Council agenda takes up 205 Pecan ADU appeal and grant items; water board weighs returning program funds

Huntington Beach's City Council met Oct. 20 with a public hearing on an appeal of a Planning Commission action on a coastal development permit for 205 Pecan ADUs, alongside a consent calendar that listed a $500,000 allocation for the Surf City ADA Improvement Grant Program and a $270,000 appropriation from General Fund reserves. Minutes from that meeting have not been published, so the record reviewed here does not establish what the Council decided. The items below are drawn from agendas; where a body was scheduled to act, that is how it is described.

City Council: ADU appeal, grants and a labor agreement

The Oct. 20 City Council/Public Financing Authority agenda listed:

Water Board: returning cathodic protection funds

The West Orange County Water Board met Oct. 21 and was scheduled to ratify a budget amendment returning Cathodic Protection Program funds to member agencies, as part of an amendment to the Fiscal Year 2026-27 budget. The agenda also listed the Fund Report and ratification of bills, the Treasurer's Report, and the Operations and Maintenance Report.

Land use: three permits before the Zoning Administrator

The Zoning Administrator scheduled public hearings Oct. 21 on three conditional use permits: modifying a 55-foot flagpole wireless facility at 6565 Edinger Avenue (Conditional Use Permit 26-003); installing a 72-inch high block/glass wall at 218 Knoxville Avenue (Conditional Use Permit 26-018); and building a 6,500 sq. ft. two-story home at 16662 Somerset Lane (Coastal Development Permit 26-011/CUP 26-006).

Parks, harbor and history items

The Community & Library Services Commission met Oct. 14 on capital improvement project updates for Robinwood Playground and Drew Playground, a drawing for the 2027 Meadowlark Charity Golf Tournament fundraiser host, and a proposed rescheduling of its November meeting to Nov. 12, 2026. The agenda also listed recognition of WAVE for fishing line recycling efforts and a report on Huntington Beach becoming Sensory Inclusive Certified by KultureCity.

The Harbor Commission met Oct. 22 for a presentation by Ashley Wysocki on Vendor Permitting Issues on Harbour Beaches, approval of Sept. 24, 2026 minutes, and reports from its infrastructure, vessels and watercraft, and water quality committees.

The Historic Resources Board met Oct. 21 for an update on the Newland House Restoration project, discussion of requests for plaques and signage, review of research requests and demolition reports, and discussion of creating an Oral History Program.

Cancellations and thin agendas

The Planning Commission's Oct. 13 regular meeting was cancelled; the next meeting is tentatively scheduled for Oct. 27. The CIAB/Public Works Commission meeting of Oct. 21 and the Personnel Commission meeting of Oct. 21 were also cancelled. The Intergovernmental Relations Committee agenda for Oct. 19 contained only procedural boilerplate, with no discussion items listed. The City Celebration Committee met Oct. 13 to plan remaining 2026 events and finalize 12 monthly themes for the 2027 calendar, including a November Veterans Day lemonade service and tree planting and December time capsule ideas.

Huntington Beach roundup: lobbying contracts, a $2.7 million workers' comp contract and an Edinger Avenue flagpole on the agendas

Agendas were posted for five Huntington Beach bodies in the past two weeks — the City Council/Public Financing Authority, the Design Review Board, the City Celebration Committee, the Finance Commission and the Community & Library Services Commission — and the Planning Commission's Oct. 13 meeting was cancelled. No minutes have been published for any of them, so the items below are what each body was scheduled to take up, not what was decided.

Council agenda listed $504,000 in lobbying contracts

The Oct. 6 City Council/Public Financing Authority agenda carried a consent calendar with a $270,000 contract with Kahn, Soares and Conway LLP for state legislative advocacy and a $234,000 contract with Stapleton & Associates for federal legislative advocacy — $504,000 combined.

The same consent calendar listed a $2,700,000 not-to-exceed contract with Intercare Holdings Insurance Services for workers' compensation third party administration and utilization review; a $628,600 contract award to Newbuild Construction and Restoration, Inc. for Newland House Museum & Water Tower Restoration, CC1788; and $541,750.28 to Rolcom, Inc. for Main Street Seatwall Improvements, CC1913.

Also on that agenda: a public hearing to adopt Resolution No. 2026-27 approving the FY 2026-27 annual assessment for the Huntington Beach Downtown Business Improvement District; a proposed Memorandum of Understanding with the Huntington Beach Police Management Association covering July 1, 2026 through June 30, 2029; and Resolution No. 2026-38 establishing an Art Center Advisory Committee. A 4:00 p.m. closed session was scheduled on labor negotiations, real property at 21091 Pacific Coast Highway, and several lawsuits.

Flagpole wireless facility at 6565 Edinger Avenue

The Design Review Board met Oct. 8 at 3:30 p.m. in Room B-8 at the Civic Center, 2000 Main Street, to consider Design Review No. 26-003 — modifying an existing flagpole wireless communication facility at 6565 Edinger Avenue to 54 feet overall height and widening the canister to 20 inches for one antenna and six RRHs. Staff recommended the board recommend approval to the Zoning Administrator with suggested conditions of approval. The board was also scheduled to vote on minutes from its Sept. 10 meeting.

The Zoning Administrator's Oct. 21 agenda lists Conditional Use Permit 26-003 for the same address as a "55-foot flagpole wireless facility." The two agendas state different heights.

Committees and a cancellation

The Planning Commission's Oct. 13 regular meeting was cancelled; the next meeting is tentatively scheduled for Oct. 27. The City Celebration Committee was scheduled to plan a November Veterans Day lemonade service and tree planting, discuss December time capsule ideas, and finalize 12 monthly event themes for the 2027 calendar. The Finance Commission was to discuss recommendations on a Request for Proposal for the 4th of July Subcommittee. The Community & Library Services Commission was scheduled to hold a drawing for the 2027 Meadowlark Charity Golf Tournament host, take updates on the Robinwood and Drew playgrounds, consider moving its November meeting to Nov. 12, recognize WAVE for fishing line recycling, and hear a report on the city becoming Sensory Inclusive Certified by KultureCity.
