County boards weigh budget, fire finances, and housing authority overhaul
Lake County boards met over the past week to review budgets, wildfire recovery, and a major housing authority restructuring. No minutes have been published yet, so no final decisions are confirmed, but the agendas show several items that could shape county spending and services.
County commissioners set strategic priorities
The Board of County Commissioners met Aug. 18 to consider formally accepting revised Strategic Priorities, intended to guide budget development, capital planning, and resource allocation during a period of financial and operational transition. The agenda also included a consent agenda with several routine items: ratification of a printer maintenance contract with Peak Digital Office Solutions, ratification of an emergency equipment use invoice from the USDA Forest Service for the Willow Fire, ratification of a third amendment to the Transportation Services Agreement with Downtowner for the Twin Lakes Shuttle Route, approval of a fourth amendment to the sublease agreement with Summit Community Care Clinic at 735 Highway 24 in Leadville, and approval of a CDPHE Indoor Radon Grant. No vote tallies were listed.
Fire board reviews finances and intergovernmental agreement
The Lake County Fire Management Board met Aug. 14 to review June financials, which showed total fire fund expenditures of $1,462,863.07 against a revised budget of $3,366,912.00, or 43.45% used. Overtime is at 132.94% of budget, and call-out pay at 110.62%. The board also discussed the intergovernmental agreement with the City of Leadville covering fire protection services, station ownership, and cost-sharing, and began preliminary budget discussions for operations and capital. Three meeting minutes (April, June, August) are scheduled for approval in September.
Conservation District addresses wildfire recovery and subdivision
The Lake County Conservation District on Aug. 18 discussed Willow Fire recovery efforts, including the CSCB Emergency Management Grant, NRCS Emergency Assistance, and Office of Emergency Management. The district also reviewed the AngelView II Major Subdivision Preliminary Plan, with comments due Aug. 19 and a public hearing set for Sept. 28. Treasurer's reports showed June ending balance of $55,030.19 and July ending balance of $68,697.79. Xcel funding for fuel mitigation was noted at $5,000 deposit. The Seed Cost Share Program reported purchases of $8,903.10 and sales of $4,326.00.
Housing authority considers governance and project items
The Leadville/Lake County Regional Housing Authority on Aug. 19 had resolutions on its agenda to adopt an amended and reinstated intergovernmental agreement with a 3-mill levy limit and county benefits for two staff in 2027, adopt amended bylaws and a fiscal and procurement policy, authorize a ColoTrust account, apply to DOLA's PreDevelopment Program, and approve a compliance services operating agreement for Ptarmigan Flats. The board also discussed a tax initiative proposal.
Other meetings
The Planning Commission on Aug. 10 held a work session on a moratorium and discussed an interview process for board positions. The Board of County Commissioners work session on Aug. 11 received a Q2 financial update and discussed budget priorities. The Animal Shelter Advisory Board on Aug. 19 reviewed shelter staffing, hours, and budget, and discussed a potential partnership with Ark Valley.
