The Jackson County Legislature voted 7-0 to begin steps for Special Obligation Bonds for University Health improvements, the most significant action at its Aug. 10 meeting. The Legislature also approved three appropriations totaling $133,258 and defeated a half-cent transit sales tax ballot measure and a police face-and-badge concealment ban.

Jackson County Legislature advances University Health bonds, defeats transit tax

The Jackson County Legislature on Aug. 10 voted 7-0 to take initial steps toward issuing special obligation bonds for University Health improvements, and defeated a proposal to put a half-cent transit sales tax on the November ballot. The same meeting approved three appropriations totaling $133,258 for anti-crime programs, park truck repairs, and drug task force operations. Earlier, on Aug. 3, the Legislature approved an $8.2 million contract for exterior courthouse improvements and held the transit tax ordinance that was later defeated.

County Legislature

Aug. 3 meeting — The Legislature voted 6-2 to hold Ordinance #6091, which would have placed a half-cent sales tax for public transportation on the November ballot. It also adopted Resolution #22362, an $8.2 million contract with Rand Construction for exterior courthouse improvements (8-0), and Resolution #22360, a custodial services contract with Cleaning Up LLC (7-1). Surplus land resolutions were adopted: #22345 (one parcel, 8-0), #22346 (five parcels, 7-1), and #22361 authorizing the final sale of one parcel (7-0-1). The consent agenda included three 2026 Ford F-150 Police Responder vehicles from CFLR Auto, LLC for $146,967 and software maintenance for $29,810. Ordinance #6077, setting care standards for residential facilities, failed for lack of a second.

Aug. 10 meeting — The Legislature adopted Resolution #22367 to begin steps for University Health Special Obligation Bonds (7-0). It also adopted three appropriations: Ordinance #6109, $32,000 for the COMBAT Urban Rangers anti-crime program (7-0); Ordinance #6110, $18,758 for park truck insurance proceeds (7-0); and Ordinance #6111, $82,500 for the Drug Task Force under the High Intensity Drug Trafficking Area program (7-0). The transit tax ordinance (#6091) was defeated 0-7. Ordinance #6050, which would have barred police from concealing faces or badges, failed 3-2 with two abstentions. Resolution #22355, a parks maintenance memorandum of understanding with Kansas City, was defeated 0-7. The consent agenda covering IT surplus disposal and roofing contracts was adopted 7-0.

Committee actions

Several committees met and made recommendations that were later acted on by the full Legislature. The Land Use Committee on Aug. 3 recommended passage of Resolution #22361 for the surplus property sale (voice vote). The County Infrastructure & Strategic Planning Committee (Ad Hoc) on the same day recommended Resolutions #22347 and #22348 to sell two and five surplus parcels, respectively (both voice votes). On Aug. 10, the Land Use Committee recommended Ordinance #6110, the $18,758 park fund transfer (voice vote).

Other committees met with agenda items only, with minutes not yet published. The Finance & Audit Committee considered the police vehicle purchase and competitive bidding rule changes. The Public Works Committee discussed a resolution to create a framework for AI and data center siting. Jackson County Legislature approves $8.2M courthouse contract, holds transit tax

The Jackson County Legislature on Aug. 3 approved an $8.2 million contract for exterior courthouse improvements and voted 6-2 to hold a proposed half-cent sales tax for public transportation, meaning it will not appear on the November ballot. The Legislature also approved funding for courtroom security and sheriff's vehicle repairs in late July.

County Legislature

At its July 27 meeting, the Legislature adopted four zoning ordinances and a conditional use permit for an alpaca farm. It also approved $31,248 for Sheriff's Office vehicle repairs (8-0-1) and transferred $1,008,760 for Public Safety Campus courtroom security staff and equipment (8-0-1). A resolution to establish an Unincorporated Jackson County Fund was defeated 3-2-3-1. Resolution #22363 was also adopted.

At its Aug. 3 meeting, the Legislature held Ordinance #6091, which would have placed a half-cent sales tax for public transportation on the November ballot, by a 6-2 vote. It adopted Resolution #22362, an $8.2 million contract with Rand Construction for exterior courthouse improvements (8-0). It also adopted a custodial services contract with Cleaning Up LLC (7-1), declared surplus land parcels for sale (Resolutions #22345, #22346, #22361), and approved a consent agenda including three police vehicles ($146,967) and software maintenance ($29,810). An ordinance setting care standards for residential facilities failed for lack of a second.

Committee meetings

The Land Use Committee on July 27 recommended perfection of four ordinances, including three rezoning requests and a conditional use permit for an alpaca farm, all by voice vote. The Legislature later adopted those ordinances.

The Anti-Crime Committee is scheduled to consider Ordinance #6109, appropriating $32,000 from the 2026 Anti-Crime Sales Tax Fund for the Urban Ranger Corps, and Ordinance #6111, appropriating $82,500 for the Jackson County Drug Task Force under the High Intensity Drug Trafficking Area program. A public hearing on Ordinance #6109 is scheduled for Aug. 10.

The Justice & Law Enforcement Committee is reviewing an appropriation of $31,248 for Sheriff's Office vehicle repairs, a contract with PAI Defense for rifles not to exceed $52,356, a purchase of one Ford Transit van from CFLR Auto, LLC for $47,470, a five-year lease renewal for Drug Task Force office space totaling $401,832, and a declaration of one surplus parcel for sale.

The Public Works Committee is considering Resolution #22323, which directs county staff to develop a framework for siting AI and data center facilities, Resolution #22312, authorizing $239,121 for equipment for the City of Buckner, and Resolution #22355, a maintenance agreement with Kansas City Parks and Recreation.

The Finance & Audit Committee will consider a contract for three 2026 Ford F-150 Police Responder vehicles from CFLR Auto, LLC for $146,967 and an ordinance to update competitive bidding rules.

Jackson County approves $15.4M for infrastructure, advances zoning and public safety funding

The Jackson County Legislature approved up to $15,415,000.00 for municipal infrastructure projects during its July 20 meeting, marking the largest financial decision among recent county government actions. The body also advanced several zoning changes and public safety funding measures during its July 27 meeting.

County Legislature

On July 20, the Legislature adopted Ordinance #6092, appropriating up to $15,415,000.00 for municipal infrastructure projects in an 8-0 vote. The body also adopted Ordinance #6104, appropriating $500,000.00 for the Public Safety Education Cost Center Fund and a consulting agreement with TJP Strategies, LLC, which passed 6-1. The County Executive recommended issuing $150 million in bonds for University Health infrastructure. The journal of the previous meeting held July 17, 2026, was approved by voice vote.

Land Use and Zoning

The Land Use Committee met on July 27 and recommended four zoning and land use ordinances for perfection, all passing by voice vote. Later that day, the County Legislature adopted all four ordinances:

• Ordinance #6099: Rezoned 5.00± acres from Agricultural to Residential Ranchette (7-1-1)
• Ordinance #6100: Approved a conditional use permit for alpaca farm agritourism (8-0-1)
• Ordinance #6101: Rezoned 10.05± acres from Agricultural to Residential Estates (7-1-1)
• Ordinance #6102: Rezoned 25.00± acres from Agricultural to Residential Ranchette (9-0-0)
