Maricopa City Council weighs school resource officer funding, liquor licenses; planning commission takes up wireless tower

The Maricopa City Council met Aug. 4 to consider an intergovernmental agreement that would fund five school resource officers and two special event liquor licenses. The council also heard presentations on a strategic plan and the 2026 state legislative session. Minutes from the meeting have not yet been published, so official outcomes are not available.

City Council

The council was scheduled to vote on two special event liquor licenses for Roots Eatery. One license would cover the Maricopa Stagecoach Days – Salsa Festival on Oct. 24, 2026, at Pacana Park (1900 N Porter Rd). The other would cover Concerts in the Park on Nov. 6, 2026, at Mike Ingram Heritage Park (44240 W Maricopa-Casa Grande Hwy).

The council also considered an intergovernmental agreement with the Maricopa Unified School District for five School Resource Officers. Under the proposed agreement, the district would contribute $591,122.48 over 10 months, with a total of $1,773,367.44 over three years.

In addition, the council heard a discussion on the final draft of the Office of Economic Opportunity’s strategic plan, prepared by Rounds Consulting Group, and a discussion on the 2026 State Legislative Regular Session.

Planning & Zoning Commission

The Planning & Zoning Commission met July 27. The commission was set to approve minutes from its June 22, 2026 meeting (MIN 26-45). It also discussed and was scheduled to act on a Conditional Use Permit for an existing 99-foot wireless facility at 44870 W. Hathaway Ave (CUP 26-02). The commission received a presentation on mid-year permitting status for the Planning and Zoning Division (PRES 26-14), which was for discussion only. A possible executive session to obtain legal advice on agenda items was also listed.

Parks and Recreation Advisory Committee

The Parks and Recreation Advisory Committee met July 29. The committee received staff updates on partnerships for teen services and on parks. It also heard reports from the chair, committee members, and the Council Liaison. The committee was scheduled to approve minutes from its March 26, 2026 and May 13, 2026 meetings.

Arts Committee Approves 2027-2028 Gallery Themes; Council to Vote on School Resource Officer Agreement

The Cultural Affairs and Arts Advisory Committee approved themes and display schedules for the 2027 and 2028 art galleries at its July 20 meeting, the only local government body in the past two weeks with published minutes confirming decisions.

The committee unanimously approved the 2027-2028 Art Gallery themes and schedules. Members also recommended a trial use of an "Art Review Cheat Sheet" as a jurying criteria sheet for the art review process. Approval of the June 15, 2026 meeting minutes was also unanimous.

These decisions set what gallery visitors will see over a two-year cycle and introduce a standardized tool for evaluating art submissions.

Planning & Zoning Commission — July 27

The commission was scheduled to discuss and act on a Conditional Use Permit (CUP 26-02) for an existing 99-foot wireless facility at 44870 W. Hathaway Ave. The agenda also included approval of minutes from the June 22, 2026 meeting (MIN 26-45) and a presentation on mid-year permitting status for the Planning and Zoning Division (PRES 26-14), which was listed for discussion only.
