Hanover County boards review airport plans, zoning requests, and school funding

In the past two weeks, Hanover County advisory boards and committees met to review airport master planning, multiple rezoning requests, and a proposed school budget supplement. No final decisions have been published; minutes are not yet available.

Airport Advisory Committee

On Aug. 3, the committee reviewed the Airport Master Plan and the Westside Apron project. Members discussed FAA grant applications for NEPA documentation, design apron rehab phase 3, and design T-hangar site prep. They also discussed a drone delivery service for the Henrico Distribution Center and an airport minimum standards presentation.

Historical Commission

On Aug. 4, the commission reviewed several zoning cases, including a rezoning of 5.49 acres on Triple Trail to single-family residential, a rezoning and conditional use permit for 98 single-family homes on 175.76 acres on Cauthorne Road, a special exception for accessory family housing on 1.55 acres on Scots Landing Road, a conditional use permit for a solar energy facility on 53.2 acres near Hope Haven Road, a rezoning and CUP for self-storage expansion on 16.1 acres on Mechanicsville Turnpike, and a rezoning of 39.82 acres on Yowell Road to create six single-family units. The commission also reviewed a historic roadside marker application for Ebenezer Baptist Church.

Finance Committee

On Aug. 12, the committee reviewed preliminary FY26 year-end financial statements and received a health insurance update. The agenda included a school budget supplement totaling $4,050,905, comprising $750,000 for a trade center, $3.23 million for the operating fund, and $74,000 for the nutrition fund. The committee also discussed VDOT grants: $2 million for Atlee Road/Barnfield Road ($1 million state, $1 million local), and $750,000 state for Ashland Road/Pouncey Tract Road. An additional $650,000 Wegmans appropriation for the EDA (FY26) and a Verizon Wireless lease for an antenna on the Creighton Road elevated water tank were also on the agenda.

Coming up

Two meetings are scheduled for Aug. 20. The Community Development Committee will discuss data center regulations, state code changes (HB876, HB711, HB891, HB888), cemetery ordinance changes, RS district density requirements, and a deferral policy. No final votes are scheduled. The Planning Commission will hold public hearings on a rezoning of 77.62 acres on East Patrick Henry Road for data centers, plus several other rezoning requests and a proffer amendment.

Hanover County roundup: Recent meetings agenda-only; Finance Committee to consider $4M school supplement

Over the past two weeks, Hanover County boards and committees met to review proposals and administrative items, but none of the meetings produced recorded decisions. The most consequential item on the upcoming agenda is a $4.05 million school budget supplement before the Finance Committee on Aug. 12.

Hanover Board set to weigh Chesapeake Bay ordinance, road funding plan; outcomes pending

Board of Supervisors — July 22

The Board of Supervisors was scheduled to hold a public hearing on Ordinance 26-04, which would amend Hanover County's Chesapeake Bay Preservation Ordinance. The same meeting agenda included authorization to advertise public hearings for the Envision Hanover Revisited Comprehensive Plan Amendments (CPA2026-00005) and adoption of a 10-Year Road Funding Plan covering FY 27 through FY 36.

The consent agenda listed approval of June 24 meeting minutes, committee appointments, and a $223,170 Virginia Opioid Abatement Authority regional grant.

Several zoning and conditional-use public hearings were also on the agenda: a special exception for a private garage on Rocky Ridge Road, rezoning of agricultural land on Rimfire Road, and a conditional use permit for a telecommunications tower on Blunts Bridge Road. Additional items included permits for pickleball courts and a discussion of a regulated adult-use cannabis marketplace.
