Long Beach Council approves $12.2M vehicle purchase, $2.5M playground project

The Long Beach City Council approved a $12,155,000 contract for light- and medium-duty vehicles and awarded a $2,494,260 contract for the Houghton Park Playground Project at its Aug. 18 meeting. The council also adopted an ordinance banning Class 3 electric bicycles on sidewalks and tabled a proposed PEG fee revenue allocation for further research. All votes were 7-0 except the playground contract, which passed 6-0.

City Council actions

At the Aug. 18 meeting, the council approved the vehicle purchase contract with five dealers, including lease-purchase financing options. It also approved a $414,375 engine parts and repair services contract with Harbor Diesel and Velocity Truck Centers, a $400,000 amendment to a helicopter parts contract with Rotorcraft Support, Inc., a $95,226 health insurance outreach grant agreement with the County of Los Angeles, and $34,300 in district priority funds for community events and programs. The playground contract with Environmental Construction, Inc. includes a $249,426 contingency.

Earlier, on Aug. 11, the council approved an $8,063,280 contract with Manson Construction Co. for the Alamitos Bay Entrance Channel Dredging Project, plus a 15% contingency, totaling $9,272,772. It also authorized a $165,000 settlement in the case Jonathan Mejia v. City of Long Beach, directed the City Manager to prepare an ordinance regulating false advertising by pregnancy services centers (with amendments removing civil enforcement and administrative pathway provisions), and adopted Ordinance No. ORD-26-0021 on towing services contracting. All votes were 9-0.

Other boards and commissions

The Marine Advisory Commission voted 5-0 on Aug. 13 to deny an appeal from Mats Naevra and uphold the Marine Bureau's decision to terminate his permit for violating marina rules, effective Aug. 20, 2026. The commission also approved its June 11 minutes and received staff reports.

The Ethics Commission on Aug. 12 created two new ad hoc committees: one on Community Outreach (Chair Coleman and Commissioner Pollack) and one on Investigative Protocol (Vice Chair Eaton and Commissioner Gillette). All votes were unanimous, with one member absent for some items.

The Planning Commission on Aug. 20 approved a 4-1 vote finding the Fiscal Year 2027 Capital Improvement Program in conformity with the General Plan. It also received and filed the tenth annual review of the Golden Shore Project Development Agreement, affirming compliance for July 2025 through June 2026.

The Transactions and Use Tax Citizens' Advisory Committee on Aug. 13 approved an amended FY27 Budget recommendation letter to the Mayor and City Council, dissolved the ad hoc committee that drafted it, and elected Member Ntuk as Chair and Vice Chair Hower as Vice Chair, both unanimously.

The Budget Oversight Committee on Aug. 17 voted 2-0 to receive and file public comments on the FY 27 Proposed Budget. On Aug. 11, it had approved minutes and received presentations on Measure US and a fee study audit.

The Housing Authority of the City of Long Beach on Aug. 11 approved its June 9 minutes and received and filed Financial and Operational Performance Reports for September 2025, both 6-0.

Long Beach Council approves $8M dredging contract, $165K settlement

The Long Beach City Council on Aug. 11 approved an $8,063,280 contract with Manson Construction Co. for the Alamitos Bay Entrance Channel Dredging Project, plus a 15% contingency, bringing the total to $9,272,772. The council also authorized a $165,000 settlement in the case Jonathan Mejia v. City of Long Beach. Both votes were 9-0.

City Council

On Aug. 11, the council also directed the city manager to prepare an ordinance regulating false advertising by pregnancy services centers, with amendments removing civil enforcement and administrative pathway provisions. It approved a Union Pacific Railroad Corridor coordination framework, granted an entertainment permit with dancing to Pure Ultra Lounge, and adopted Ordinance No. ORD-26-0021 on towing services contracting. All votes were 9-0.

At an Aug. 4 special meeting, the council approved a consent calendar of 17 items, including transfers of district priority funds: $5,100 from the Third District, $4,080 from the First, $6,350 from the Fifth, and $1,550 from the Sixth. It also approved a $130,450 contract amendment with InProduction for grandstands at F&M Bank Amphitheater, a $1,030,444 amendment with AECOM for groundwater monitoring, a $150,000 grant from the Knight Foundation, and a $150,000 annual increase for towing services contracts. All votes were 7-0 with two members absent.

Finance Authority

On Aug. 5, the Finance Authority of Long Beach approved a resolution authorizing a revolving credit facility lease financing of up to $50 million for city capital projects and equipment. The board also amended the motion to update the Fee and Interest Rate Agreement with revised Wells Fargo pricing. Both votes were 2-0.

Other boards and commissions

The Long Beach Continuum of Care Board on Aug. 4 approved the FY 2026 CoC Project Priority Listing for HUD submission, including reallocation recommendations, and approved the Recovery-Oriented Housing Policy and Coordinated Entry System interim guidance. Votes ranged from 6-0 to 8-0.

The Economic Development Commission on Aug. 5 adopted the updated EDA Revolving Loan Program Administrative Plan and approved a motion to coordinate letters of support for OZ 2.0 tracts, both 9-0.

The Marine Advisory Commission on Aug. 13 denied an appeal from Mats Naevra and upheld the Marine Bureau's decision to terminate his permit, effective Aug. 20, 2026, by a 5-0 vote.

Coming up

The City Council will hold a budget hearing on Aug. 18 for the proposed FY 2027 budget for the Police, Health and Human Services, and Community Development departments. The agenda includes a contract for vehicles up to $12,155,000 annually, a $2,494,260 contract for the Houghton Park Playground Project, and an ordinance on electric bicycles.

The Budget Oversight Committee meets Aug. 17 to receive public comments on the FY 27 proposed budget, and Aug. 18 to review traffic safety and public works programs.

Long Beach City Council approves $5.1M in district funds; boards advance homeless services, economic development

The Long Beach City Council approved a consent calendar of 17 items on Aug. 4, including $5.1 million in district priority fund transfers and several contracts. Other boards this week advanced homeless services funding and economic development plans.

City Council approves $5.1M in district funds, contracts

The council voted 7-0 (two members absent) to approve a consent calendar that included multiple transfers of district priority funds for community contributions. Among them: $5,100 from Third District funds for flags, a library event, block party, jazz festival, cheer boosters, parks charity, and a summer concert; $4,080 from First District funds for a library event, ADA reception, and Ms. Wheelchair America; $6,350 from Fifth District funds for contributions to LBCC Foundation, St. Luke's Church, Disabled Resources Center, Arts Council, library, parks, and a neighborhood association; and $1,550 from Sixth District funds for Arts Council, National Night Out, QFilm Festival, and 5k Liberation Walk.

The council also approved a $130,450 contract amendment with InProduction for grandstands at F&M Bank Amphitheater (total not to exceed $5,590,450), a $1,030,444 amendment with AECOM for groundwater monitoring and landfill gas system (total not to exceed $4,874,697), a $150,000 grant from the Knight Foundation for the Technology and Innovation Department's Collaboratory Program, and a $150,000 annual aggregate increase for towing services contracts (total not to exceed $350,000).

Homeless services and housing decisions

The Homeless Services Policy Subcommittee approved a $50,000 budget plan for a Mayor's Fund pilot hygiene project (3-0) on July 27. The plan will be submitted to the Mayor and City Council.

The Long Beach Continuum of Care Board on Aug. 4 approved the FY 2026 CoC Project Priority Listing for HUD submission (6-0, 2 abstentions), along with FY 2026 reallocation recommendations (6-0, 2 abstentions). The board also approved the Recovery-Oriented Housing Policy (8-0) and the Coordinated Entry System interim guidance (8-0). A scoring appeals item was tabled.

Economic development and other boards

The Economic Development Commission on Aug. 5 adopted the updated EDA Revolving Loan Program Administrative Plan (9-0) and approved a motion to coordinate with staff to submit letters of support for selected city tracts for the OZ 2.0 Program (9-0).

The Cultural Heritage Commission on July 28 received and filed draft Objective Design Standards for Accessory Dwelling Units on historic properties (6-0). The Budget Oversight Committee on July 28 approved its FY 27 meeting and presentation schedule (3-0). The Finance Authority of Long Beach on July 29 adopted Resolution No. FALB-01-2026 to set meeting dates for Aug. 5 and Sept. 23, 2026 (2-0).

Coming up

The City Council meets Aug. 11 to consider an $8,063,280 contract with Manson Construction Co. for the Alamitos Bay Entrance Channel Dredging Project, a proposed ordinance prohibiting false or misleading advertising by pregnancy services centers (with civil penalties up to $10,000 per violation), and a $450,000 contract with YWCA of Greater Los Angeles for reentry services. The Marine Advisory Commission will hold a public hearing Aug. 13 on an appeal of a marina permit termination. The Transactions and Use Tax Citizens' Advisory Committee meets Aug. 13 to review Measure A fund allocations in the proposed FY27 budget. The Ethics Commission meets Aug. 12 to discuss an updated draft investigation protocol.

Long Beach City Council approves service contracts and workers' comp payments; SERRF demolition meeting cancelled

The Long Beach City Council approved a series of contracts and workers' compensation payments at its July 21 meeting, while a separate Southeast Resource Recovery Facility board meeting where a $5.7 million demolition contract was scheduled for a vote was cancelled.

City Council service contracts

The Council awarded workforce development contracts to Jobs for the Future and Telling Your Story, each not to exceed $600,000 annually (8-0). It adopted Resolution RES-26-0110 for a Cintas Corporation uniform and mat rental contract not to exceed $480,000 annually (8-0), and awarded a locksmith services contract to Hill's Bros. Lock & Safe, Inc. not to exceed $148,500 annually (8-0).

Workers' compensation payments

The Council authorized workers' compensation payments to three employees: Gerardo Perez ($87,942.50), David Ward ($106,502.50), and Ignacio Zavala ($83,302.50) (8-0).

District priority funds

The Council approved several appropriation increases from district priority funds for community organizations and events:

• $1,400 in 6th District funds for Conservation Corps of Long Beach, New Way of Life Reentry Project, and Cambodia Town Inc. (8-0)
• $1,300 in 4th District funds for Josie Avenue block party, Ostrom Avenue block party, and Friends of the Long Beach Public Library (8-0)
• $7,277 in 7th District funds for LGBTQ Center Long Beach, Developing Future Leaders, Rebuilding Together Long Beach, LULAC, and Partners of Parks (8-0)
• $3,750 in 2nd District funds for Bluff Heights Neighborhood Association, Carroll Park Association, Friends of the Long Beach Public Library, and Urban Reset Foundation (8-0)

SERRF demolition contract meeting cancelled

The Southeast Resource Recovery Facility board was scheduled to meet July 22 to consider authorizing a demolition contract with Silverado Contractors, Inc. for up to $5,724,470. That meeting was cancelled, so no action was taken. Minutes are not yet available.

Police Oversight Commission

The Police Oversight Commission elected Dr. Naida Tushnet as Chair (6-0) and Commissioner Bender as Vice Chair (6-0). The body approved January 29, 2026 meeting minutes (5-0-1) and received and filed several updates, including the Annual Update from the Office of Ethics and Transparency (6-0), a presentation on the Ralph M. Brown Act and Robert's Rules of Order (6-0), community outreach efforts (6-0), and a quarterly update from the Police Oversight Director (6-0).

Homeless Services Policy Subcommittee

The subcommittee approved a $50,000 budget plan for a Mayor's Fund pilot hygiene project to be submitted to the Mayor and City Council (3-0). Members also approved minutes from the May 11, 2026 meeting (3-0), a recommendation to discuss public engagement strategies (3-0), and a recommendation to discuss future agenda items (3-0).

Other boards and commissions

The Civil Service Employee Rights and Appeals Commission approved minutes for its July 8, 2026 meeting (4-0) and for Administrative Hearing 14-D-2425 (4-0), and received and filed a recommendation to hear disciplinary appeal case 09-D-2425.

The Commission for Women and Girls approved adding Commissioner Delabre to the Mentorship and Education Ad Hoc Committee (7-0), approved June 24, 2026 minutes (7-0), and designated commissioners for the Long Beach Jazz Festival on August 1, 2026 (7-0).

The Cultural Heritage Commission received and filed draft Objective Design Standards for Accessory Dwelling Units on historic properties (6-0) and approved June 30, 2026 minutes (6-0).

The Budget Oversight Committee approved an FY 27 meeting and presentation topics schedule (3-0) and received and filed reports on community budget engagement and the Health and Human Services Department.

The Finance Authority of Long Beach adopted Resolution No. FALB-01-2026 setting meeting dates for August 5 and September 23, 2026 (2-0).

Closed sessions

The City Council held a July 21 closed session to discuss labor negotiations with multiple employee organizations, a lease negotiation for the Long Beach Amphitheater at 1051 Queens Hwy with Legends Global Arena Management, LLC, and existing litigation related to Southern California Edison Company application U338E for customer-financed facilities for the THUMS Islands. The Government Operations and Efficiency Committee held a separate closed session on workers' compensation claims of Allan Legayada and Juan Fajardo. Minutes for these sessions are not yet published.

Long Beach Roundup: Parks Commission Adopts FY 2027 Fee Changes; Continuum of Care Expands Board

The Long Beach Parks and Recreation Commission adopted fiscal year 2027 fee and program changes for parks and recreation programs during its July 16 meeting. The commission also extended a permit with Long Beach Little League through 2029. All actions passed with a unanimous 4–0 vote.

Parks and Recreation

The commission adopted the FY 2027 fee and program changes (4–0). It approved fee waiver requests per Attachment A (4–0) and extended Right-of-Entry Permit P-00309 with Long Beach Little League through 2029 (4–0). The body authorized a contract for tennis and pickleball classes with Bridge Enterprises (4–0) and filed the July 2026 Director’s Highlights (4–0). Uriarte Smith was elected Chair and Higa was elected Vice Chair (4–0).

Continuum of Care

The Long Beach Continuum of Care Board approved a revised Governance Charter and Bylaws adding nine new board seats, increasing membership to 25 (9–0). The board approved updates to the FY 2026 Scoring and Ranking Policy (10–0) and updates to Reallocation Policies and Procedures (10–0). It also approved receipt and filing of the FY 2026 CoC NOFO discussion (10–0) and June 9 meeting minutes (10–0).

Citizens' Advisory Commission on Disabilities

The commission approved transmittal of a letter to the City Council addressing housing considerations for persons with disabilities (8–0). It also approved transmittal of a letter to the City Council on autism inclusion efforts in Long Beach (8–0). The commission authorized participation and resource table staffing at the September 26 Waves of Ability event (8–0) and authorized the Autism Inclusion and Certification Ad Hoc Committee members to communicate with councilmembers on autism support (8–0).

Advisory Commission on Aging

The commission received and filed a Long Beach Transit presentation (7–0) and a report regarding the Houghton Park Senior Program (7–0). It also received and filed an Ad Hoc Committees report (7–0) and approved June 10 meeting minutes (6–0).

Other Meetings

The Civil Service Employee Rights and Appeals Commission approved June 24 meeting minutes (3–0) and received and filed a disciplinary appeal for case 12-D-2425. The July 10 Board of Health and Human Services meeting and the July 15 Commission on Youth and Families meeting were cancelled.

Long Beach commissions act on historic district construction, disability housing letters, and committee changes

The Cultural Heritage Commission approved demolition of a garage and construction of a pool and new garage at 2919 East 1st Street in the Bluff Park Historic District, voting 5-0 on June 30. The Commission also recommended City Council approval of Mills Act contracts for six properties, which, if approved by Council, would provide property tax reductions for owners who preserve historic structures.

Cultural Heritage Commission

At its June 30 meeting, the Commission received and filed the Director's Report regarding draft ADU Objective Design Standards (6-0) and approved May 26 meeting minutes (6-0). The Commission recommended City Council approve Mills Act contracts for six properties (5-0) and received and filed its 2025 Annual Report (6-0).

Equity and Human Relations Commission

On July 1, the Commission approved transmittal of a letter from the Justice for Black Workers Ad Hoc Committee to City Council (9-0) and approved an Educational Access and Quality Listening Session Framework (9-0). The Commission also approved a discussion of commissioners' interests and priorities (9-0) and voted to dissolve the Justice for Black Workers Ad Hoc Committee (9-0). June 3 meeting minutes were approved (9-0).

Citizens' Advisory Commission on Disabilities

The Commission voted 8-0 on July 9 to send two letters to City Council: one addressing housing considerations for persons with disabilities and another on autism inclusion efforts in Long Beach. The Commission authorized participation and resource table staffing at the September 26 Waves of Ability event (8-0) and authorized its Autism Inclusion and Certification Ad Hoc Committee members to communicate directly with councilmembers on autism support (8-0). The Commission also approved June 11 meeting minutes (8-0), received and filed an annual ethics update presentation (8-0), and received and filed Brown Act and Robert's Rules training from the City Attorney (8-0).

Advisory Commission on Aging

At a special meeting July 8, the Commission approved June 10 meeting minutes (6-0). It received and filed a Long Beach Transit presentation (7-0), a report on the Houghton Park Senior Program (7-0), and an Ad Hoc Committees report (7-0).

Civil Service Employee Rights and Appeals Commission

The Commission approved June 24 meeting minutes (3-0) on July 8. A disciplinary appeal for case 12-D-2425 was received and filed.

Parks and Recreation Commission Governance Committee

The Governance Committee met July 9, but minutes have not yet been published. The agenda included discussion of fee waiver requests received between June 11 and July 8, an update on proposed fee adjustments for FY27 budget adoption, and updates on damage, loss, theft, finance, and water within the Department of Parks, Recreation and Marine.

Board of Health and Human Services — Cancelled

The July 10 Board of Health and Human Services meeting was cancelled. The agenda had included discussion of the Long Beach Community Foundation Mini Grant Program, the board's annual report, and board focus areas.
