Island County board to consider $1.56M in dock, sewer grants; budget workshops continue

Budget workshops dominate the calendar

Contracts and grants on the table

Several contract items were on recent agendas, though none have been acted on yet. At the Aug. 11 meeting, the board considered a $18,000 contract extension with Liz Loomis Public Affairs for correction center consultation, housing assistance contracts totaling over $592,000 (including $249,340 for the Whidbey Homeless Coalition), and a $2,392,891.80 contract with Konnerup Construction for the Sunrise Blvd. shoulder widening project. A public hearing on Resolution C-40-26 to amend the 2026 budget was also scheduled.

At the Aug. 18 meeting, the board was set to consider a $271,208 contract with the Low Income Housing Institute for the Harbor Inn Emergency Shelter Program, a $45,500 contract with Mission Ministries Outreach for rental assistance to prevent evictions, a $3,000 contract with the South Whidbey Center for Cultural Heritage for a digitization project, and a $41,530 contract with the Washington State Administrative Office of the Courts for CASA/GAL services.

Looking ahead to Aug. 25, the board will consider two grant agreements: $113,000 with the Port of South Whidbey for the Possession Point Dock Rehabilitation, and $1,447,260 with the Town of Coupeville for the Parker Road Sewer and Storm Line Extension. A $544,453 contract with the Opportunity Council for emergency shelter and rental assistance at Marjie's House is also on the agenda.

Other items discussed

At an Aug. 12 work session, the board discussed a proposed K9 tracking/trailing policy, an update to the 1963 peddler's permit ordinance (currently $10 fee), a contract with the National Institute for Jail Operations, and Deer Lake boating regulations. An Aug. 19 work session covered a proposed $102,554 drone purchase for Public Works (including $94,000 subtotal and $8,554 tax), a jail site validation proposal from KMD Architects evaluating three sites, a contract with the Housing Authority of Island County, and a draft generative AI policy.

The Planning Commission held a work session Aug. 19 to begin updating the Critical Areas Ordinance, which regulates development in environmentally sensitive areas. The update is expected to be complete by the end of the calendar year.

The Lodging Tax Advisory Committee heard three-minute presentations from 2027 lodging tax applicants on Aug. 21; funding decisions are set for Sept. 23, with recommendations to a work session Oct. 7 and formal approval Oct. 21.

Island County board holds budget workshops, reviews major contracts

Island County commissioners spent the past two weeks in a series of budget workshops and work sessions, but no final decisions have been published yet. The board is preparing its 2027 budget and has several large contracts on the table, including a $2.39 million road widening project and more than $592,000 in housing assistance.

All recent meetings were agenda-only; minutes have not yet been published, so no official votes or decisions are recorded.

Budget workshops dominate the week

The Board of County Commissioners held multiple 2027 budget workshops covering a wide range of county offices. On Aug. 5, discussions focused on the Commissioners' Office, Coroner's Office, Clean Water Utility Fund, and Treasurer's Office. Aug. 6 covered Planning & Community Development and Budget & Risk Management. Aug. 11 addressed Emergency Management and Public Defense, and Aug. 12 covered Human Services and Public Health. Contracts and resolutions

At the July 28 regular session, the board considered a consent agenda that included contracts with the Island County Historical Society for historic preservation of documents ($7,000, contract RM-GSA-2026-251) and with the Pacific Northwest Naval Air Museum for the same purpose ($6,090, contract RM-GSA-2026-249). Island County approves $1.447M Coupeville sewer/storm grant; road, EV, and health items ahead

Island County commissioners unanimously approved a $1,447,260 Rural County Economic Development (RCED) grant to the Town of Coupeville for the Parker Road sewer/storm line extension on July 7, the largest of four RCED awards cleared that day.

RCED grants and water franchises approved July 7

The Board of County Commissioners, in regular and special session, unanimously approved the agenda and consent agenda with vouchers. Four RCED grants passed unanimously:

• $1,447,260 to the Town of Coupeville for the Parker Road sewer/storm line extension.
• $800,000 to Whidbey Camano Land Trust for Keystone Preserve access.
• $113,000 to the Port of South Whidbey for dock rehabilitation.
• $60,000 to WhidbeyHealth Medical Center for workforce parking expansion.

The Board also unanimously renewed two water franchises: PW2026-0036 for Bakerview Terrace Community Club and PW2026-0027 for Sierra Vista Water Association.

Work session moves items toward public hearings

On July 8, commissioners in work session agreed to place the reappointment of Salmon Recovery Technical and Citizen Committee (SRTCC) Positions 3 and 6 on the consent agenda. Also on the agenda: Critical Areas Ordinance updates due by December 2026, a proposed interlocal agreement with Oak Harbor to study Urban Growth Area "donut hole" neighborhoods, and a draft 2027 work plan including short-term rental permitting and airport compatibility analysis.
