Ipswich boards prepare for Sept. 8 Special Town Meeting; water rate hearing set

Housing Authority to appoint executive director

The Ipswich Housing Authority will interview two candidates for executive director on Aug. 25 at 5:30 p.m. at One Agawam Village. The board will deliberate and appoint a new director after interviews with Kevin Johnson and Douglas Batchelder. The authority also discussed its FY2026 Performance Management Review audit and a Certificate of Deposit maturing Aug. 18 at its Aug. 11 meeting.

Water and wastewater

The Water & Wastewater Subcommittee met Aug. 12 to review the Water Treatment Plant project's debt schedule and cash flow, discuss a proposed article for the October Special Town Meeting, and hold a cybersecurity risk discussion. No votes were scheduled. The Select Board's water rate hearing on Aug. 24 is the first of two; the second has not been announced.

• The Board of Health on Aug. 10 reviewed septic system variances and operation and maintenance contract violations for five properties, including 53 Skytop Road, 8 Bowdoin Road, 2 Howard Street, 19 Dartmouth Road, and 6 Old Essex Road.

Ipswich boards face busy week of votes on water projects, housing plan, and school funds

No decisions have been published from Ipswich town boards in the past two weeks; all recent meetings were agenda-only, with minutes not yet released. Several boards, however, have significant votes scheduled on their agendas, including water infrastructure contracts, a regional school agreement, and school fund allocations.

Select Board to vote on water pollution abatement contracts

At its July 28 meeting, the Select Board was scheduled to vote on authorizing the Town Manager to sign project documents and contracts for water pollution abatement or drinking water projects. The board also planned to vote on the sale, issuance, and details of notes dated on or about August 7, 2026. Additional agenda items included appointing election workers for the state primary and setting in-person early voting hours.

Housing boards to plan 5-year Housing Production Plan update

The Ipswich Housing Partnership and Affordable Housing Trust Fund Board held a joint meeting on July 27 to discuss the 2026-2031 Housing Production Plan update. The agenda included forming a steering committee, drafting a purpose and mission statement, and receiving an update from the Ipswich Housing Program Coordinator. The boards also reviewed the status of various housing projects, programs, and initiatives.

Whittier Tech committee to vote on cost allocation methods

The Whittier Regional Vocational Technical High School Regional Agreement Amendment Committee (RAAC) met on July 29 to review a working draft of the Regional Agreement and a transmittal memo. On July 30, the School Committee was set to vote on selecting a Chair, Vice Chair, and Secretary. Conservation Commission to review dam removal and permits

The Conservation Commission met remotely on August 5 to review several environmental permits and enforcement cases. Public safety building heads to voters
