Gridley Council to Consider Sports Complex Change Order, Property Purchase, Grant Application

The Gridley City Council is set to consider several significant items this week, including a $77,468 change order for the sports complex light pole foundations, a $125,000 property purchase for a future sewer lift station, and a resolution to apply for up to $500,000 in state grant funding. Sports Complex Change Order

At a special meeting on Aug. 17, the council will consider authorizing Change Order No. 6 (PCO 08) with Franklin Construction, Inc. for $77,468.51. The work involves installing seven 42-inch permanent steel casings for light pole foundations at the Gridley Sports Complex Phase 1, addressing unforeseen groundwater and unstable soil conditions discovered during drilling. Approval would increase the total contract price to $3,148,650.48 and the total estimated project cost to $4,176,684.21. The special meeting is needed to meet the contractor's Aug. 18 deadline and avoid $75,000–$100,000 in crane demobilization costs. Funding includes a $3,000,000 Proposition 68 grant, with $1,176,684.21 unfunded.

Property Purchase and Other Council Items

Also on Aug. 17, the council will consider purchasing 860 Cedar Street from Butte County for $125,000 (APN 010-123-007) to support a future sewer lift station. Resolution 2026-R-029 would authorize a $125,000 supplemental appropriation for the acquisition. The council will also review Tentative Parcel Map 1-26, which would divide a parcel at 800, 804, and 820 Spruce Street into two lots. Additionally, the council will consider authorizing a Gridley Police Department pink patch fundraiser benefiting Orchard Hospital's breast cancer screening program. A closed session is scheduled on a liability claim by Leon B. Ward against the city.

Planning Commission

The Planning Commission will hold a public hearing on Aug. 19 to consider a two-year extension request for Tentative Subdivision Map No. 2-20 (Chandler Park Subdivision), which includes 201 residential lots plus a utility parcel. Staff recommends continuing the hearing to allow completion of unresolved items. The commission will also review a proposed minor land division at 999 Indiana Street and 1445 Pecan Avenue, dividing an 8,173.4 square foot parcel into two residential parcels. Minutes from Feb. 18, June 24, and July 15, 2026, are also on the agenda. Public comments will be accepted until 4 p.m. on Aug. 20.

Council Appointments and Caltrans Agreement

At a special meeting on Aug. 20, the council will consider Resolution 2026-R-031, which would appoint Bruce Johnson and James Roberts to four-year council terms in lieu of the Nov. 3, 2026 election, canceling that election. The council will also consider authorizing the city administrator to sign an agreement with Caltrans for positive location of underground utilities for the Highway 99 and Cherry Street project. No consent agenda or closed session items are listed.

Coming Up

The City Council will hold a special meeting on Aug. 24 to consider Resolution 2026-R-032, authorizing the city to apply for up to $500,000 under the Community Resilience Centers Program, administered by the Strategic Growth Council. The grant is funded by Proposition 4 (2024) and Senate Bill 155 (2021). The application deadline is Sept. 4, 2026. The resolution also authorizes the city administrator to execute and submit all necessary documents. No other items are on the agenda.

Gridley Planning Commission considers Spruce Street subdivision

Planning Commission reviews subdivision for three Spruce Street parcels

The Gridley Planning Commission met June 24 to consider a proposal that would split three adjacent parcels on Spruce Street into two lots. According to the meeting agenda, the commission was scheduled to receive an onboarding presentation, hold a public hearing, and then recommend approval of Tentative Parcel Map 1-26, subject to conditions.

The proposal involves 0.21 acres at 800, 804, and 820 Spruce Street. The properties are zoned C-1 (Restricted Commercial) with a Downtown Mixed Use Overlay. The plan would create two parcels: one of 0.05 acres and one of 0.15 acres. No new construction is proposed; the existing buildings — one office and two dwellings — would remain. The subdivision is classified as a lot line adjustment.

Staff identified two conditions that would be required before the map can be recorded: relocation of a gas meter and execution of a shared sewer maintenance agreement. The project was also found to be categorically exempt from the California Environmental Quality Act under Class 15, which covers minor land divisions.

At the meeting, the commission was also scheduled to hold a public hearing on the matter. No vote tally or final decision was available because the minutes have not yet been published.
