Hennepin County budget season: $13.7 million jail health care increase on agendas, but no votes yet recorded

Hennepin County's 2027 budget took up most of the past week's meeting calendar, alongside a proposed $13.7 million increase to the county's correctional health care contract. Agendas were available for all five meetings held Oct. 19-21, but minutes had not been published as of Oct. 26, so the record available does not show what was approved, rejected or voted on. The items below are what each body was scheduled to take up.

Board of Commissioners: jail health care, janitorial, library lease

The Board of Hennepin County Commissioners' Oct. 20 agenda listed an amendment to the county's contract with Centurion Detention Health Services, LLC that would increase the not-to-exceed amount by $13,687,076 — the largest dollar figure on any agenda in this period. Also listed: a janitorial services contract for the 625 Building with Tasks Unlimited Building Services, NTE $800,000; waste transportation services with Hagen Trucking and Nitti Contracting, estimated at $3 million annually; a lease extension for St. Anthony Library at 2941 Pentagon Drive N.E. with first-year rent of $115,430; and a proposal to establish the Hennepin County Committee on Child Well-Being.

2027 budget: presentations and public hearings

The Administration, Operations and Budget Committee met twice. On Oct. 19 the agenda listed a presentation on the 2027 proposed budget for Resident Services and Operations and review of Item 26-0349, the 2027 Proposed Operating and Capital Budgets. On Oct. 21 the committee scheduled public hearings on the 2027 Proposed Capital Budget, the 2027-2031 Capital Improvement Program, and fees, with continued discussion of Item 26-0349. The Oct. 19 agenda also listed "Open Forum playback for County Attorney's Office and Sheriff's Office."

Regional Railroad Authority: lobbying contracts and Brooklyn Park property

The Hennepin County Regional Railroad Authority's Oct. 20 agenda included conveyance of surplus properties from Hennepin County (Maplebrook Estates in Brooklyn Park); an amendment to the Messerli & Kramer lobbying contract increasing the total NTE to $88,000; an amendment to the Cardinal Infrastructure LLC federal lobbying contract increasing the total NTE to $490,000; and negotiation of agreement A2613632 with the Met Council with estimated receipts of $122,500.

Hennepin Healthcare System governing board

The Hennepin Healthcare System Inc. Governing Board's Oct. 20 agenda listed approval of the 2027 Hennepin Healthcare System, Inc. Financial Plan; review of 2025 IRS Form 990, Form 990-T and the Charitable Organization Annual Report; review of medical staff appointments, reappointments and clinical privilege modifications; approval of the September 2026 clinical privilege form update; and discussion of the Addiction Center Federal Grant. County board to weigh $4.7M in road contracts, watershed levies at Aug. 18 meeting

Hennepin County officials are set to consider millions of dollars in road design contracts, watershed levies, and homelessness prevention funding at the Aug. 18 Board of Commissioners meeting. Recent committee meetings covered similar ground, but minutes from those sessions have not yet been published, so no decisions are officially recorded.

Upcoming board meeting (Aug. 18)

The county board will take up a consent agenda that includes:

• **Road projects:** $1,500,000 for CSAH 10 reconstruction design (Kimley Horn), $664,000 for CSAH 60 pavement rehabilitation (CBS Squared), $531,638.16 for CSAH 19 intersection improvements (Kimley Horn amendment), and $860,000 for the I-494 reconstruction from West Bush Lake Road to 24th Avenue.

Hennepin County agendas include $11M homeless aid, $1.85M health grant

Hennepin County committees and the Board of Commissioners met in late July and early August with agendas covering millions in funding for homelessness prevention, health services, youth activities, and infrastructure. Minutes from these meetings have not yet been published, so all items below were under consideration rather than final decisions.

Housing and homelessness

The Hennepin County Housing and Redevelopment Authority (HRA) considered terminating and forgiving a 2002 Affordable Housing Incentive Fund agreement (A040987) with RS EDEN for the Lindquist Apartments in Minneapolis. No dollar amount was listed.

The Human Services Committee reviewed an amendment to its agreement with the Minnesota Housing Finance Agency that would add $11,000,000 for homeless prevention and rapid re-housing, bringing the new total to $19,075,000 and adding 9.0 full-time equivalents. The committee also considered a $275,000 increase for Transition to Community Services from the Minnesota Department of Human Services, for a new total of $2,902,500.

Health and public safety

The Health Committee had on its agenda a grant agreement (A2211546) with the Minnesota Department of Health for $1,845,540 to NorthPoint Health & Wellness for a Federally Qualified Health Center subsidy, covering 01/01/26 through 12/31/26. It also reviewed Amendment 5 to an agreement with Forensic and Telementalhealth Services LLC, increasing the total to $148,000 and extending the term to 08/31/27.

The Law, Safety and Justice Committee considered an amendment to the Faul Psychological agreement for assessments and wellness services, increasing the total not-to-exceed amount to $448,000. It also reviewed an agreement with the Minnesota State Agricultural Society for law enforcement at the Minnesota State Fair (08/27/26–09/08/26) and a received agreement with the Minnesota Department of Public Safety for auto-theft crime prevention investigation services totaling $1,545,000.

Youth and community grants

The Administration, Operations and Budget Committee and the Board of Commissioners both had on their agendas $1,286,919 in Hennepin County Youth Activities Grants for play areas, equipment, lifeguard services, and arts & music. The committee also reviewed lease amendments for the Cedar Riverside Opportunity Center (515 15th Ave S, Minneapolis, 01/15/27–01/14/32) and the NorthPoint Health & Wellness Center (800 West Broadway, Minneapolis, with $61,762 first-year gross rent, 01/01/27–02/28/32). A landscaping services agreement with the City of Maple Grove for the Maple Grove Library, not to exceed $71,090, was also on the agenda, along with establishment of 2027 premium rates for the county’s self-insured dental plan.

Hennepin County committees weigh $11M homeless prevention boost, youth grants ahead of Aug. 4 board meeting

Hennepin County committees met July 28 to consider funding items totaling more than $15 million, including an $11 million increase for homeless prevention and rapid re-housing. All July 28 meetings were agenda-only; minutes have not been published, so no actions are confirmed. The Board of County Commissioners is scheduled to take up several of the same items Aug. 4.

Human Services Committee

The committee was scheduled to consider an amendment to an agreement with the Minnesota Housing Finance Agency adding $11,000,000 for the Family Homeless Prevention and Assistance Program, bringing the new total to $19,075,000 and adding 9.0 full-time-equivalent positions. A separate amendment with the Minnesota Department of Human Services for Transition to Community Services would increase revenue by $275,000, to a new total of $2,902,500. A resolution covering multiple provider contracts (item 26-0251) was also listed, with no dollar amount in the agenda.

Health Committee

A $1,845,540 grant agreement (A2211546) with the Minnesota Department of Health was listed to fund the NorthPoint Health & Wellness Federally Qualified Health Center Subsidy Grant Program for Jan. 1–Dec. 31, 2026.
