No decisions in Livonia meetings; aerospace tax break, rezoning on upcoming agenda

Livonia boards held several agenda-only sessions over the past two weeks, with no final votes taken. The most consequential item on the horizon is a public hearing on a tax exemption for an aerospace firm that could create more than 20 jobs.

City Council

The City Council met three times in the past two weeks, all without formal action.

On Aug. 10, the Finance and Budget Committee held a pre-budget review for fiscal year 2026-2027. No proposals were made; the session was an early discussion.

On Aug. 17, the Law and Education Committee discussed eight potential ordinance changes, including limiting the distance between bodies of water and new gas stations, a 12-month moratorium on new car washes, and fees for non-emergency 911 calls. The committee will report to the full Council on Aug. 31.

Also on Aug. 17, the full Council reviewed consent agenda items, including waiver petitions for an adult foster care facility at 38525 Eight Mile Road and a Culver's drive-through at 29155 Seven Mile Road. They also considered contract awards for library boiler replacement and ADA restroom renovations. No votes were taken.

A third Aug. 17 session was a study meeting. The Council discussed an intergovernmental agreement with Wayne County for Middle Belt Road improvements (Joy to Plymouth), with the city's share at $204,387. They also reviewed bids for security camera upgrades at recreation facilities, a roof replacement project at city golf courses, and a library elevator modernization contract.

Planning Commission

On Aug. 11, the Planning Commission held public hearings on four petitions, including a rezoning of 32520 Seven Mile Road from C-1 to C-2 for a Jiffy Lube, a liquor license waiver for Fogo De Chao at 38888 Six Mile Road, a second-hand store waiver at 19704 Middle Belt Road, and an amendment to the Vision 21 Master Plan. They also considered a site plan for two self-storage buildings at 28900 Schoolcraft Road. No decisions were made.

Zoning Board of Appeals

On Aug. 18, the Zoning Board of Appeals reviewed four variance requests: a wall sign at 36167 Plymouth, a sign package at 19265 Victor Parkway, a fenced dog run at 31200 Morlock, and maintenance of an off-premise monument sign at 29235 Buckingham. The board did not vote.

• **Planning Commission study meeting** – Aug. 25, 2026. The commission will review three rezoning and waiver petitions, including a rezone of 19250, 19288, and 19292 Farmington Road for a retail building, a waiver for a Planned Residential Development at 28001 Seven Mile Road, and a mausoleum at Mt. Hope Memorial Gardens. They will also consider motions to hold public hearings on data center zoning and land-use moratoria.

• **City Council public hearing** – Aug. 31, 2026, 6:00 p.m. at City Hall Auditorium, 33000 Civic Center Drive. The Council will hear an appeal of the Planning Commission's denial of a waiver for Sasa Head Spa to operate a massage establishment at 33600 Seven Mile Road. They will also consider an Industrial Facilities Exemption Certificate for Beaver Aerospace & Defense, Inc. at 36555 Amrhein Road, which would expand operations and create more than 20 qualified jobs.

Livonia Council directs block parties, waivers, and bids to future agendas; Comcast franchise and SMART credit up for consideration

The Livonia City Council's July 27 study session produced the only confirmed decisions of the past two weeks, with members directing several items — including block party requests, sidewalk waivers, and a boiler replacement bid — to upcoming consent and regular agendas for final action. No final votes were taken at that meeting.

At the July 27 study meeting, the Council moved multiple items to either the Consent Agenda or Regular Agenda of its next regular meeting for approval or denial. Items directed to the Consent Agenda include:

Comcast Franchise, SMART Credit, and CDBG Plan on July 27 Agenda

The Council's July 27 regular meeting agenda included several significant items, though minutes have not yet been published and outcomes are not confirmed. The agenda listed a proposed 10-year cable franchise agreement with Comcast and a SMART transit credit of $89,424 for the Liv&Go program.

Also on the agenda: waiver petitions for an auto repair business at 28755 Plymouth Rd and a banquet facility at 27600 Schoolcraft Rd; proposed ordinance amendments to Chapter 8.16 (Restaurants) and Chapter 3.12 (Senior Citizens Housing Tax Exemption); and approval of the 2026-2030 CDBG plan with hold harmless contracts involving multiple agencies.

Closed Session Set for Shaun Day Litigation

A separate July 27 Council agenda item requested a closed session to discuss attorney-client privileged communications and litigation in Wayne County Circuit Court Case No. 25-010729-NI, Shaun Day v City of Livonia. Minutes for this item have not been published.

Hybrid Meeting Format Discussed

On July 20, the Council Committee of the Whole was scheduled to discuss allowing council and other public meetings to be conducted in person with a virtual Zoom option, as authorized under the Open Meetings Act. The item (CR 47-26) was discussion only and is to be reported at the August 17 regular meeting. Minutes are not yet available.

Planning Commission Reviews Rezoning and Site Plans

The Planning Commission held a July 28 study meeting to review several petitions. Agenda items included a rezoning request for 32520 Seven Mile Road from C-1 to C-2 for a Jiffy Lube; a waiver use request for Fogo De Chao at 38888 Six Mile Road to sell packaged beer and wine; a waiver use request for a second-hand store at 19704 Middle Belt Road; site plan approval and a condition amendment for Clover Self Storage at 28900 Schoolcraft Road; and a rezoning request for properties at 11687-11755 Camden from N1 to C-1 for Fountain Bleu Health and Rehabilitation Center parking.
