Julia Nye appointed to Laconia City Council; Zoning Board approves short-term lodging

The Laconia City Council on Aug. 17 appointed Julia Nye, a retired attorney, to fill the Ward 5 vacancy, voting 5-0. Nye will serve until Jan. 1, 2028. The council also scheduled a public hearing for Sept. 14 on a $10,000 donation from the Rotary Club for irrigation upgrades at Rotary Park and approved a building permit for 79 Eastman Shore Road South with conditions.

City Council

The council voted 5-0 to appoint Nye after interviewing four candidates. The council also voted 4-0 to schedule the Rotary hearing for Sept. 14. The building permit for 79 Eastman Shore Road South was approved 5-0 with conditions. The council accepted the July 27 meeting minutes 4-0.

Zoning Board of Adjustment

The Zoning Board approved a special exception for short-term lodging at 86 Chapin Terrace, voting 4-1 with one abstention. The approval is subject to conditions including no pets and a fire permit. The board also approved a variance for short-term lodging at 39 Gale Avenue, reversing an earlier denial, 5-0. It granted variances for two dwelling units at 85-87 Garfield Street and for camper storage at 166 Gilford Avenue, both 5-0. A variance request for 16 units at 5 Hilliard Road was denied 5-0. The board continued a rehearing motion for 238 White Oaks Road to Sept. 21.

Heritage Commission

The Heritage Commission approved three demolition permits: 208 Paugus Park Road, 33 White Oaks Road, and 19 Kingsley Avenue/30 Weeks Street. The first two were unanimous; the Kingsley permit passed 3-0 with Chair Marjory Wilkinson abstaining. The commission also accepted the June 10 minutes with a correction.

Putnam Fund

The Laconia Putnam Fund approved a $576 payment to Northeast Communications for advertising and a $4,000 deposit for Wish We Were Floyd. The treasurer's report showed total funds of $97,189.71, with about $26,000 in outstanding invoices. The board accepted the June minutes and treasurer's report.

Technical Review Committee

The Technical Review Committee approved the minor site plan for 43 Washington Street, allowing demolition of a convent building and construction of a smaller addition with accessible restrooms and storage. The approval includes conditions such as sewer service abandonment and ADA compliance. The committee granted a drainage analysis waiver and continued several planning board applications for further review.

Laconia Heritage Commission approves three demolition permits; City Council to fill Ward 5 seat

The Laconia Heritage Commission approved three demolition permits this week, while the Licensing Board and Special Events Review Committee also took action. The Conservation Commission met but took no votes, and the Putnam Fund approved payments. Several city boards attended a training session on the state's Right-to-Know law.

Heritage Commission approves demolition permits

The commission approved demolition permits for 208 Paugus Park Road and 33 White Oaks Road unanimously, and for 19 Kingsley Avenue/30 Weeks Street by a 3-0 vote with Chair Marjory Wilkinson abstaining. The board also accepted the June 10 meeting minutes with a correction.

Licensing Board approves vendor and raffle licenses

The Licensing Board unanimously approved two 4th of July vendors, itinerant vendor licenses for Cup of Ambition, LLC and Winnipesaukee Ice Out LLC, and a raffle license for Lakes Region Board of Realtors, Inc.

Special Events Review Committee approves events, continues motorcycle week parking

The committee unanimously approved the Annual Sock Hop at 25 Beacon Street East and the Summer Carnival at 76 Endicott Street North, both with conditions including obtaining an event license. It continued the Laconia Motorcycle Week parking application for 120 Endicott Street North to September 2, 2026, requiring updated site plans and documentation. The committee also accepted the 2026 Laconia Motorcycle Week After Action Report as official.

Conservation Commission holds discussion-only meeting

Library trustees approve $140,476.92 endowment budget; zoning board grants workforce housing height waiver

The Laconia Board of Library Trustees approved a FY27 Endowment Budget expenditure limit of $140,476.92, the largest dollar decision among recent city board actions. The unanimous vote came at the board's July 23 meeting, where trustees also accepted a framed Donna Manning numbered print donation and decided to use wood rather than PVC for tower window repairs.

Zoning Board grants height waiver for 244 Province St

The Zoning Board of Adjustment approved an equitable waiver for a height violation at 244 Province St, where three apartment buildings had exceeded height limits. The vote was 4-0. The board also continued application ZB2026-071 at 86 Chapin Tr to August 17, 2026 (4-0) and accepted June 16 draft minutes unanimously.

Weirs TIF board recommends phased bandstand project

The Weirs TIF Advisory Board unanimously recommended advancing a boardwalk bandstand project with a total cost not to exceed approximately $100,000. The recommendation covers a stamped engineering plan, structural analysis, and construction. The board also discussed alternatives to beach wave baffles to address sand migration and shoreline erosion, and approved May 20, 2026 minutes unanimously.

City Council Appointments Subcommittee forwards four names

The Appointments Subcommittee recommended four individuals for city boards on July 20. David Wunsch was recommended for the Water Commission, three-year term (2-1). Mitch Hamel was recommended for reappointment to the Parks and Recreation Commission, three-year term (3-0). Jane Whitehead was recommended for reappointment to the Heritage Commission, three-year term (3-0). Archie Keltz was recommended for the Laconia Human Relations Committee, one-year term (2-1). Parks & Recreation Commission approves facility requests

The commission approved eight facility use requests, all by unanimous vote, covering community events and Laconia High School athletic practices. Approved uses included the Belknap Mill-Rotary Park Gazebo for family events, Opechee Point beach for Lakes Region Vineyard Church, Leavitt Park picnic area for New Horizons Musical Org, Opechee Smith track for the Laconia Police Department, and Bobotas field, Leavitt Park Athletic Field, Opechee Smith Field, and Robbie Mills Sports complex for Laconia High School practices. The commission adopted a new agenda format and cancelled its August meeting.

Technical Review Committee reviews residential applications

The committee reviewed three Planning Board applications but recorded no final votes. PB2026-059 at 205 Wentworth Cove Rd is for a single-family home and garage. PB2026-062 at 59 Doe Ave is for a 40-unit residential site. PB2026-060 at 24 McGrath St was deferred to the August 18 meeting due to applicant absence.

Board of Assessors schedules inspection

The Board of Assessors held a public hearing on the assessment of 738 Weirs Blvd #40 and instructed staff to schedule an inspection to verify listing data. The board signed abatement slips, a Timber warrant, and land use change tax warrants for multiple properties.

Master Plan committee enters 'Create' phase

Laconia Planning Board denies subdivision waiver, elects Doreen Richards as chair

The Laconia Planning Board made the most consequential decisions of the past two weeks, denying a sidewalk waiver for a proposed five-lot subdivision at 1206 Old North Main Street and electing Doreen Richards as its new chair. The board also continued several major development applications to August 4.

Planning Board: Officers, Rules, and Land-Use Votes

At its July 7 meeting, the Planning Board elected Doreen Richards as Chair (5-4), Dave Ouellette as Vice Chair (8-1), and Gary Dionne as Secretary (8-1). The board approved updated Rules and Procedures unanimously.

On land-use matters, the board denied a sidewalk waiver for the 1206 Old North Main Street subdivision (7-1) but continued the subdivision application itself to August 4 (8-0). The board denied the Endicott Street North watercraft storage application without prejudice (unanimous) and denied site plan checklist waivers for the 371 White Oaks Road RV campground (8-0), though it granted a sidewalk waiver for that project (7-1) and continued it to August 4 (unanimous). The Belmont Road commercial building application and the 35–71 Winnisquam Avenue boathouse and dock layout amendments were also continued to August 4 (both 8-0).
