Rincon Council Approves Water/Sewer Plan Contracts, UDO Amendments

The Rincon City Council made several decisions at its Aug. 11 meeting, including approving contracts for a water and sewer master plan, amending development rules, and authorizing more than $1 million in construction pay requests. All votes were unanimous.

Water and sewer master plan

The Council approved a master services contract with Thomas & Hutton for a water and sewer master plan, along with Task Order #1 for $32,900 to cover initial data collection. The contract establishes the framework for the plan; the task order funds the first phase of work.

Consent agenda

The Council approved the consent agenda, which included:

• Rezoning of 225 and 0 South Columbia Ave. to B-2
• A $35,000 rodeo contract
• Pay requests totaling $1,061,025.93 for various construction projects

Zoning and alcohol rules

The Council approved first readings of several ordinances, all unanimously:

• Amendments to Chapter 6 (Alcoholic Beverages) for retail package liquor stores
• Unified Development Ordinance (UDO) amendments covering Chapters 1, 2, 3, 4, 5, 6, and 9
• UDO amendments for Chapters 3, 4, and 8 with conditions
• An amended Official Overlay Districts Map

The Council also approved amended Liquor Store Lottery guidelines.

Public hearings on millage rate

The Council held public hearings on the proposed 2026 millage rate at special called meetings on Aug. 10 and Aug. 17. No votes were taken at those hearings. The Aug. 21 Council agenda included a public hearing and a vote on the millage rate ordinance at 2.323 mills, but minutes from that meeting have not yet been published, so the outcome is not available.

Planning and Zoning Board

The Planning and Zoning Board met Aug. 11 to review three applications, but no decisions were recorded because minutes are not yet published. The board considered:

• A conceptual site plan for a Tanzo Motors dealership (18,836 sq. ft. at 0 Towne Park West Drive, Lot 17)
• A rezoning request for 205 W. Ninth Street (R-2 to R-3)
• An annexation and rezoning petition for 0 Lexington Ave. Ext. (AR-1 to PUD)

The board's recommendations on the rezoning and annexation were later listed on the Aug. 21 Council agenda as recommended for denial.

Workshop on annexation

The Council held a workshop Aug. 17 to discuss the Lexington Avenue Ext. annexation. No decisions were made; the agenda also allowed for a possible executive session on personnel, litigation, and real estate matters.

Coming up

The final open house for the 25-Year Master Plan is scheduled for Aug. 27 from 6:30–8:00 p.m. at Macomber Park, 1004 Lexington Avenue. Residents can review ideas and priorities gathered from community input. No other upcoming meetings are listed in the next two weeks.

Planning board approves UDO amendments; council considers annexation, millage rate

The Rincon Planning and Zoning Board unanimously approved two sets of Unified Development Ordinance amendments on July 28, the only decisions recorded in the past two weeks. The City Council held meetings on July 27 and Aug. 7, but minutes have not yet been published, so those items remain pending.

Planning and Zoning Board

The board unanimously approved the second set of 2026 Unified Development Ordinance (UDO) amendments covering Chapters 1, 2, 3, 4, 5, 6 and 9, and a separate set of proposed changes to Building and Development standards. Both votes were unanimous. The changes affect various zoning districts, land disturbance procedures, and architectural standards.

City Council — July 27 agenda

The council's July 27 agenda included a resolution to set a proposed millage rate, an intergovernmental agreement for distribution of 2026 Special Purpose Local Option Sales Tax proceeds, and second readings for amendments to the Unified Development Ordinance, including Downtown/Main Street Architectural Development Standards. The agenda also included amending the Official Overlay Districts Map and an agreement with Mauldin & Jenkins, LLC for bookkeeping, consulting and/or advisory services.

City Council — Aug. 7 agenda

The Aug. 7 agenda included a first reading on a petition to annex and rezone a 114.13-acre parcel at 0 Lexington Ave Ext. (Parcel #04470013B00) from AR-1 to PUD. The council also considered Pay Request #2 for $804,405.67 to Vertical Earth Inc for the Chimney Road Watermain Extension Project, along with Change Order #1 (a decrease) for the same project. An agreement with GMC for architectural review services in Overlay Districts was on the agenda, as was a first reading of an ordinance setting the 2026 millage rate at 2.323 mills. The agenda also included acceptance of a deed for Heritage Way and the Lift Station, and a bid award for a police department office trailer. An executive session was scheduled for personnel, litigation, attorney-client privilege, and real estate matters.

Rincon Council Approves Library Site Purchase, Ordinance Updates, and Liquor License Eligibility

The Rincon City Council unanimously approved a purchase and sale contract with Ernest Communities for a 15-acre site to be used for a future library at its July 15 meeting, marking the most consequential decision of the past two weeks.

Library Site and Ordinance Updates Approved

The council voted unanimously to approve the purchase and sale contract with Ernest Communities for the 15-acre library site. The same meeting saw unanimous approval of three ordinance and policy changes: an amendment to Chapter 38 Fire Prevention, an amendment to Chapter 2, Article V, Sec. 2-205 Competitive Bidding, and an amendment to the City Purchasing Policy. Each passed unanimously.

The council also granted eligibility for a south-side liquor-store license to applicant Laukik Patel, approved unanimously. The meeting agenda and minutes from the April 27, 2026 meeting were each approved unanimously as well.

Agenda Amendment and Prior Minutes

In a separate July 15 action, the council voted unanimously to approve an agenda amendment that removed item 12 and added item 16A. The council also approved minutes from the May 11, 2026 meeting by unanimous vote.

A public hearing was held on a petition to annex and rezone a 114-acre parcel, as well as on a request to rezone a .28-acre commercial parcel. No decisions were made on either item.

July 10 Meeting: Public Hearings and New Business

Minutes have not yet been published for the July 10 City Council meeting, so outcomes for items on that agenda are not yet confirmed. According to the agenda, the council was scheduled to hold four public hearings on updates to the Unified Development Ordinance, an overlay districts map, and downtown architectural standards.

The consent agenda listed second readings to rezone 225 and 0 South Columbia Avenue from R-2 to B-2, a $35,000 contract for the 2026 Rincon Roundup Pro Rodeo at Freedom Park, and a $759,573 pay request for a watermain extension on Chimney Road and Old Augusta Road.

New business on the July 10 agenda included first readings of UDO amendments covering multiple chapters and an overlay map update, a liquor store ordinance, and authorization of $32,900 for the initial phase of a water and sewer master plan with Thomas & Hutton.

A City Council workshop was scheduled to discuss annexation and to convene executive sessions covering personnel, litigation, attorney-client privilege, and real estate matters. Minutes for this workshop have not yet been published.
