Revere boards to review housing aid, school spending, superintendent search

This week's Revere government meetings focus on affordable housing, school transportation and staffing, and a mural project. All three recent meetings were agenda-only; minutes have not yet been published, so no votes have been recorded.

Affordable Housing Trust Fund

The Affordable Housing Trust Fund met Aug. 12 to review its finances and budget, discuss implementation of a buydown proposal, receive an update on the Senior Citizen Home Repairs Program, and consider updates and budget approval for the Downpayment Assistance program. The agenda also included public comment and other late items.

School Committee

The School Committee held two meetings Aug. 18.

Committee of the Whole

The committee discussed a proposal for a joint public discussion with the City Council and received a transportation update. The agenda included approval of warrants, including $5,950 for Jasly Transportation (SPED inside district) and $7,488 for TLP Transportation (SPED outside district). It also listed new teacher appointments for 2026-2027, including more than 20 new hires, and the retirement of Superintendent Dianne Kelly effective July 16, 2027.

Regular Meeting

The regular meeting included an early literacy report by Director Briana Tsoupas on tiered support, SIPPS, and Ignite Reading tutoring. Principal Chris Freisen presented the Beachmont Mural Project, funded by a $4,000 Revere Local Cultural Council grant. The committee also reviewed student handbook updates for 2026-2027, including a new middle school assignment policy based on residency. Other agenda items were a letter supporting the Governor's supplemental budget bill and a report from the Superintendent Search Ad Hoc Subcommittee.

Coming up

The School Committee will hold two closed sessions on a teachers union grievance. On Aug. 27, the committee will vote to enter executive session to hear a Level Three grievance filed by the Revere Teachers Association and discuss collective bargaining strategy. A second executive session is scheduled for Sept. 1 at 3 p.m. in the Ferrante School Committee Room, with the same grievance as the sole agenda item. Both meetings are open to the public only for the vote to enter closed session.

Revere boards weighed housing monitoring, school construction invoices, and senior home repairs

Three Revere boards and committees met over the past two weeks to take up housing policy, school construction finances, and affordable housing programs. Because minutes have not yet been published for any of the recent meetings, only the scheduled agenda items can be reported here — no votes or outcomes are confirmed in the available records.

City Council — July 13

The City Council's agenda included a proposed Housing Impact Monitoring Program that would require annual public reports on housing development permits, neighborhood distribution, MBTA Communities Act compliance, and impacts on schools, traffic, utilities, and emergency services.

The Council was also scheduled to consider an ordinance amending Title 17 to regulate outdoor lighting, incorporating a Planning Board recommendation and councillor amendments. A special permit request for 128 Towing & Recovery at 885 North Shore Road in the TED District was on the agenda.

Financial items listed for consideration included FY2026 year-end free cash transfers, retained earnings appropriations, and Community Improvement Trust Fund appropriations for landscaping and fire station repairs.

A motion was scheduled asking state representatives to present a comprehensive map of state agency road and maintenance responsibilities in Revere.

RHS Building Committee — July 15

The Revere High School Building Committee held its 93rd project meeting. The agenda called for a vote to approve June invoices for processing, approval of meeting minutes from June 17, 2026, a monthly report and construction progress update, a public comment period, and other business.

The invoice approval and construction update relate to the ongoing Revere High School building project, which affects school facilities and taxpayer spending. Outcomes of the scheduled votes are not yet available in published minutes.

Affordable Housing Trust Fund — July 8

The Affordable Housing Trust Fund agenda included a buydown proposal application and implementation plan, an update on the Senior Citizen Home Repairs Program for 2026, and a finances and budget update.

A buydown program typically uses trust funds to reduce the purchase price of homes for income-eligible buyers. The Senior Citizen Home Repairs Program provides repair assistance to older homeowners. No decisions or dollar figures from the discussion are available in the current record.

School Committee — Regular Meeting, July 21: The committee is scheduled to vote on changes to at least five district policies, including policies on staff gifts and solicitation, student fundraising, booster and parent organization relations, school food and nutrition, and electronic devices. The meeting also includes a presentation of a new mascot and a welcome for PRE Principal Bianca Quirk.

Revere council to consider battery storage deal, budget; board of health eyes kratom rules

The Revere City Council and Board of Health both met in late June, with significant proposals on the table — though no final votes have been recorded yet. The council heard a presentation on the city’s $200 million-plus operating budget for the next fiscal year and could approve a host community agreement for a battery energy storage facility. Meanwhile, the health board is moving to restrict the sale of kratom products.

City Council weighs battery storage, zoning, and budget

At its June 22 regular meeting, the City Council set public hearings on a parking license for 13 Nahant Avenue (five vehicles) and a towing business special permit at 885 North Shore Road. The council also reviewed a request to approve a host community agreement and payment-in-lieu-of-taxes (PILOT) agreement with Flatiron for a battery energy storage facility at 0 Muzzey Street. No vote was recorded; the item was listed on the agenda as a request for approval.

The council received a communication from the mayor presenting the Fiscal Year 2027 operating budget. The budget was presented but not voted on at that meeting.

Other agenda items included public hearings on zoning amendments for body art establishments and food trucks, as well as motions addressing fireworks enforcement, a MWRA fee increase, and changes to public comment rules. Minutes from the meeting have not yet been published.

Board of Health votes on kratom regulations

The Revere Board of Health held a public meeting on June 25. The board was scheduled to vote on proposed regulations restricting the sale of kratom products in the city. It also received monthly reports on communicable diseases and inspectional services, and approved minutes from its May 28 meeting. The outcome of the kratom vote is not yet available; minutes have not been published.
