Lucas County board approves demolition contract, weighs ditch report and Sylvania petition

The Lucas County Board of Commissioners approved a demolition contract for the former Canine Care & Control Center and several other items at its Aug. 11 meeting. All votes were unanimous (3-0). The board also held executive sessions on personnel and legal matters.

Demolition contract and other decisions (Aug. 11)

At its regular meeting, the board approved all resolutions on the agenda, including:

• A contract for demolition of the former Canine Care & Control Center, awarded to Advanced Excavation and Demolition.
• Acceptance of a $36,452.36 state grant for precinct election official training.
• Extension of the Precinct Election Official Leave Program through 2027.
• A substance use testing agreement with Avertest, LLC.

• A domestic violence shelter fund disbursement.
• Four personnel appointments and a health plan amendment.

Joint ditch report on agenda (Aug. 18)

The Lucas and Fulton County Commissioners met jointly to consider the 2026 Joint County Petition Ditch Condition Report, along with maintenance assessments and maintenance base reductions. This was the only substantive item on the agenda, alongside routine approval of previous meeting minutes. Minutes have not yet been published, so no decisions are confirmed.

Sylvania land detachment and grants (Aug. 18)

At a separate regular meeting the same day, the board considered a petition to detach land from the City of Sylvania and attach it to Sylvania Township (Parcel No. 82-05369). The agenda also included:

• An Opioid Remediation Grant of $251,645.40 for the Sheriff's Office.
• A third renewal option and price-per-meal amendment for a food service agreement with Armark Correctional Services.
• An Anti-Displacement and Relocation Assistance Plan for CDBG funding.
• Resolutions declaring intent to reimburse expenses for waterline and sewer projects (Eber Road, Indian Road, Fullers Creekside, and others) with tax-exempt debt.

Lucas County commissioners weigh levy renewal, demolition contract; minutes pending

The Lucas County Board of County Commissioners held three meetings in the past two weeks, but minutes have not yet been published, so no official votes or decisions are confirmed. The agendas included a proposed renewal of a 0.17-mill levy for Imagination Station, a demolition contract for a former animal shelter, and acceptance of state and federal grants. Two more meetings are scheduled for Aug. 18.

Aug. 4 – Imagination Station levy, zoo agreement, annexation

The board considered a resolution to place a 0.17-mill renewal levy for Imagination Station on the ballot, an agreement with the Toledo Zoological Society for zoo operations, and an annexation petition for parcels in Swanton Township to the Village of Swanton. Also on the agenda were permission to apply for the NIHHIS Heat Tabletop Exercise Design Challenge 2026 and acceptance of FY2025 State Homeland Security Grant funds for a mass casualty response trailer.

Aug. 4 – Drainage agreements and sewer projects

The board reviewed strategic plan updates from the Facilities and Support Services departments. It considered joint cooperation agreements for drainage maintenance with seven townships (Jerusalem, Monclova, Richfield, Spencer, Springfield, Sylvania, and Waterville), an amendment to a contract with Fishbeck for sewer inspection and a 5-year capital improvement plan, and private agreements for sanitary sewer and water supply lines at Twelve Lakes, Plat 13, Sylvania Township.

Aug. 11 – Demolition contract, election grant, shelter funding

The board considered a contract award to Advanced Excavation and Demolition for demolition at 410 Erie Street, Toledo (the former Canine Care & Control Center), acceptance of a $36,452.36 grant from the Ohio Secretary of State for precinct election official training, a substance use testing agreement with Avertest, LLC (dba Averhealth), an agreement with Toledo Municipal Court for jury services, and disbursement of the first half of 2026 funds to domestic violence shelters.
