Commerce boards weigh IGA, leases, and zoning; minutes pending

The Commerce City Council met Aug. 14 to consider an intergovernmental agreement with Jackson County for computer-aided dispatch use, along with a subdivision improvement dedication and changes to cemetery policies. The Planning Commission met Aug. 20 to take up a withdrawn stable application, a setback variance, and a demolition ordinance. The Downtown Development Authority and Civic Center Tourism Authority met Aug. 21 to consider two retail leases. Minutes for all three meetings have not yet been published, so no outcomes are known.

City Council (Aug. 14)

The council considered an intergovernmental agreement with Jackson County for VPN use in computer-aided dispatch. It also considered a dedication of improvements for Hillstone Preserve Subdivision Phase 1, covering water, sewer, stormwater, and road infrastructure.

On the agenda were revisions to the City Cemetery Policy, an amendment to Chapter 22 of the City Code on cemeteries (including permits and fines), and approval of a cemetery section name list. The meeting included reports from the finance director and city manager, followed by an executive session for personnel discussion.

Planning Commission (Aug. 20)

The commission considered a conditional use permit request for a riding stable at 2832 B Wilson Rd (Map/Parcel 035 025). The application, PC26-0001, was withdrawn by the applicants via letter on Aug. 17, 2026.

It also considered a variance request (PV26-0001) to reduce the primary-to-accessory structure setback from 20 feet to 10 feet at 86 Forest Hill Court (Map/Parcel C18A 007). The agenda included adoption of a demolition ordinance and discussion of an abatement ordinance. Approval of the July 27 meeting minutes was also listed.

Downtown Development Authority & Civic Center Tourism Authority (Aug. 21)

The board considered two retail lease agreements: one for a public safety uniform store at 12 Pine Street (J. Stancil, Proprietor) and one for a candy store at 1645 South Elm Street (J. Freeman, Proprietor).

The agenda also included approval of minutes from the July 26 regular meeting, approval of financials, and staff updates from Main Street Director Dana David.

Planning Commission denies Hospital Road rezoning and State Street PUD; City Council agendas list fiber contract, property purchases

The Commerce Planning Commission unanimously denied a rezoning request at 1432 Hospital Road and a planned unit development at 1134 State Street at its July 28 meeting, while approving the readoption of the Unified Development Code. That meeting was the only local government body in the past two weeks with published minutes; several City Council and authority meetings remain agenda-only with outcomes not yet confirmed.

Planning Commission decisions (July 28)

The Planning Commission took five votes, all unanimous:

• **Denied rezoning PR26-0002** at 1432 Hospital Rd from R-1 to C-2 (unanimous). The same rezoning request appeared on City Council agendas from July 20–21; minutes for those meetings have not been published.
• **Denied preliminary plat PSP26-0003** for a PUD at 1134 State Street (unanimous).
• **Accepted withdrawal** of preliminary plat PSP26-0002 for 36 lots off Mt Olive Rd and Charleston Avenue (unanimous).
• **Approved readoption of the Unified Development Code (UDC)** and amendments to Sec. 3-036 (unanimous).
• **Approved May 11 meeting minutes** (unanimous).

City Council agendas — minutes not yet published

Multiple City Council meetings were scheduled July 20–21 and July 31. Because minutes have not been published, the items below reflect what was on the agendas, not what was decided.

Contracts and spending:

• Award of RFP 26-007 for acquisition and operation of the Commerce Fiber Network to Truvista Communications of Georgia LLC.
• RFP 26-011 for 2026 LMIG resurfacing of Wood St., Mercury St., Orchard Cir., Shankle Heights, N. Bowden St., and Bolton Dr. — $580,265 to All About Asphalt.
• RFP 26-012 for audit services — $215,150 to Bates Carter, LLC for fiscal years 2026–2030.

Agenda items included leases at 12 Pine Street for a public safety uniform store and 1645 South Elm Street for a candy store, a hotel feasibility study report, a possible Farmers Market location change, and review of 12 business openings from April to June 2026. Minutes have not been published.

Planning Commission (July 23)

The agenda listed a final plat for Hillstone Preserve Subdivision — 45 lots on 94.093 acres on White Hill School Road — plus approval of June 22 minutes and City Council updates. Minutes have not been published.
