignment contract, both 12-0-0. The committee also recommended a $4,248,539 contract with Pro-Line Asphalt Paving Corporation for Clinton Township roads (12-0-0), a cost-share for Little Mack Ave, Carlier St and S Nunneley Rd with a $2,223,039 county cost (12-0-0), and a cost-share for the 25 Mile Road bridge over the Middle Branch Clinton River with a $450,957 county cost (12-0-0). The committee recommended rescinding the cost share for the Pointe Rosa Street reconstruction (12-0-0). A $100,000 budget amendment for Community Corrections grants and an $8,000 memorandum of understanding with the Michigan Supreme Court for data extraction were also recommended, both 12-0-0.

Millages and land sale recommended

The Joint Government Oversight and Health and Human Services Committees on July 21 recommended ballot language for the November 3, 2026 election to renew the Macomb County Veterans' Millage at 0.069 mills (11-0-0) and ballot language and agreements for the Macomb County Public Transportation Millage (12-0-0). The committees recommended a $50,000 sale of vacant land (Parcel ID: 15-09-08-326-027) to SE Michigan Land Holding, LLC (12-0-0) and a $100,000 budget amendment and contract with Respectful Removal, LLC for deer remains removal (11-0-0). Civil Service Commission

Election Commission acts on Lenox Township recalls

On July 14, the Macomb County Election Commission voted on recall petitions targeting five Lenox Township officials. Petitions against Supervisor Anthony Reeder, Trustee Joseph Marino, and Treasurer Jennifer Pflueger-Sutherland each passed 2–1, clearing the way for those recall efforts. A petition against Clerk Michelle Gurley also passed 2–1, while recall petitions numbered 2 through 5 against the Clerk were each defeated 2–1. Civil Service Commission approves eligibility lists and hires

The Civil Service Commission met July 8 and approved a full slate of personnel actions, all by 3–0 votes. The board approved eligibility lists for Corrections Deputy, Dispatch, Deputy, Law Enforcement Sergeant, and Lieutenant positions. It filed pre-employment evaluation requests for four candidates and filed a termination form for Eugene Miller, Sergeant Retired. The commission approved the rehiring of Agron Ujkaj as Corrections Deputy and the hiring of Cooper Armstrong and Mandi Coku. It also authorized $900 in payments to Henry Ford for physical evaluations.

Veterans' Affairs Commission reviews assistance cases

The Veterans' Affairs Commission and Relief Fund met July 7, approving June 16 minutes before entering a closed session to review assistance requests. The commission returned to open session at 11:40 a.m. Of two cases presented, one was approved and one was denied. No dollar amounts or case details were disclosed.

Community Mental Health committee meets

The Community Mental Health Board's Program and Budget Committee held a regular meeting July 8. No specific agenda items such as contracts, budgets, or resolutions were listed. Minutes have not yet been published.
