City Council continues affordable housing land sale; pool tax election on Nov. 3 ballot

The Grand Junction City Council voted to continue two items tied to the Juniper Grove affordable housing project to its Sept. 16 meeting. The council voted 5-0 to continue a public hearing on an ordinance authorizing the sale of about 3.3 acres of city-owned property at the Salt Flats to Grand Junction Homes, LLC, and 6-0 to continue a related development and funding agreement. No final decisions were made on the proposals.

City Council

The council's Aug. 14 meeting produced the only formal decisions in the past two weeks. Both votes were unanimous, with the 5-0 and 6-0 tallies recorded in official minutes.

On Aug. 19, the council held a special meeting that consisted solely of an executive session to discuss negotiations and receive legal advice on potential property acquisitions at 273 Lake Road, 257 Lake Road, 305 Lake Road, 334 Lake Road, 2456 Broadway, and 2492 Power Road. No public decisions were made.

The same day, the council's regular agenda included a resolution to call a special election on Nov. 3, 2026, for voters to decide on repairing the Orchard Mesa Pool, authorizing debt, and increasing the city sales and use tax from 3.39% to 3.46% to fund it. A Planning Commission workshop scheduled for Aug. 20 was canceled.

Other boards and committees

The Urban Trails Committee met Aug. 12 to approve July minutes, set a date for a walk audit, and discuss bicycle parking and a clarification of its bylaws. The agenda was routine, with no major funding or construction decisions listed.

The Liquor Licensing Authority met Aug. 19 to consider renewing six liquor licenses, two late renewals, a corporate structure change, a new art license for The ARtery, and four special event permits. Renewals were on the agenda for TacoParty, Wrigley Field Sports Bar & Grill, Sang Garden Chinese Restaurant, The Coachman, Kannah Creek Brewing Co., and The Great Greek Mediterranean Grill. Late renewals were for Old Chicago #27 (12 days late) and Taqueria Guadalajara (42 days late). The board also considered a new art license for Grand Valley Creative Alliance dba The ARtery at 539 Colorado Ave.

The Affordable Housing Code Task Force met Aug. 20 to discuss updates to the city's housing code, including consultant updates, survey results, and legal considerations. The agenda included discussion of TEDS (4-foot sidewalks and street sections), plat expirations, a legal discussion on cottage court decisions, and a recommendation on significant trees to be heard by the Planning Commission on Sept. 2.

Grand Junction boards weigh Redlands 360 expansion, rezoning, and licensing renewals

Grand Junction city boards and commissions met over the past two weeks to consider a range of items, including a proposed expansion of the Redlands 360 planned development, a rezoning request, and multiple license renewals. All meetings were agenda-only; minutes have not yet been published, so no final decisions are confirmed.

City Council

At its Aug. 5 meeting, the City Council held public hearings on two items. The first was a proposal to add 29.08 acres to the Redlands 360 Planned Development. The second was an ordinance to repeal and reenact Title 6 of the Municipal Code, which covers animals. Interview teams for the Grand Junction Housing Authority and the Planning Commission/Zoning Board of Appeals were also discussed.

Planning Commission

The Planning Commission met July 28 to consider a request to rezone two parcels totaling about 13.04 acres from Residential 1 Retired (R-1R) to Residential Low-4 (RL-4). The parcels are at 2590 Galley Ln and 675 26 Road, in the North West GJ planning zone. The applicant is Monument Homes Development, Inc. and Cuesta Verde LLC. The consent agenda included approval of previous meeting minutes.

On Aug. 6, the commission held a workshop to receive an update on zoning and development code provisions related to group living. No votes or decisions were scheduled; the item was listed under Other Business for discussion only.

Licensing

The Liquor Licensing Authority met Aug. 5 to review several liquor license renewals and two new applications. New license requests include Klik Boutique at 354 Main Street and an entertainment facility license for the Community Recreation Center at 2836 Recreation Way. A late renewal application was submitted for Asteria Theatre at 864 Bunting Avenue. The authority also considered special event permits for the FAMpoint 5K 2026 at 655 Struthers Avenue on Oct. 3, 2026, and the FOYAN Fundraiser at 401 Colorado Avenue on Sept. 11, 2026.

The Cannabis Licensing Authority also met Aug. 5 to review renewal applications for three retail stores: CamCap, LLC (Grand Junction Greenery) at 762 Horizon Drive; Colorado Alternative Health Care, LTD (Colorado Weedery) at 879 Struthers Ave, Unit A; and Zuma B, LLC (The Buzz GJ) at 1022 N 3rd St. One review includes a follow-up on fire code violations cited during a previous hearing.

Housing and Community

The Affordable Housing Code Task Force met Aug. 6 to discuss and assign work on several code items, including sidewalk standards, lot size and width, and overlaps between exactions and fees. They also reviewed recommendations for significant trees, shared driveways, and detention ponds. Completed items include ADA digital compliance and a revocable permit text amendment. The task force noted that an Inclusionary Zoning-Linkage Fee was forwarded to Council as information only.

Parks and Forestry

The Parks and Recreation Advisory Board met Aug. 6 to review the proposed 2027 Capital Improvement Plan, the True West Outdoor Recreation Coalition Master Plan, and survey results for the Matchett Park Bike Park. A proposed outdoor dining area adjacent to Goat and Clover was also on the agenda. The board held officer elections and took public comment.

The Forestry Advisory Board met the same day to discuss an IRA Irrigation Grant, a volunteer program, and standards for natural areas and for clearing and grubbing. The 2026 Licensed Contractor Day of Service was also discussed.

Grand Junction licensing authorities approve liquor and cannabis renewals; Council set to weigh Redlands 360 expansion

Grand Junction's Liquor and Cannabis Licensing Authorities approved a batch of license renewals, a special event permit, and an ownership transfer at their July 22 meetings, while several other city bodies met on agendas that have not yet produced published minutes.

Liquor Licensing Authority

The authority approved liquor license renewals for Ristorante Pantuso, Famous Dave's, Cruisers, X-Golf Grand Junction, Fun Junction Liquors, and Jjiang Korean BBQ and Hot Pot. A renewal for Fly'n Roosters was conditionally approved pending a fire inspection due to fire code violations.

The authority also approved a modification of premises for Trail Life Brewing to accommodate a new city playground, and granted a special event permit for CMU Athletics Casino Night 2026 on August 21, 2026.

Cannabis Licensing Authority

The authority approved a retail license renewal for Golden Rookie, LLC at 605 Grand Avenue. It also approved a transfer of ownership for NR Grand Junction Retail, LLC, doing business as Native Roots Grand Junction, at 683 Horizon Drive, Unit 110. Officials confirmed both filings were in order and no concerns were reported.

Planning Commission — Rezoning Request (agenda only)

Liquor Authority Approves All July 1 Applications; Council Moves Monument Vistas Annexation Forward

The Grand Junction Liquor Licensing Authority approved every application on its July 1 agenda, including a new related facility for Sodexo's Campus Liquor Complex at 885 Kennedy Avenue and a transfer of ownership for Horizon Liquor.
